ROLE PROFILE

ROLE PURPOSE
Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice. Given the current humanitarian crisis in the Far-North Region of Cameroon Plan is engaged in providing multi-support to the child and young people. Its operations are implemented in keys sectors including Child Protection, Education, Health, SRHR, Nutrition, WASH, NFIs, Livelihood Food Assistance and conflict management in coordination with all other humanitarian institutions.
Plan International has recently received a new project from BMZ department, this project has three components including Livelihood, SRHR/GBV and Conflict Management. As part of this project, the successful candidate will be responsible for the technical design/review and effective implementation of the SRH activities at the field level. He/she will ensure the quality of the effective implementation of these activities to better help Young people to make better decisions concerning their Sexual Reproductive live. 

DIMENSIONS OF THE ROLE

The SRH offer will be responsible for SRHR activities and their effective implementation in the filed in accordance of Plan’s SRHR response in the Far North Region of Cameroon. The SRHR Officer will provide effective capacities and technical guidance in management including the implementation, monitoring and evaluation of SRHR activities at the field levels. S/he will work closely with Project Coordinator or other Emergency Response Team members to implement  all SRHR activities in the different targeted communities of Mayo Sava (Mora), Logone et Chari (Makary and Logone Birni) and Mayo Tsanaga (Mokolo and Koza). The SRHR Officer will work directly with the Heads of Health district, Head of health area and the Fields staffs from local partners involved in this project to ensure quality in the implementation of all SRHR activities planned. S/He will participate in the technical coordination of the Project, the technical SRHR working group at the Regional and Health districts levels, support  advocacy with the local authorities, other stakeholders and technical agencies relevant to the sector to ensure effectivity and quality response of Plan International.
The SRHR Officer will be based at the area of Maroua (Diamaré) with 70% of field visit in the localities of Mayo Sava (Mora), Logone et Chari (Makary and Logone Birni) and Mayo Tsanaga (Mokolo and Koza).
MAIN ACCOUNTABILITIES AND RESPONSABILITIES

      SRHR Intervention; Support the implementation of the project’s SRHR interventions truly integrated with SGBV activities. A strong understanding of SRHR, especially in emergency response settings, SGBV, adolescent needs and gender equality,
•    Implementing and monitoring sexual and reproductive health and rights (SRHR) interventions for children, adolescents and young people in humanitarian contexts, especially girls who are most affected by poverty, violence, exclusion and discrimination.
•    Promoting gender transformative approach to SRHR, which means addressing the root causes of gender inequality and empowering girls and women to exercise their rights.
•    Ensuring the technical soundness, appropriateness and quality of project design, planning and implementation, in line with Plan International’s policies, strategies and guidelines, as well as internationally agreed upon standards (such as MISP, Core Humanitarian Standards, etc.).
•    Facilitate all evaluations related to SRHR aspects in the project’s localities;
•    Work closely with Civil engineer and local partners to ensure proper rehabilitation of the health centres selected for habitation;
•    Work closely with Regional Delegation of Public Health, Heads of health districts and Heath area to ensure quality implementation of all SRHR activities;
•    Provide an expertise on the acquisition process of supplies and commodities for the selected health facilities to enable the provision of safe, gender and age appropriate SRHR services;
•    Ensures effectivity of all training of staff and stakeholders on the SRHR policies and standards and Plan’s position on SRHR; 
•    Manage current partnerships and develop new ones with local SRHR, GBV and health actors in line with Plan International’s partnership approach  Participate and provide expertise on developing and acquisition process of BCC materials; 
•    Ensure effectivity of parenting and intergeneration’s sessions on SRHR in the different target communities;
•    Put in place with collaboration of others stakeholders the clear referral system of SRHR/GBV cases in communities; 
•    Participate to all SRHR technical working group at the regional level as well at health district level;
•    Supervise SRHR activities implemented by the field staff of local partner involved in the project;
•    Prepare and submit Weekly, Monthly and quarterly report of SRHR activities;
•    Build Managerial capacities of field staffs on different gaps identified during the supportive supervision;
•    Strengthening the capacity of colleagues, front line staff and partners to deliver SRHR services in humanitarian settings, and ensuring the mainstreaming of safeguarding, protection from harmful practices and violence, disability inclusion and gender equality in the program area.
•    Assist project coordinator in the project adjustment, elaboration of different reports, and proposals;
•    Make frequent field visits to all targets areas to monitor implementation of SRHR activities, identify and report to Project Coordinator opportunities and constraints and any adjustments needed;  
•    Work closely with M&E Officer to collect all data on SRHR to inform the project; 
•    Ensure implementation of others tasks given by the supervisor. 
•    Under the Country SRHR Lead leadership contribute to the development of concept notes and proposals and share latest updates/data
Expected Outcomes:
•    Capacity development sessions and ongoing support provided to all project staff in SRHR
•    Case studies, lessons learned and best practices documented and shared with all relevant stakeholders
•    Strengthened collaborations with all stakeholders to ensure project objectives are met .Capacity development sessions and ongoing support provided to all project staff in SRHR, including training on evidence-based practices, gender-transformative approaches, and safeguarding.
•    Gender-transformative SRHR interventions implemented, including social and behavior change communication campaigns, life skills sessions, and parenting and intergenerational sessions.
•    Technical soundness, appropriateness, and quality of project design, planning, and implementation ensured through regular reviews and assessments, and adherence to internationally agreed-upon standards and guidelines.
•    Robust monitoring and evaluation framework established, including routine data collection, analysis, and reporting, as well as periodic evaluations to measure the impact of the SRHR interventions on target beneficiaries.
•    Collaborative partnerships established and maintained with local SRHR, GBV, and health actors, including joint planning, implementation, and monitoring of SRHR interventions.

