Background

Agriculture is central to the African economy, accounting for about 40 percent of GDP, 15 percent of exports and between 60 to 80 percent of employment on the continent. Moreover, about 75 percent of intra-African trade is in agricultural products. Therefore, agricultural commodities are expected to be a major contributor to trade in the African Continental Free Trade Area (AfCFTA). Hence, improving the overall performance of the agricultural sector will be vital to achieving sustainable socio-economic development and food security in African societies.

Plant protection activities and programs for Africa are envisioned to focus on and prioritize information exchange, regional standard development, inputs into international standard setting and regional pesticide programs. In addition, the uptake of integrated pest management (IPM) programs for building national capacities in member states is key in building strong plant health systems for better livelihoods, enhanced trade and biodiversity. These measures ought to thus focus on compliance of AU member states with international phytosanitary standards and enhancing effective participation of AU member states to standards setting processes; influencing policy and decision makers to contribute to improved and strengthened plant pest management in Africa; addressing the negative effect of and risks of pandemic and exotic invasive plant pest species on livelihoods and biodiversity in Africa and supporting capacity enhancement and tailor-made training program that address specific plant health challenges. In this regard and as part of the effort to further strengthen regional plant health coordination and the capacity of AU Member States National Plant Protection Organizations (NPPOs), the African Union has developed the Continental Plant Health Strategy. The recently launched Plant Health Strategy for Africa (PHSA) and its Implementation Plan will serve as a harmonized framework to deal with any plant health risks that might undermine the effective realization of goals and objectives of Africa’s development frameworks and strategies. The Strategy envisages minimizing duplication of efforts while helping to achieve synergy through leveraging the resources and capabilities of different players and provide guidance and direction to the plant health efforts that are much needed on the continent. The Strategy seeks to address components geared towards ensuring phytosanitary security under the implementation of the African Continental Free Trade Area (AfCFTA) agreement.

Aligning to the AU SPS Policy Framework, AU PHS, the Cross-Border Plant Health Support in Africa project will build on the prior activities aligning on pesticide regulatory guidelines, promoting e-Phyto certification implementation, and risk-based border inspection. The cross-border Plant health project intervention will contribute to the facilitation of trade, strengthening Africa’s agricultural food systems, increasing food security, and mitigating the adverse effects of climate change by improving AU MS’s ability to prepare for and respond to new pest outbreaks.

In addition to the Cross-Border Plant Health Support in Africa, the Assisting Specialty Crop Exports (ASCE project): Regional alignment of pesticide regulatory systems and trade facilitative MRLs will focus on harmonizing pesticide registration systems and Maximum Residue Limit (MRL) standards across Africa, aligning them with U.S. and international standards. The project will also identify key regulatory issues affecting U.S. specialty crop growers. Ag Align Global (AAG) and Bryant Christie Inc. (BCI) will provide additional technical expertise and industry guidance, enhancing the project’s effectiveness in promoting harmonized, trade-friendly pesticide regulations in Africa.

Contract Period

This is a one (1) year contract- Renewable based on funding.

Purpose of the role:

The Scientific Officer will support the implementation of the Strategic Objectives of Plant Health Strategy for Africa, 2022 – 2036, by the Inter-African Phytosanitary Council of the African Union (AU-IAPSC). The Plant Health Strategy for Africa is one of the strategies for operationalizing the AU SPS Policy Framework. Also, the Scientific Officer, will contribute to the day-to-day management of the ASCE projects funded by USDA-FAS intended to support countries, regional economic communities (RECs), and AU-IAPSC to utilize international standards and guidelines and adopt science-based pesticide policies and regulations. The incumbent will also contribute to reporting and communication-related tasks.

Key Accountabilities:

