Final Evaluation Consultant

Catholic Relief Services (CRS) and its local partner, the Archdiocese of Bamenda/Caritas Bamenda, are currently implementing a 14-month award from the United States Agency for International Development’s (USAID) Bureau for Humanitarian Assistance (BHA). This project is responding to the immediate food and non-food needs of 10,800 individuals in 1,800 households (HHs) in five Division(s) affected by the ongoing socio-political crisis in the Northwest and Southwest Regions of Cameroon. The project is delivering an integrated package of assistance, providing vulnerable IDP and host households with emergency food assistance and NFIs (Non Food Items) in 19 communities along with poultry livelihood inputs and training in 8 communities.

CRS seeks a short-term consultant to support implementation of a final evaluation for the project and prepare the final evaluation report. The proposed objectives of this final evaluation are to evaluate the project’s achievements against indicators; to evaluate the project’s interventions/strategies in terms of relevance, effectiveness, efficiency, impact, and sustainability; and to identify and document key lessons learned. CRS estimates that the consultancy will require approximately one month of work from early April to early May 2024.

Qualifications

  • Education: Advanced university degree (Master’s degree or equivalent) in Statistics, Project Management, or any other relevant field, coupled with relevant experience.
  • Work experience: Minimum of 5 years of progressively responsible professional experience in program/project evaluation in emergency or food security, preferably for an NGO. Experience in working in Cameroon is required with experience working in the North West/South West or a similar conflict context proffering an added advantage. Preferred: prior experience in leading an evaluation for a USAID project.
  • Languages: Fluency in written and spoken English is necessary. Knowledge of Pidgin language is desirable.
  • Knowledge of quantitative and qualitative research methods including survey design and analysis and FGD and KII design and analysis.
  • Experience designing and delivering training for enumerators.

Specific Responsibilities

  • Develop, review, and finalize final evaluation survey tools with CRS country MEAL Coordinator, ACER Program Coordinator, and ACER MEAL Senior Project Officer.
  • Conduct the training of the data collectors (enumerators) with CRS Cameroon MEAL team on the evaluation by finalizing the agenda, preparing facilitation guides (including simulations/mock exercises to ensure that questions are administered appropriately) and resource material, and conducting the training, etc.
  • Lead testing and finalizing tools with CRS country program MEAL Coordinator and ACER MEAL Senior Project Officer, based on the feedback received from testing, with a specific focus on ensuring that data collection tools capture the indicators appropriately and that evaluation questions are clear and understood by respondents.
  • Conduct data analysis and interpretation of quantitative and qualitative data.
  • Co-lead the participatory reflection with the ACER project team.
  • Prepare the evaluation report and finalize it based on feedback from reviewers.
