CARING – INNOVATING – TOGETHER: Since its creation in 2009, ALIMA has treated more than 10 million patients and today deploys its operations in 12 African countries. In 2021, we developed more than 60 humanitarian medical response projects to meet the needs of populations affected by conflicts, epidemics and extreme poverty. All of these projects are carried out in support to national authorities through nearly 357 health facilities (including 45 hospitals and 312 health facilities). Whenever possible, we work in partnership with local NGO’s to ensure that our patients benefit from the best and most relevant expertise wherever it is, whether within their own country or in the rest of the world. In addition, to improve the humanitarian response, we are carrying out operational and clinical research projects particularly in the field of the fight against malnutrition and viral haemorrhagic fevers.

ALIMA’S TEAM: more than 2 000 people are currently working for ALIMA. The field teams, closest to the patients, receive their support from coordination teams generally based in the intervention countries’ capitals. They receive support from the 4 desk teams and the emergency and opening service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working to raise funds and represent ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of other organizations such as medical NGOs BEFEN, ALERTE Santé, SOS Médecins / KEOOGO, AMCP, research organizations PACCI and INSERM, Bordeaux or Copenhagen Universities, the INGO Solidarités International and many others.

COUNTRIES WHERE WE WORK: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, Sudan, Mauritania, Ukraine and Ethiopia.

THE WORK WE DO covers: Malnutrition, Maternal Health, Primary Health, Pediatrics, Malaria, Epidemics (Ebola, Cholera, Measles, Dengue, Lassa Fever), Research, Hospitalization, Emergencies, Gender Based Violence, Vaccination, Mental Health.

ALIMA in UKRAINE

We will focus our efforts in the South of Ukraine to provide emergency primary health care and support to hospitals in the war zone of Mykolaiv Oblast and around. The main objective is to reduce the mortality and suffering among the population affected by the war in this area through 4 axes:

  • Reduce the morbidity and mortality associated with chronic diseases and communicable diseases among the isolated population in Mykolaiv Oblast;
  • Reduce the mental health burden through psychological care in Mykolaiv Oblast;
  • Support hospitals in delivering trauma and intensive health care in Mykolaiv City;
  • Ensure a rapid response mechanism to deliver health care support to affected population.

MISSION LOCATION: Odessa & Mykolaiv, Ukraine

FUNCTIONAL AND HIERARCHICAL LINKS

  • He/she reports to the Medical Coordinator
  • He/she works in close collaboration with the coordinators (medical, logistics and projects)

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: As part of his/her duties, the incumbent will visit programs and come into contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good character will be required. In situations where a criminal record check or character reference is not possible, a declaration of honor will be requested.

MAIN MISSION:

The Monitoring and Evaluation Officer participates in the implementation and animation of the monitoring, evaluation and accountability system of the projects.

MAIN ACTIVITIES

  • Contribute to the development of the M&E system, data collection tools and their standard procedures at the project level
  • Coordinate the development and implementation of the M&E plan
  • Implement and organize the information system (dashboard, performance framework)
  • Collect, verify and report qualitative and quantitative M&E data in accordance with project requirements
  • Support project team members in the use of general project data collection and analysis tools
  • Ensure the quality of the data collected before using it for project monitoring
  • Conduct regular data analysis and monitor progress on indicators and implementation
  • Work closely with the project team to document and communicate relevant successes
  • Write and edit periodic narrative reports in a timely manner and in accordance with various donor requirements
  • Ensure timely submission of M&E reports
  • Support the project’s communication and advocacy by providing relevant data on the project’s performance in the country
  • Support the design and implementation of internal and external evaluations;
  • Respond to internal and external requests for monitoring and evaluation data

EXPERIENCE AND SKILLS

Experiences

  • Previous experience in Project Management, Monitoring and Evaluation with at least 2 years of experience in a Coordination position desired
  • Higher education in Statistics, Epidemiology, Computer Engineering; Project Management, Public Health, Social Sciences or equivalent; Proficiency in data processing software (Stata/SPSS, Epi-Info) and Microsoft office package
  • Experience in the use and implementation of mobile data collection tools (Kobotoolbox, CommCare, SurveyCto, ODK, Tableau etc…)
  • Knowledge of public health policies

Languages

  • English fluent
  • Ukrainian, Russian are an asset

  • Writing, synthesis and analytical skills
  • Good communication skills and ability to set priorities
  • Continuous quality improvement requirements
  • Writing skills and ability to summarize
  • Rigor, respect of deadlines, reactivity, strength of proposal

CONDITIONS

Contract term: contract under French law of 3 months (renewable, based on funding availability and performance)

Position to be filled: ASAP

Salary: depending on experience + per diem

ALIMA pays for:

  • Travel costs between the expatriate’s country of origin and the mission location
  • Accommodation costs
  • Medical cover from the first day of the contract to a month after the date of departure from the mission country for the employee
  • Evacuation of the employee
