Human Resources Consultant, (World Food Programme Western Africa Regional Roster)
ORGANISATIONAL CONTEXT:
The WFP West Africa region extends from Mauritania to Chad and along the coast from Cameroon to Senegal. It has the widest linguistic and geographical diversity, as well as the richest variety of natural resources when compared with other sub-regions of the continent. The humanitarian development context of the subregion is also extremely diverse. In the Sahelian belt, risk is the new normal, conflict is increasing and weather-based disasters growing. The costal countries have better socio-economic indicators and promise a degree of stability. However, these economies are nascent, and some instances built on fragile costal habitats threatened by climate change and are also dealing with rapid urbanisation and an ever-increasing youth bulge.
The Regional Bureau Dakar (RBD) provides policy guidance, technical support, and oversight for operations in 19 countries in West Africa where WFP’s efforts contribute towards the eradication of hunger and malnutrition. In the region, WFP follows a holistic regional strategy powered by our dual-mandate and backed by our robust diverse toolbox of activities.
PURPOSE OF THE ROSTER:
This regional roster will be used for opportunities in Human Resources, in the Regional Bureau (RB), as well as the 19 Country Offices (COs) in the region.
You are expected to deliver a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Depending on the specific TORs for the assignment(s), the consultant will be expected to work on some of the following activities (it is not expected that the consultant has expertise in all these functions):

STANDARD MINIMUM REQUIRED QUALIFICATIONS
This roster intends to cover a wide range of levels of HR expertise.
Experience: Minimum years of relevant professional experience:
- Junior Consultancy
- Level 1: 0 to 1 year of relevant professional experience.
- Level 2: 1 to 2 years of relevant professional experience.
- Level 3: 2 to 3 years of relevant professional experience.
- Regular Consultancy
- Level I Consultancy: Three years of relevant post-graduate professional experience.
- Level II Consultancy: Five to ten years of relevant post-graduate professional experience.
Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or training courses.
Languages: Fluency (level C) in English language and at least an intermediate knowledge (level B) in French (as the region is mostly French speaking)
DESIRED EXPERIENCES
- Broad or specialised knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
- Ability to analyze data, draw conclusions and recommend a course of action.
- Good communication skills required to give and receive information and work with a variety of individuals.
- Ability to establish and maintain effective relationships with clients and provide client-oriented service.
- Ability to identify client’s needs and match them to appropriate solutions.
- Knowledge of, or the ability to quickly assimilate, specific processes and systems.
- Willingness and availability to travel.
