Under the guidance and supervision of the Procurement Specialist/Recovery Programme, the Procurement Assistant ensures the exƩcution of transparent and efficient procurement services and processes in CO. The Procurement Assistant promotes a client-focused, quality, and results-oriented approach in the Unit.

The Procurement Assistant will report to Procurement Specialist. The Procurement Assistant works in close collaboration with the Operations, Programme, and Projectsā€™ staff in the CO for resolving complex procurement- related issues and information exchange. The key results have an impact on the efficiency of the Operations/Programmes and the CO office.

This conflict has caused a huge death toll in both civilian and combatant populations, significant economic decline, growing underdevelopment, pain and suffering in affected communities, and a breakdown in social cohesion. The government of Cameroon and UNDP collaborated in the formulation of the Presidential Plan for Reconstruction and Development (PPRD) of the Northwest (NW) and Southwest (SW) Regions. The PPRD feeds into the governmentā€™s efforts to resolve the current crisis. It is against this backdrop that UNDP has engaged in recovery activities in both regions. The objective of this plan is to strengthen institutions and processes that facilitate peacebuilding and resilience through the following three pillars: ā€¢Strengthening social cohesion ā€¢Rehabilitation of damaged infrastructure ā€¢Revitalization of the local economy The PPRD plan will be implemented in phases, and the first phase which is expected to cover two to three years will focus mainly on Recovery. This will complement and reinforce current humanitarian efforts by supporting the transition towards civilian led recovery and social cohesion, economy, and livelihood revitalization, and ultimately the return to normalcy for the Anglophone regions. The Recovery programme (RP), which concerns the first three years will therefore focus on the human, social, economy and livelihood aspects. c)Briefly describe how the required services will contribute to the work of the unit/project In order to increase the performance and effectiveness of UNDP’s Recovery programme delivery of quality results, two regional offices have been established: ā€¢North-West Office Coordination in Bamenda ā€¢South-West Office in Buea

The Procurement Assistant will support the Procurement Specialist IN all RP procurement activities . The Procurement Assistant will work in close collaboration with both regions staff to exchange information and ensure consistent services delivery. The Procurement Assistant will be based in Yaounde Office. However he/she will also travel to Bamenda (North West) and Buea (South West) as and when necessary

Within the delegated authority and under the supervision of Procurement Specialist or his/her designated mandated representative(s), the UNV Procurement Assistant will:

Provides procurement services for UNDP Office and especially Recovery Programme ā€¢ Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategies ; implementation of effective internal control. ā€¢ Provide inputs to Country Office (CO) Procurement business processes, mapping and drafting of internal Standard Operating Procedures (SOPs) in procurement ; ā€¢ Support the preparation of procurement plans and their implementation/monitoring; ā€¢ Organize procurement processes including preparation and conduct of Requests for Quotations, Invitations to Bid or Request for Proposals, receipt of quotations, bids or proposals, their evaluation, and negotiation of certain conditions of contracts in full compliance with the rules and regulations; ā€¢ Prepare purchase orders and contracts in Quantum; ā€¢ Prepare of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP); ā€¢ Implement the internal control system which ensures that purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems; ā€¢ Prepare and present reports on procurement; ā€¢ Source potential new suppliers; keeps abreast of significant market trends and developments in purchasing and related fields. Identification and recommendation of sources of procurement ; ā€¢ Analyse and evaluates procurement requests submitted by different units and consults with unit managers to ensure that specifications/terms of reference, costs and delivery schedules/due dates are adequate and appropriate; ā€¢ Follow-up with suppliers the timely delivery of items; ā€¢ Follow-up with the units on invoices and goods/services receipts, ensuring timely and accurate receipts and payment; ā€¢ Update suppliersā€™ roster; ā€¢ Participate in and review procurement networks as well as participate in procurement workshops and training; ā€¢ Incorporate new strategies into local guidance and ensure CO staffs receive information and training; ā€¢ Contribute to ensuring Standard Operating Procedures (SOPs) within the functional area are continuously updated and available through the unitā€™s SharePoint site, best practices are continuously identified, documented, and made available to clients and peers, and appropriate and up-to-date information for learning tools are available; ā€¢ Perform backup functions for other team members in the Unit as and when required, ā€¢ Contribute to contracts management Supports knowledge building and knowledge sharing in CO ā€¢ Participate in the trainings on procurement procedures; ā€¢ Keep abreast of updates/changes in the procurement guidelines; ā€¢ Synthesize lessons learnt and best practices in procurement; ā€¢ Contributes to knowledge networks and communities of practice. ā€¢

