OBJECTIFS DE L’ASSISTANCE TECHNIQUE : ‱ Evaluer la faisabilitĂ© de la mise en Ɠuvre du dispositif « HIV Tracker » pour les donnĂ©es des Populations clĂ©s dans le DHIS2 par rapport aux lignes directrices de l’OMS sur la surveillance des patients

RESUMES DES TACHES ASSIGNES : Sous la coordination gĂ©nĂ©rale du ReprĂ©sentant de l’OMS au Cameroun, et la supervision technique du responsable nationale VIH/HĂ©patites/IST ai du bureau pays, le consultant s’acquittera des activitĂ©s ci-aprĂšs : ‱ Elaborer et faire valider par le superviseur un plan de travail de l’AT sur la pĂ©riode indiquĂ©e ; ‱ Elaborer les TDR et les outils de collecte des donnĂ©es/informations en collaboration avec les Ă©quipes techniques du MoH/GTC-CNLS ; ‱ Descendre sur le terrain pour rencontrer les parties prenantes clĂ©s (stratĂ©giques, intermĂ©diaires et opĂ©rationnelles) pour la collecte des donnĂ©es/informations ; ‱ Analyser les donnĂ©es collectĂ©es ; ‱ Elaborer un rapport d’évaluation assortie des recommandation et d’un plan d’action pour l’implĂ©mentation du « HIV Tracker »; ‱ Participer Ă  l’organisation d’un atelier national de validation des donnĂ©es/informations collectĂ©es ; ‱ Animer les travaux de l’atelier national de validation des donnĂ©es/informations collectĂ©es ; ‱ S’acquitter de toutes autres tĂąches en lien avec la consultation en fonction des besoins du superviseur.

QUALIFICATIONS REQUISES Education Essentiel : Avoir une Licence (bac 2) en informatique avec une spĂ©cialisation en SystĂšme d’Information et Analyse DĂ©cisionnelle Avoir une bonne maitrise du systĂšme de santĂ© camerounais. Souhaitable : Master santĂ© publique/sciences de la santĂ©/ Monitoring, Evaluation, Accountability and Learning (MEAL)/ Une formation en Ă©pidĂ©miologie sera un atout

EXPERIENCES Essentiel : au moins une annĂ©e d’expĂ©riences requises dans la programmation des base de donnĂ©es en mettant l’accent sur la planification et le Suivi Evaluation des interventions de promotion de l’offre et accĂšs aux services de santĂ© en direction des populations clĂ©s et/ou vulnĂ©rables. Souhaitable : ExpĂ©rience dans les domaines de la coordination et des gestion des projets/programmes de santĂ© Droits Humains et Genre liĂ© aux maladies infectieuses ( HIV).

COMPETENCES ‱ Solides connaissances et compĂ©tences en gestion de bases de donnĂ©es et en analyse statistique, examen des donnĂ©es secondaires, ‱ Solides connaissances et compĂ©tences en conception et utilisation des systĂšmes de suivi Ă©valuation, et gestion de l’information sur la santĂ© publique; ‱ Connaissances, compĂ©tences et aptitudes professionnelles dĂ©montrĂ©es sur les aspects de la santĂ© publique de la lutte contre les maladies infectieuses/VIH ; ‱ CompĂ©tences managĂ©riales pour l’élaboration, la mise en Ɠuvre, le suivi et analyse des indicateurs liĂ©s au programmes de santĂ© publique pour les maladies infectieuses dans un environnement restrictifs (Populations ClĂ©s) ‱ Solides compĂ©tences professionnelles orales et Ă©crites, y compris l’élaboration des rapports, de prĂ©sentations orales et de conseils techniques et documents de plaidoyer. Les connaissances et compĂ©tences prĂ©alables en matiĂšre de VIH constituent un avantage supplĂ©mentaire

UTILISATION DES COMPETENCES LINGUISTIQUES Essential : parfaite connaissance du Français et/ ou de l’anglais Souhaitable : Maitrise d’une 2e langue ( anglais ou français) La maitrise parfaite des deux langues (français et anglais) sera un atout.