Roles & Responsibilities

  • Support AU-IAPSC in the provision of phytosanitary technical assistance to AU Member States and RECs in support of the African Union Plant Health Strategy for Africa,
  • Support AU-IAPSC to enhance/strengthen Member States’ in understanding of existing phytosanitary best practices such as Pest Risk Analysis (PRA), contingency plans, surveillance, Inspection, and other official controls for market access,
  • Provide technical support to AU-IAPSC in enhancing stakeholder consultations on plant health at national (NPPOs) and regional (RECs) levels,
  • Support the Secretariat in meetings and workshops, e.g. drafts of workshop/meeting Concept Notes, invitations, agendas, papers, emails, workshop reports, and other communication pieces,
  • Support meetings and workshops supporting Member States on the uptake and adoption of Electronic Phytosanitary Certificates (e-Phyto).
  • Support the implementation of AU-IAPSC technical assistance projects and programmes and provide technical advice and training on the life cycle management of pesticides at the continental level,
  • Support the identification of existing and potential pesticide and MRL-related trade opportunities and barriers in Africa,
  • Support AU-IAPSC in the development, implementation and approval of continental guidelines for registration of plant protection products in Africa,
  • In liaison with AU-IAPSC, technical project coordinator and project manager, support development of continental guidelines, develop and approve the biopesticide guidelines, and (b) coordinate with project stakeholders to organize related training and meetings,
  • Provide support to efforts to develop, operationalize and domesticate harmonized pesticide regulatory system in EAC, ECOWAS, and SADC, and other RECs as applicable,
  • Improve adoption of science-based pesticide regulatory systems and MRL setting in priority topics and regions throughout Africa,
  • Support the project manager in preparation of quarterly and annual project and position performance reports, quarterly and annual financial reports, and annual project and position workplans for submission to the donor,
  • In consultation with the Coordinator of AU-IAPSC, validate on a regular basis all technical reports related to the implementation of the Cross-Border Plant Health Support in Africa project and any other task that may be assigned to the scientific officer
  • Participate in regularly scheduled meetings and provide timely communication with AU IAPSC and CABI

CANDIDATE PROFILE

Knowledge & Skills

  • At least 5 years’ hands-on experience working in the field of plant protection/health in Africa with at least 2 years of working experience in the field of SPS,
  • Experience in working with International Organizations or Institutions and/or Regional Economics communities,
  • Demonstrated experience in project implementation and management of partner-funded projects;
  • Experience in the facilitation of stakeholder engagements/workshops,
  • Proficiency in one of the official working languages of the AU (Arabic, English, French, Portuguese, Spanish, and Swahili) and fluency in another AU language(s) are added advantages.
  • Work experience in more than one location or area of work, particularly in field positions, would be an asset.

Education & Qualifications

  • Master’s degree in Crop/Plant Protection, Agronomy, Food Safety or other related area.

Grant Opportunities: 3rd Call for Proposals of the Climate Action Window: Apply for Grant Funding – fundsforNGOs

Following the launch of the Third Call for Proposals of the Climate Action Window at COP 29, eligible beneficiaries are invited to apply for grant funding under the Technical Assistance Sub-window.

Recognizing that climate change poses the single greatest threat to development in Africa and affects Africa’s low-income countries disproportionately, a dedicated Climate Action Window (CAW), which has a strong focus on accelerating adaptation action reducing warming, was created during the Sixteenth Replenishment of the African Development Fund (ADF-16) for 371 least developed countries in Africa.

Resources channeled through the Technical assistance sub-window will aim at increasing the bankability of Paris-aligned climate projects to mobilize additional climate finance in ADF countries, preparing, and strengthening Long- Term Strategies (LTSs), Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), Climate Diagnostics for Country Strategy Papers by providing financings for project preparation, capacity development and the further development of Bank-recognized green financing initiatives, among other activities.

Focus Areas
  • The Climate Action Window (CAW) will provide two levels of Technical Assistance support:
    • Projects Technical Assistance: aims to fulfill the objectives and criteria of the CAW adaptation and mitigation investments, focusing on project preparation to enhance access to climate finance in CAW Sectors.
    • Enabling Environment Technical Assistance: aims to build the capacity for designing projects aligned with the objectives of the CAW and to facilitate access to climate finance.
Priorities
  • Paris alignment: Project investments must be both carbon neutral and climate resilient, and investments either invested via Paris aligned projects or into pipelines that are themselves carbon neutral and climate resilient.
  • Gender, youth, and social inclusion: The gender gap in access to productive resources shapes climate change impacts on men and women and how they can respond.
  • Biodiversity and nature-based solutions: The CAW will support projects that address nature based solutions and aim to restore mangroves and wetlands, allow water to be stored and purified in a natural way (green infrastructures), aquaculture, forestry, and biodiversity conservation.
  • Enhancing climate governance and green public finance: CAW will finance projects that support activities aimed at strengthening governance systems for climate change.
  • Skills and Capacity Building: CAW projects will support capacity building activities in the context of evolving climate challenges.
  • Disaster Risk Management (DRM): Climate information services for DRM and climate risk financing is often underfunded in ADF countries, where limited resources are typically directed toward disaster recovery after extreme events rather than disaster prevention.
Funding Information
  • For this Technical Assistance call, the Climate Action Window will allocate approximately USD 56 million during the ADF-16 cycle. TA grants will be a minimum amount of USD 260,000 and will not exceed USD 1,300,000 for approved activities. Funding allocation decisions will be made based on recommendations from the Independent Evaluation Panel.
Eligible Activities
  • Grant resources from the CAW may be used to finance activities such as consultant or expert fees, project proposal development, trainings, workshops, consultations, participation in regional and international meetings, communications, outreach, advocacy. Operating costs and the provision of goods, such as IT equipment and software, photocopiers, IT infrastructure, and furniture, should not exceed 15% of the total grant amount. The costs of training activities and the remuneration of project staff using CAW Technical Assistance (TA) should not exceed 25% of the total grant amount.