Adherence to Plan International Policies
Ensures that Plan International’s global policies for Safeguarding Programs participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Key Internal Contacts
SRHR sector Lead, Project Coordinator, Emergency Response team of Plan International Far North Region. These internal keys contacts will permit to ensure good communication and reporting around the project implementation.  The first key internal contact will be the Project coordinator who are the direct line Manager of the SRHR Officer. 

Key External Contacts
Government partners specially the Ministry of Public represented by the Regional Delegation, Health district and health area; Others humanitarian and development agencies working on SRHR issues and Local partner involved in the implementation of the project. This external relation will contribute to ensure good coordination to avoid duplication and also ensure accountability on the project implementation.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
•    Be a holder of nursing or midwifery diploma, Public Health, social sciences with Public health specialization or other related filed. 
•    Have a minimum of two years experiences in the implementation of SRH/SRHR and Public Health projects;
•    Good knowledge and understanding of humanitarian principles and national policies on SRHR.
•    Experience working with local partners. 
Desirable
•    Excellent written and verbal communication skills.
•    Experience working in the Far North of Cameroon context.

•    Background in complex emergencies situation analysis, needs assessments and response planning and management; 
•    Timely and effective delivery of project activities and other outputs (reports, etc.);
•    Proven capacity to facilitate trainings, coach staff and provide supportive supervision; 
•    Commitment to child protection, gender equality and participation;
•    Demonstrate ability to assess best practice, document and disseminate lessons learned;
•    Excellent computer skills (Microsoft office including words, excel, power point, internet etc…);

PHYSICAL ENVIRONMENT
•    SRHR Officer will work in the Far North Region of Cameroon with three seasons: The dry season between October to December and February to June, The small cold season between December to January and the raining season between July to September. Each Season required appropriate equipment (Light clothing for the dry season and protective clothing and shoes for the rainy and cold season).
•    The Far North Region are now facing to the insecurity due to the Non-armed group attacks. In this context, there exist the security SOP in place to be respected in the framework of the work. 
•    Periods of intense work at all times of day and the staff can be solicitate at evening depending the emergency.
•    The project will be implemented in multiple locations and requires multiple field visits.
