Expertise France is accepting applications for Strengthening Health Systems at All Levels.
LâInitiativeâs aim is to achieve universal access to health and to eliminate the HIV and AIDS, tuberculosis and malaria pandemics. LâInitativeâs main objective is therefore to support and encourage the involvement and performance of an ecosystem of committed individuals, national authorities and organizations working towards responses tailored to all populations affected by the three pandemics. LâInitiative is fully aware that achieving the pandemic targets set out in SDG3 of the 2030 SDGs, which is central to its mandate, is impossible without strengthening health systems, especially in the most fragile states.
This call for proposals launched by LâInitiative therefore set out to complement investments made by the  Global Fund and will finance projects to strengthen health systems aligned with the Global Fundâs strategy  (2023-2028).
Funding Information
- The total grant amount from LâInitiative must cover at least 50% of the project budget and be between âŹ650,000 and âŹ5,000,000.
- Duration: Project duration must be between 36 and 60 months.
Types of Eligible Projects
- This is an indicative and non-exhaustive list of areas that projects can focus on:
- Strengthening the capacity and skills of national or regional actors, including community actors, Â within a framework of strengthening human resources for health.
- Strengthening national systems for Procurement and Supply Management systems (PSM) of drugs and  health products as well as strengthening pharmaceutical governance, including linkages with national  and regional drug agencies.
- Projects that align HIV, tuberculosis and malaria control programs with sexual and reproductive health,  maternal, child and adolescent health programs and integrated service delivery platforms at all levels  of the health system, including at the community level.
- Strengthening health information systems, with particular focus on the production and use of safe,  quality, timely, transparent and interoperable health data, respecting human rights and in accordance  with the 14 ethical principles for the primary and secondary use of health data adopted and promoted in  global health by the European Union11.

Eligibility Criteria
- There are three potential types of project involvement under this call for projects:
- The âlead applicantâ is the organization that submits the letter of intent and completes the full  proposal if they are pre-selected. Lead applicants are the sole recipients of LâInitiative grants.
-  âImplementing partnersâ are involved in the design and implementation of the project and the lead  applicant delegates a part of the budget to them. The project must be carried out with at least one  implementing partner.
-  âAssociated stakeholdersâ are other organizations linked to the project but are not sub-granted to  (other donors, beneficiaries, national institutions, etc.).