  • CAW TA resources cannot be used for the purchase of vehicles or for the construction or renovation of buildings.

Position Overview

The position provides support in a timely financial and technical response to interventions and needs of womn’s rights organizations and womn human rights defenders with the aim of advancing womn’s human rights and social justice on the African continent. The incumbent ensures effective grants review, outreach, evidence monitoring & measurement, data management and, reporting within the Sustaining Defenders portfolio with a specific focus on sustaining African womn human rights defenders, Civic Engagement, GBV & SRHRJ.

Specific Responsibilities.

  • Work collaboratively with the entire Sustaining Defenders team to ensure that Sustaining AWHRDs, Civic Engagement, GBV & SRHRJ grants for a given year are met or surpassed effectively.
  • Prepare write-ups and or review grant proposal write ups and make recommendations to the Programme Officers before submission to the voting team.
  • Seek opinions and working with formal/informal advisors and endorsers on grant proposals.
  • Coordinate and update finance on grant approvals in liaison with the supervisor. Ensuring that Finance section is fully aware of all pending fund disbursements, ensuring consistent follow-up.
  • Follow up with grantees on grants paperwork.
  • Ensure efficiency and minimum turnaround time is maintained on all the grants issued.
  • Manage the grants data base for Sustaining AWHRDs, Civic Engagement, GBV & SRHRJ, and periodically update salesforce on reporting details.
  • Produce analysis on grant making work with a specific focus on Sustaining AWHRDs, Civic Engagement, GBV & SRHRJ, through reports for formal submission, article writing (OpEd’s), grantee stories, blogs etc.
  • Assist in the provision of information concerning the Sustaining Defenders Programme in meetings and in periodical reports including responding to queries arising from grant matrices with a key focus on Sustaining AWHRDs, Civic Engagement, GBV & SRHRJ.
  • Support in the implementation of portfolio goals in line with specific donor obligations.
  • Participate in the Sustaining Defenders Programme meetings and other meetings as approved by the direct supervisor.
  • Prepare and submit weekly and monthly updates on applications received, grants awarded, funds disbursed and other portfolio developments focusing on Sustaining AWHRDs, Civic Engagement, GBV & SRHRJ.
  • Maintain relationship with grantees.
  • Support with planning and implementation of UAF-Africa’s outreach missions for Sustaining AWHRDs, Civic Engagement, GBV & SRHRJ.

Programme Logistics

  • Provide support in preparing budgets for outreach missions, convenings and networking missions.
  • Provide administrative support in the planning of Sustaining Defenders events such as webinars.
  • Assist the portfolio to induct and orient all new Sustaining Defenders staff on grantmaking systems and approaches.

Financial Responsibility

  • Grantees – Assists in the provision of financial and technical support to womn’s rights activists, interact and deliberate with grantees in various fora, contact past grantees and advisors, for follow up on situations and grants.
  • Advisors – Through guidance of the Sustaining Defenders: Senior Programme Officer: Civic Engagement, GBV & SRHRJ, follow up and ensure due diligence in the grant making process.

Qualifications

• Bachelor’s Degree plus Professional qualification.

Position Overview

The position carries a general supportive role to the Sustaining Defenders Portfolio with specific obligations towards data entry and management of the portfolio’s data systems, whilst acting as the initial interface with grantee partners in providing prompt and suitable communication correspondences to applicants, partners, allies and friends of the Fund.

