Overview
IBTCI is preparing a proposal to provide external performance evaluation services to USAID’s Power Africa Program Office for four USAID-funded projects to improve program performance management and efficiency. These evaluations will help Power Africa meet USAID requirements, make improved informed strategic and management decisions around program implementation, and advance learning. The projects to be evaluated are:
- USAID East Africa Energy Program (EAEP)
- USAID Nigeria Power Sector Program (NPSP)
- USAID Power Africa Off-Grid Project (PAOP)
- USAID West Africa Energy Program (WAEP)
The Experts will be expected to advise on electricity access and supply in Southern Africa, as well as key constraints to the energy sector investment, through strengthening regulation, improving planning and procurement, improving management of electricity trade, demonstrating and scaling energy efficiency technologies and practices, and providing capacity building to institutions and human resources for energy sector management. The consultancies will be for approximately 40% full-time employment over the five-month period of performance. Responsibilities
Essential Duties/Responsibilities:
- Provide key sectoral advice on electricity access and supply in Southern Africa, as well as key constraints to the energy sector to inform the evaluation.
- Support in the evaluation design, tools and methods development, and analysis of evaluation data.
- Support the Team lead in managing and implementing the evaluation.
- Participate in remote data collection activities.
- Contribute to the evaluation report, findings, and analysis.
Qualifications
Minimum Requirements:
- Minimum of a Master’s degree in a relevant subject area.
- At least eight years of experience in the energy sector in Africa. Focus on the energy sector in respective regions/countries in Africa.
- Excellent oral and written communication skills are required.
- Fluent in oral and written English.
Preferred Knowledge, Skills and Abilities:
- Knowledge and understanding of evaluation methods.
- Knowledge of USAID as a donor, their operational structure and evaluation strategy.
- Proficiency in French is preferred for the WAEP Energy Expert
- Geographic experience specific to each of the four Projects, in countries/regions including the following:
- EAEP – Burundi, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Tanzania and Uganda.
- NPSP – Nigeria
- PAOP – East Africa, Central Africa, West Africa
- WAEP – Ghana, Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Côte d’Ivoire, the Democratic Republic of the Congo, Equatorial Guinea, Gabon, the Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Sao Tome & Principe, Senegal, Sierra Leone, and Togo.
- Local nationals with international experience are encouraged to apply.
