FIELD ENUMERATORS

Catholic Relief Services (CRS) is a global humanitarian and development organization, providing emergency response and recovery programming to over 5.8 million project participants worldwide in fiscal year 2018. With over 70 years of experience managing complex multi-year relief to development projects and over 15 years of experience implementing cash-based markets recovery, CRS is an industry leader in Cash and Voucher Assistance (CVA) and market-based programming. In Cameroon, CRS implements programming across all ten regions. In 2022, CRS Cameroon has used e-voucher assistance to support 32,124 project participants in the Northwest region to meet their emergency food and non-food needs.

The Enumerator will support the project team to carry out surveys and other field activities, as well as any qualitative methods required for the program’s functioning and strategy. The Enumerator working under the supervision of CRS staff will conduct various types of surveys and field activities: Registration surveys, Post Distribution Monitoring surveys, Onsite Monitoring surveys, Baseline and End line surveys in project areas.

The position is based in Santa, Bafut, Bali, Tubah, Mbengwi, Baingo, Balikumbat, Oku and Batibo Subdivisions.

Primary Responsibilities:

  • Collect data as per the Project’s requirements at the selected beneficiaries’ households or identified space gathering beneficiaries.
  • Gather and/or accurately record responses on questionnaires provided by the MEAL team.
  • Ensure that questionnaires have been thoroughly checked and completed.
  • Submit completed questionnaires and other equipment used in fieldwork to, and will, if required to do so, compile his/her findings in a format required by the Project.
  • As part of each assignment, participate in briefings and debriefings, carry out data collection, data entry and/or reporting.
  • Recognize and give account of problems in obtaining data and provide useful feedback from field research activities.
  • Proceed with data entry if necessary.
  • Carry out card distribution
  • Work according to the program’s needs.
  • Perform any other activities assigned by CRS.

Qualifications and Experience:

  • GCE Advanced Level or equivalent with experience in data collection
  • Work experience in community development, data collection, reporting, or similar/related to the job.
  • Familiarity with Office Systems (Word, Excel), and knowledge of data collection Software (ODK, Commcare, KOBO collect, CSpro, etc.).
  • Experience in developing or managing accountability mechanisms.
  • Experience working in emergency context will be a plus.
  • Ability to work independently, under pressure, to plan and prioritize work with minimal supervision

Required Languages

  • Excellent spoken and written English skills are required, and working knowledge of Pidgin

  • Good interpersonal skills and the ability to interact effectively with diverse groups
  • Proactive, results-oriented, and service-oriented
  • Honesty: Shows a high level of integrity and will not fabricate responses or misrepresent the program.
  • Communication: Confidently expresses self, able to clearly ask questions and help the respondent understand what is needed from her/him.
  • Must be able to interpret and record responses appropriately without distorting the respondent’s meaning or confusing the reader.
  • Must be able to work for full day working hours in the field across 06 days a week.

This is not an employment contract with CRS. Enumerators will be service providers who are paid a daily rate when called for work. (i.e., most months would have less than 5 days of work per month).

It is a requirement that enumerators must be based in one of the location/subdivisions mentioned.

SELECTION CRITERIA

The ACER project intends to hire a total of 80 enumerators as follows, 10 from Bafut, 10 from Tubah, 10 from Bali, 10 from Batibo, 10 from Mbengwi, 10 from Balikumbat, 10 from Oku and 10 from Boyo.

Points will be accorded to candidates based on their level of experience, education, and residence. They will be scored on a total of 20 points as follows; 7 points for experience, 7 points for education and 6 points for residence.

Based on the scoring, candidates will be shortlisted and given a test based on basic data verification and validation skills. Candidates who score a past mark will be selected and a contract established with them.