  • Acknowledging, populating and assigning grant requests.
  • Responding to grant inquiries made to the Fund in consultation with the supervisor and the SD Portfolio team.

  • Providing logistics support in organizing events including convenings and webinars.
  • Providing support in organizing outreach and networking missions.
  • Data entry of all inquiries and requests in the grant-making database.
  • Support the Sustaining Defenders: Programme Manager in organizing portfolio meetings.
  • Support in conducting research and documentation of key contextual issues
  • Support in developing periodical reports including responding to queries arising from grant matrices and other spaces related to the Portfolio
  • Providing analyzed thematic data, and trends analysis for the Sustaining Defenders Portfolio

Position Overview

The Sustaining Defenders Programme Assistant assists in the timely financial and technical response to interventions and needs of womn’s rights activists and organizations with the aim of advancing womn’s human rights and social justice on the African continent. This includes support in the awarding of grants to African womn human rights defenders and their formations while maintaining relations with Grantees and Advisors.

Specific Responsibilities.

  • Act as the initial interface with grantees and provide prompt and suitable communication with the applicants.
  • Review of grant requests, prepare checklists for the grantmaking team to review and follow through the grantmaking process up to the point of issuing the grant notification letter and awarding grants.
  • Correspondence with finance on funds disbursement to grantees.
  • Correspondence with grantees, advisors and fiscal sponsors.
  • Seeking opinions and working with formal/informal advisors and endorsers on grant proposals.
  • Data entry of Sustaining Defenders: Economic, Environmental & Climate Justice inquiries, requests and grants on the grantmaking database, salesforce etc.
  • Conducting and reporting on due diligence research of potential grantees and requests under review.
  • Completion and filing of grant related paperwork.
  • Assisting with documenting activity reports when required.
  • Preparing country related context trends and analysis on Sustaining AWHRDs, Economic Justice and Environmental & Climate Justice.

Qualifications

Bachelor’s Degree in Development Studies, International Relations, Social Science, Gender Studies or related fields of study.

In addition to her core business of Rapid Response Grantmaking, UAF-Africa also runs alliance-building and advocacy initiatives in collaboration with other social justice organisations.

Responsibilities

Resource Mobilisation and Philanthropies Strengthening

  • Working closely with the Director – Transformative Partnerships and Philanthropy portfolio, support the resource mobilisation of the Fund’s strategic compass, focusing on Bilateral Government and Private Foundations.
  • Support resource mobilization initiatives to enhance and implement the existing strategy to grow UAF-Africa’s resources in line with the current strategic compass.
  • Be the focal person for proposal development in line with the resource mobilisation strategy and conduct donor mapping according to UAF-Africa’s funding priorities.
  • Be the technical lead for proposal development and donor reporting while facilitating cross-functional teams to develop strong grant programme designs.
  • Provide regular updates to the team on grant pipeline progress, donor compliance and due diligence.
  • Provide early identification and escalation of issues in grant performance to ensure risks are managed.
  • Manage ongoing activities, including reviewing all programmatic opportunities.
  • Researching programmatic and funding opportunities and selecting the most appropriate to be advanced.

Partnership building and Philanthropy

  • Working closely with the Director of the Transformative Partnership & Philanthropy portfolio, update and implement vibrant transformative partnerships and philanthropy strategy to expand the reach and impact of ongoing efforts in advancing UAF-Africa’s focus areas. This will be achieved by utilising social marketing, strategic communications, resource mobilization, donor engagement and compliance among other strategies.
  • Conceptualize new strategic initiatives that could be built around or benefit from diverse philanthropic actors.
  • Participate in networking activities to identify potential partners; network with local, regional, and international non-profit organizations (women’s rights and mainstream social justice), donor institutions and actors, private sector actors and organisations and state and national agencies, among other potential partners for future partnership building.
  • Develop and maintain a database of partners and prospective partners.

  • Support the development of periodic strategic reports for internal/external communications to the team and other stakeholders.

Qualifications

  • Master’s degree in social sciences, Women’s Studies, Political Sciences, International Development, Law or related fields.

Job summary

Key Responsibilities

Operational Management

  • Ensure operations receive timely, effective, and efficient management, administrative, financial and logistical support services to meet project objectives

Human Resources
