Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN’s five regional commissions, ECA’s mandate is to promote the economic and social development of its member States, foster regional integration, and promote international cooperation for Africa’s development. Made up of 54 member States and playing a dual role as a regional arm of the UN and as a key component of the African institutional landscape, ECA is well positioned to make unique contributions in addressing the Continent’s development challenges. The strategic objective of ECA is framed around delivering ideas and actions for an empowered, inclusive and transformed Africa in the framework of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union through its three core functions, namely, its function as a think tank, its convening function and its operational function. These positions are in multiple offices of the Economic Commission for Africa. The incumbent will be stationed in one of the Commission’s Offices. The Programme Officer reports to the Director of the office.
1.Act as the programme/project focal point of the Office:
Develops, implements and evaluates programmes, projects and activities. Monitors and analyzes programme/project/activity development and implementation at all stages, including the analysis of implementation difficulties and initiating remedial action while taking and sharing lessons and good practices . Provides periodic progress reports on the programmes/projects/activities’ implementation, including resources utilization. Reviews, prepares and provides inputs to relevant documents and reports related to programmes/projects monitoring and evaluation process. Identifies resource needs and potential partners and participates in the development of resource mobilization and partnership building strategy. Liaises with relevant offices of the Commission; identifies and tracks follow-up actions. Leads and participates in planning accountability missions and provides guidance to colleagues, consultants, government officials and draft mission summaries and reports. Coordinates activities related to budget and funding (programme/project preparation and submissions, contracts such as Letter of Agreements, Memorandum of Understanding, reports & financial statements) and prepares related documents/reports (pledging, work programme, programme budget, progress reports).
2.Provide substantive/technical support to the Office:
Researches, analyzes, and presents information gathered from diverse sources. Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues, learn and draw lessons and prepares conclusions. Organizes & prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Provides logistical and other types of support in the running of the meetings/workshops/conferences etc. of the Office. Performs other duties as required.
Work implies frequent interaction with the following:
Establish and maintain relationships with various ECA offices as well as counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies; Representatives and officials in national governments, international organizations, consultants
15.Results/expected outputs:
As an active UNECA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNECA and its beneficiaries in the accomplishment of her/his functions, including:
oStrategic programme plan, Annual Business Plan and monitoring and evaluation reports prepared; oIdentification of significant programmes/projects and related issues with innovative approaches oPeriodic programme reports to the Accountability and Programme Performance Review Meetings oBudgets, and financial reports of projects and activities of the division prepared oProject proposals for funding prepared oWell prepared background papers, reports, studies, and inputs to divisional outputs oMeetings, workshops, seminars and conferences organized and serviced Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

15 years of progressively responsible experience in project or programme management, administration, or related area, is required. Experience in Programmes/projects design, management and reporting using results framework is desirable. Excellent oral and written skills; excellent drafting, formulation, reporting skills; Accuracy and professionalism in document production and editing; Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; Sound security awareness;
The recruited UN Volunteer will be based in Yaounde, Cameroon, and will work in UNECA Sub-regional Office for Central Africa.
Yaounde is the political capital of Cameroon and the second most populated city in the country after Douala. It is the headquarters of the UN, several international organizations and embassies. The official languages of Cameroon are English and French.
Yaoundé features a tropical wet and dry climate with constant temperatures throughout the year and high temperatures ranging from 27 to 29 degrees C. Yaoundé also features a lengthy wet season covering a ten-month span between February and November. However, there is a noticeable decrease in precipitation within the wet season, seen during the months of July and August.
ECA/SRO-CA is a Regional Office for Central Africa and located behind the Old Presidency of the Republic of Cameroon in Yaoundé district, where most Government offices are found. Several services, banks, restaurants and supermarkets are not far from there.
Transportation in Yaoundé can be done by taxi, although it is recommended to call private taxis rather than street taxis for security reasons. The security situation in the city of Yaoundé is partially satisfactory. Petty crime is the main threat. Electricity cuts and water shortages are frequent.
Visa, passport, and yellow fever vaccination card are required for entry. Other vaccinations are strongly recommended.
As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