Cameroon is family duty station. The country is with a tropical climate. There are two rainy seasons (April-May and September-October). The average temperature is 25 degrees Celsius. Health: UN Volunteers should be aware that they are exposed to a number of tropical diseases and should complete all medical formalities specified in the offer of assignment before travelling and bring with them sufficient and appropriate medical supplies. The following vaccinations are required and/or recommended prior to travel or upon arrival: Covid-19, yellow fever (required for travellers arriving), polio, rabies, tetanus/diphtheria, measles-mumps-rubella (MMR), malaria (prophylaxis is recommended for almost all of the country). UN staff has 24-hour access to a fully operational UN medical clinic, run by the UN Doctors, during office hours. There is also a selection of other health facilities available in Cameroon. Accommodation: The UN Volunteer will be responsible for arranging his/her own housing and other living essentials. However the UNV Field Unit will provide the list of UNDSS recommended neighborhoods and put the newly recruited UN Volunteer with other UN Volunteers to facilitate his adaptation. Power and water: in most regions, including Yaounde, both electricity and water is readily available. Most hotels have secured water and generators in the event of a power failure. Food and diet: fresh food is seasonal but varied. Most staple foods are common in the supermarkets. Yaounde has a selection of reasonably priced restaurants with good health standards. Restaurants can be found in the provinces as well, but the standard, the quality of food and the level of hygiene may be limited, while availability of certain foods may be limited or seasonal as well. The usual precautions need to be taken when eating outside the home: no salads, bottled water and all meat to be thoroughly cooked. Minor stomach upsets are almost inevitable at some stage. Bank and Communication: Upon your arrival in Cameroon, your account will be opened with a foreign bank. The currency of account is normally XAF. You can purchase SIM card in Cameroon from any of the leading telephone companies for your personal use; if required (on the basis of your working requirements), you can be issued an official SIM card by the Office (upon request of your respective section). Besides the SIM card, you would also get the PIN Code from CITS to make international/local calls, which are usually cheaper than the mobile phones (and the cost of personal calls will be deducted from your monthly entitlements). Cameroon is a unique country; however, it requires more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in hazardous and harsh conditions involving physical hardship and little comfort are essential.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UNICEF Cameroon CO needs a professional who under the supervision of the Child Protection Specialist Buea Office, will support and strengthen sector information systems to produce disaggregated data as required to fill reporting needs and evidenced-based decisions to support Child Protection performance monitoring in programme and CP Area of Responsibility for NWSW regions. More specifically he/she will ensure situation monitoring and assessment, programme performance monitoring, identify capacity needs and address the needs of information systems at the sectoral level. UNICEF Cameroon CO needs a passionate child protection officer, who under the supervision of the Child Protection Specialist will provide professional technical, operational, and administrative assistance throughout the programming process for child protection projects within the Country Programme from development planning to delivery of results. The International Humanitarian NGO Forum in Cameroon, known as The Coordination of Humanitarian International Non-Governmental Organizations (CHINGO) has been active since 2019. It was formalized to enable a collaborative platform for effective and principled INGOsā€™ interaction, engagement, advocacy and coordination of humanitarian plus early recovery interventions in Cameroon. Presently, CHINGO has a core membership of 24 members (and 3 observers) and is a critical platform for ensuring effective information sharing and analysis; leadership on advocacy and policy engagement; and liaison with government/donors/UN engagement and engagement ensuring the perspectives of INGOs and affected populations are ultimately included in decision-making processes. CHINGO is governed by an elected Steering Committee of five Country Directors and is administratively hosted by the Norwegian Refugee Council (NRC). While the position remains accountable to the Steering Committee of the INGO Forum, the Forum Manager will have an administrative reporting line to the NRC Country Director.

What we are looking for

The INGO Forum (CHINGO) Manager will manage all CHINGO operations. They will provide support to the member organizations through high quality information exchange, coordination, multi-stakeholder engagement, effective INGOs representation in decision-making and humanitarian coordination mechanisms; lead CHINGO advocacy strategy of humanitarian INGOs in Cameroon. They will also directly supervise two CHINGO officers.

