Procurement Manager
The African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and non-profit making NGO with Country Program Offices in Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Ethiopia, Liberia, Niger, South Sudan, Tanzania, and Uganda. AIRD’s objective is to offer operational technical support, including but not limited to: supply chain, logistics and infrastructure in partnership with relief and development organizations that focus on disaster-affected, poverty-infested and development oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organizations and governments. AIRD seeks to recruit a Procurement Manager for its program in Uganda.
The Procurement Manager is responsible for developing and administering all procurement related activities for the Country Program. S/he will have overall responsibility and be central to the procurement functions within the AIRD Country Program. Playing a key role in the development and implementation of procurement strategy to embed compliance, value for money and best practice. In particular, the Procurement Manager will:
- · Serve as the organization’s representative on procurement issues and procedures.
- · Set a and implement clear strategy for procurement and contract management across the project.
- · Develop and coordinate new policies and procedures regarding procurement processes.
- · Conduct analysis of program policies and procedures, develops plans, formulates guidelines, implements new developments and procedures, and provides policy interpretation of procurement policies.
- · Prepare procurement guidelines, status reports and presentations for the Country Program.
- · Lead complex procurement activities ensuring compliance and minimization of risk
- · Encourage and promote internal cooperation and communication between the procurement team and other departments to plan patterns of expenditure and generate greater effectiveness of spending.
- · Work with managers to ensure that procurement and contract management takes place to deliver all features and benefits intended by the contract.

- · Maintain oversight of all contracts within the project, supporting timely renewal in accordance with the procurement regulation
- · Maintain supplier database with the framework legally accepted and agreed by service users.
- · Develop an audit program of compliance against procurement regulations reporting on variances and lessons learnt and implementing corrective action.
- Coordinate daily duties of procurement support staff.

The Procurement Manager demonstrates ethical behavior and practices in line with the organization’s values. A good team player, the Procurement Manager works cooperatively, demonstrates cross cultural and gender sensitivity, respect, tact, and poise.
S/he demonstrates good judgment, ability to assess problems and risks and make recommendations or decisions according to needs and urgency, keeping the organization’s best interests and purpose in mind. In all their work, the Procurement Manager ensures value for money and is able to work in challenging environments with minimal supervision.
Minimum Qualifications
- · The preferred candidate will possess a bachelor’s degree in Logistics and procurement, contract management or a closely related field and have at least five years of experience in procurement management in an INGO, grant funded Non-Profit organization.
- · Procurement experience, Certified Public Purchasing Officer (CPPO) or Certified Purchasing Manager (CPM) is strongly desired.
- · Candidate must possess a strong working knowledge of procurement, invoice processing and payment functions in an electronic environment.
- · Experience working with international development partners, national and international Non-Governmental Organizations (I/NGOs) and donors (in particular UNHCR experience) is an asset.
