Job Description

Background:

Since 2016, IRC has provided support to the communities of Mora and Meme/Igawa in the Mayo SAVA Division in collaboration with the government (namely MINPROFF, CPFF, the health district, among other actors), and extended to the localities of Mora and Igawa/Mémé in 2021. IRC’s support has focused on meeting the needs of GBV survivors and initiating actions to prevent violence against women and girls. In particular, IRC works closely with men and women through community education activities and monthly meetings with community leaders. These activities aim to strengthen the role of men as partners in the prevention of female violence, and to support women and girls as partners within communities.

To reinforce its prevention actions, IRC will be implementing a new EMAP project in 2023, specifically in the localities of Mora, Igawa-Mémé, Kourgui and Makoulahe.

Given the context of conflict in which women and girls live and which exposes them more to gender-based violence, the EMAP approach offers an innovative model for getting men to think constructively about the gendered impact of conflict and the way they have been socialized. This is an essential step in helping to create a world where women and girls are valued, equal and free from violence. Changing the world for women and girls requires the leadership of women and girls, and the full commitment of men and boys as allies. IRC has been a pioneer in this field, testing collaborative approaches with men and boys as agents of change in various post-conflict countries around the world for over 10 years, while keeping programming women-centered and women-led.

Specifically, IRC has been implementing the EMAP approach in Mayo SAVA since 2020. With the current project, IRC intends to collect and analyze data from previous years’ cohorts (2020 and 2021) in order to develop adaptation strategies and better meet the needs of community members.

IRC would like to recruit a consultant to carry out this study and propose an adaptation/contextualization document for the approach.

Objective:

Carry out a study of previous EMAP cohorts to measure changes in men’s behavior through practices accountable to women and girls, in order to develop an implementation manual contextualized to the Far North of Cameroon.

Specific objectives:

Specifically, the consultant will be responsible for:

1- Measure sustainable change in men’s behaviors, attitudes and beliefs regarding harmful social norms that can contribute to violence against women and girls, and the promotion of positive masculinity at the community level.

2- Propose points for contextualizing and adapting the approach in a document, based on the adaptations made in the current curriculum and the results of the study on former EMAP cohorts in the area.

Expected results

1- Lessons learned and promising good practices in the field of combating violence against women are identified.

2- The successes of previous EMAP programs are known, providing models for men in these communities to follow.

3- Points of resistance to change are identified and recommendations are proposed for the current curriculum.

4- Contextualizations and adaptations of the EMAP curriculum are documented and capitalized on to facilitate the implementation of the EMAP approach specifically in the Far North of Cameroon.

Methodology

IRC Cameroon aims to obtain a detailed understanding of behavior change among men who took part in previous EMAP cohorts in the intervention zones, notably in Mora and Igawa/Mémé, among existing host communities and displaced persons.

The evaluator must provide an answer to each of these questions in the final evaluation report.

The research questions will be as follows:

– What are the long-term effects of EMAP?

– How do the people interviewed understand the principle of accountability to women and girls, and what do good relations between men and women look like?

– What have been the greatest successes in implementing and monitoring quality EMAP programming?

– What have been the greatest challenges in implementing and monitoring EMAP quality programming?

The sources of information will be as follows:

– Pre-survey (demographic data + eligibility)

– Focus group discussions (FGD) and key informant interviews (KII) with :

o EMAP participants

o Wives of male EMAP participants

o Community leaders

o Neighbors

o EMAP facilitators

– Participant satisfaction survey

IRC will provide the consultant with a toolbox, which he/she will be responsible for adapting to the specific context of the EMAP program in Mayo SAVA and to the needs of the study, in collaboration with the EMAP IRC team and the MEAL officer snr.

In order to obtain the information required for the study, the consultant will carry out the following:

Phase 1: Literature review

– Background reading to gain an understanding of the context of the Cameroon program, the humanitarian situations in which IRC intervenes, as well as gender norms, roles, relationships and stereotypes in the various contexts of IRC intervention.

– Reading EMAP resources for a better understanding

– Review of existing IRC program data through the EMAP project.

– Review of existing research and gender-specific information on IDPs and host community populations who have benefited from EMAP sessions.

