**OVERVIEW** ———— Parent Sector : Natural Sciences Sector (SC) Duty Station: Yaounde Job Family: Natural Sciences Type of contract : Consultant Middle Duration of contract : 02 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : January 29, 2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** —————————————– The UNESCO Multisectoral Regional Office for Central Africa based in Yaounde in collaboration with the Government of Central African Republic (CAR) is in the process of developing a proposal entitled ‘Building resilience to climate change through ecologically sustainable drought and flood monitoring system for CAR.’ The objective of the project is improving assessment of flood and drought vulnerability of CAR, promote a range of climate-resilient technologies for enhanced flood and drought forecasting and early warning. This includes improving the dissemination of climate risk information among communities as well as flood and drought management practices. It also includes supporting civil society and government stakeholders through an early warning system, capturing and disseminating lessons learned through project activities, and influencing flood and drought policy through advocacy. Under this approach, the project has the following specific objectives: 1. Develop a flood and drought forecasting and early warning system that determines climate-driven vulnerabilities and effective adaptation options. 2. Reducing climate driven risks through supporting innovative flood and drought adaptation action. 3. Develop water and soil quality database and mapping as a tool for monitoring climate-driven vulnerabilities and effects of measures. 4. Knowledge and information support mechanisms. **Tasks of the Assignment:** The Consultant will carry out the following tasks: 1. Develop full project proposal to be funded by Adaptation Fund according to adaptation fund drafting requirements. The link to the required project proposal materials can be accessed on this link 2. Develop all annexes required by adaptation fund proposal submission. 3. Adjust full project proposal according to comments and suggestions from the country and from UNESCO. Long Description —————- Long Description —————- Long Description —————- **COMPETENCIES (Core / Managerial)** ———————————— Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** —– For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** ————————— **Education** Advanced university degree (Masters or equivalent) in sciences, engineering, or other related fields such as climate extremes and disaster risk management. **work experience** – A minimum of 10 years of relevant professional experience in local, national, or international level on disaster risk reduction, climate change mitigation, flood, and drought management from perspective in ECCAS. – Experience in developing project proposal in disaster risk reduction and climate change adaptation. – Solid working experience in the field of climate change and disaster risk reduction with multiple partners. – Experience of developing work plan (experience in ECCAS is desirable). **Languages** – Excellent knowledge of English or French (written and spoken) and good knowledge of another UN language is desirable. – Knowledge of a local language will be an asset. **Skills and competencies** – Good analytical, organizational and project management skills. – Excellent coordination and interpersonal skill. – Excellent written and oral communication skills. – Proven ability to communicate and negotiate effectively and persuasively with various stakeholders at all levels, within and outside the organization. – Capacity to build and maintain effective working relations with national/local authorities, relevant institutions, intergovernmental and non-governmental organizations. – Ability to work effectively and maintain effective working relations within a multi-cultural environment. – Ability to manage heavy workloads and to meet tight deadlines, paying close attention to detail; – Solid IT skills including knowledge of office software. **SELECTION AND RECRUITMENT PROCESS** ————————————- Please note that all candidates must complete an on-line application and provide complete and accurate information.
