ORGANIZATIONAL CONTEXT

WFP Cameroon is part of the Country Offices in the Regional Bureau for Central and West Africa (RBD) facing multiple humanitarian crises that simultaneously aggravate existing socio-economic vulnerabilities in the country. The fragile security situation in the Northern part of the Country, a protracted refugee operation in the East and crises in the Northwest and Southwest regions has left millions of people vulnerable to food insecurity. WFP provides a key emergency response component of the Humanitarian Response Plan through regular food and sustainable development assistance to part of the food insecure and vulnerable people in the country. With the launch of the second-generation strategic plan, it is imperative to obtain the optimum capacity of staff, partners and beneficiaries given the precarious humanitarian situation and importance of delivering efficient and quick support. This role further described below, will contribute to the World Food Programme’s mission in Cameroon to Saving Lives, Changing Lives.

JOB PURPOSE

To support the delivery of quality, customer-focused, value for money administrative services that enable staff in country/location operations to deliver food assistance to beneficiaries, in line with WFP’s strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to a WFP country plan, including finance and administrative processes, aligned with country and wider WFP strategies and policies to facilitate efficient and effective administration services.

2. Support the development of annual plans and implementation of policies, systems and procedures to support WFP strategic objectives.

3. Collect data and prepare data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making.

4. Support management of existing resources in the area of responsibility (e.g. WFP managed facilities, assets and travel management, etc.) and assist in identification of new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services.

5. Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy.

6. Support the office in corridor budget analysis, commitment monitoring and expenditure reconciliation on quarterly basis.

7. Constantly liaise with Invoicing team in accordance with corporate tool to ensure that invoices registry, processing, posting and payment are timely done.

8. Support a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities.

9. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.

10. Maintain the partnership with WFP stakeholders, other UN agencies and local government offices.

11. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

12. Generate regularly reports on open items, non-utilized funds commitment, open purchase orders and propose the appropriate way to clear them, as per WFP rules and procedures.

13. Manage all office premises, fleets maintenance, renting contracts, other facilities and assets to ensure the office is functioning as per WFP standards.

14. Other as required.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

  • University degree in Business/Public Administration, Finance, Engineering, or other relevant field relating to office management and administration.

Experience:

  • At least one (1) year or more of postgraduate professional experience in a relevant field of work, preferably in Finance and Administration.

Language:

  • Fluency (level C) in English or French language (written and oral).
  • Intermediate knowledge (level B) of a second official UN language: English/French. (Other WFP working language) would be an asset.

OTHER SPECIFIC JOB REQUIREMENTS

• Has gained experience in finance and administration. • Has demonstrated a high level of proficiency in WFP administrative operating standards in day to day work. • Has provided coaching or training to new staff members within area of expertise.