Phase 2: Scoping with the project team

– Organization of a scoping meeting with the project team (technical coordinator, Project Manager Snr Officer EMAP, Assistant EMAP, Assistant M&E) to present the current situation based on the literature review.

– Validation of proposed collection tools.

– Validation of visit schedule and key players to be met.

Phase 3: Data collection

– Key informants with IRC/EMAP beneficiaries and/or community members, and local decision-makers, notably those with responsibilities such as health workers or protection staff, and local authorities in the field:

– Key informants with IRC program staff in all program sectors and at all levels (facilitators, assistants, managers, coordinators, sectoral technical groups) of the project.

– FGDs and key informant interviews with IRC/ EMAP beneficiaries and/or community members and local decision-makers and authorities in locations identified by the IRC team in Mayo-Sava (Mora and Igawa/Mémé).

Phase 4: Benchmarking workshop on changing men’s behavior through accountable practices

This workshop will be held in Maroua, and will also provide an opportunity to collect the contextualizations and adaptations made in the implementation of the current curriculum.

Phase 5: Workshop in Yaoundé and at a distance to present the main findings of the gender analysis of men’s accountable practices.

This workshop should be facilitated by the consultant. It should be participative and comparative in order to initiate debate with IRC’s strategic staff and to make substantive decisions concerning the recommendations and priorities identified.

Phase 6: Raising awareness among implementation staff

Staff sensitization workshop on the contextualization and adaptation document, including EMAP program managers and senior officers on i) the key concepts of gender analysis, transformational change and learning for staff who will be involved in EMAP, ii) the main findings of the analysis and recommendations, iii) (and this is the most important point), the operational transcription of the recommendations: what staff will need to adapt, modify, look at from a new angle in order to promote gender equality in current and future interventions.

Deliverables:

The consultant will be responsible for the following deliverables:

1. Initial report covering consultant’s understanding of the assignment, detailed work plan, tools, structure of final report prior to fieldwork.

2. Report and modules of the training workshop for data collectors on gender equality and data collection tools

3. Own Excel database with all raw and translated data

4. Report and modules of the day’s analysis and recommendation workshop with the following people: Program coordinators and managers, technical advisors, field coordinators/managers, senior field staff, data collectors, M&E staff, grants staff, DDP

5. Draft report for review in French and summary in English.

6. Final report including summary, results and interpretation of results, conclusions, recommendations and illustrative photos.

7. Final report in PowerPoint format.

8. Contextualized implementation document of the EMAP approach for the Far North

Role of the IRC:

The IRC will have the following responsibilities:

– Provide detailed guidance at a kick-off meeting in dialogue with the consultant.

– Provide the complete toolkit and technical advice on its use

– Provide an overview of IRC’s programs and activities in Cameroon in general.

– Organize and attend the analysis and design workshop

– Identify IRC staff and interviewers to be involved in the analysis

– Provide timely document review of draft and final reports.

Information and data management

All data and information received during the course of this assignment will be treated as confidential and will only be used for assignment activities. All intellectual property rights arising from the execution of this assignment are assigned to IRC. The contents of the written materials obtained and used herein may not be disclosed to third parties without the prior express written permission of IRC.

Schedule:

A detailed work plan will be developed in consultation with the consultant. Phases 1-6 are expected to be completed by September 30, 2023, including the finalized report.

Qualifications

PROFESSIONAL SKILLS REQUIRED:

– Relevant undergraduate university degree in social sciences, human rights, anthropology, gender studies or development. Other types of degree may be accepted if they are consistent with substantial experience in gender research and analysis.

– 5 years’ relevant experience in qualitative research and qualitative gender-sensitive and ethical analysis (essential).

– Proven experience in conducting in-depth training on gender and human rights.

– Proven experience in humanitarian projects, preferably in West Africa.

– Fluency in written and spoken French, and good knowledge of English.

– Considerable experience in conducting focus groups and key informant interviews on sensitive topics specifically related to gender roles, norms, relations and stereotypes with diverse populations.

– Experience in qualitative data analysis and coding (using Dedoose, ATLAS.ti or other software).

– Excellent writing skills and ability to articulate the link between results, analysis and program recommendations.

– Strong communication and presentation skills.

– Flexible attitude towards receiving feedback.

Ability to immerse oneself in details without getting lost in them.

Proactive and motivated approach to work.