What you will do

The following is a brief description of the role: –

Leadership, Representation, and Coordination

  • Organize and facilitate high quality meeting with Country Directors, Area Managers, thematic working groups (Advocacy, Programme, Administration/support Working Groups).
  • Mobilize CHINGO members (more than 20 International NGOs) to define agendas prior to meetings and ensure that minutes of meetings are shared in a timely manner
  • Increase and enhance INGO engagement with national NGOs and civil society organizations to identify potential joint actions.
  • Actively represent INGO Forum members in senior humanitarian and development platforms e.g. HCT, ISWG, Access Working Group, HDP Nexus Taskforce, and ensure the dissemination of high-quality written feedback.
  • Regularly network and represent the INGO community at high-level fora and bilateral meetings including with UN, Donors, Member States, government, stakeholders and Civil Society Organizations.
  • Participate in important policy and planning processes underway at the UN level that requires field level operational inputs from INGOs e.g. Humanitarian Response Plan (HRP).

Strategy, Policy, and Advocacy:

  • Lead strategy and development of CHINGO as a forum
  • Responsible for CHINGO Advocacy and communication work
  • Capacity building of INGOs Country Directors on emerging themes, such as humanitarian access, localization agenda, advocacy priorities. In the same line, deliver introductory briefings for new country directors.

Information Sharing, Analysis and capacity building

  • Act as focal point for information/experience sharing with and among NGOs on relevant issues including forum membership, contact lists and mailing lists
  • Identify strategies to support INGOs to work collaboratively and in a principled manner that places the needs and interests of affected populations at the center
  • Stay informed about political, humanitarian and security contexts, while providing structured updates to CHINGO Members
  • Ensure timely response to requests for help and information from member organizations, non-member organizations and other stakeholders, such as donors, governments and UN agencies.
  • Share quality minutes of a wide range of meetings on humanitarian and development issues pertaining to INGOs mandate and operations in Cameroon
  • Support analysis and research work into prevailing humanitarian and development issues in Cameroon
  • Organize and deliver trainings for INGOs staff and their partners on relevant identified topics (IHL, humanitarian access, humanitarian principles etc.)

Project Management and Human Resources

  • Manage CHINGO overall budget, and specifically donor budgets (including ECHO, CDCS and BHA).
  • Ensure high quality INGO Forum donor reporting and proposal development, as well as donor liaison on key areas of progress in collaboration with the Chair and Host Agency.
  • Report back to Steering Committee on project activity progress, expenditures and plans.
  • Build and maintain a productive relationship with the Host Agency (CD, programme, advocacy and communication, HSS and support departments).
  • Manage CHINGO programme officers (2) including regular performance appraisals

What you will bring

1. Professional competencies

  • Advanced university degree in law, political science, international relations, journalism, social sciences, international development or related technical field or undergraduate degree with significant field experience in complex humanitarian contexts
  • Demonstrated experience of 5-7 years in managing humanitarian emergency responses in conflict contexts.
  • Demonstrated experience of coordination in complex emergencies and/or active engagement in high level humanitarian coordination structures (eg. as member on HCT).

  • Prior experience as an INGO Country Director is a value-add.

General context of the project

INTERSOS is a humanitarian organisation founded in 1992, working on the frontlines of crisis situations. In its countries of operation, INTERSOS intervenes to assist the most vulnerable populations affected by conflicts, extreme poverty, natural and manmade disasters in challenging and hard-to-reach areas, where the humanitarian needs continue to be the greatest and where the humanitarian presence is often weak. In such contexts, INTERSOS focuses on providing forcibly displaced populations and host communities with life-saving humanitarian assistance, in the areas of Protection, Health & Nutrition, as well as WASH and Shelter.

General purpose of the position

The Regional Finance Coordinator will be responsible for the quality of the accounting data. S/he will liaise with the Finance Coordinators at Mission level to verify and validating their output. Among his/her main tasks, the verification of regional accounting data, the consistency and correctness of donor reporting and other relevant operational tasks. The Region to which the incumbent will be assigned is Western Africa, which currently supervises Nigeria, Niger, Tchad, Cameroon, Mali, Burkina Faso and the Regional hub in Dakar (Senegal).

Main responsibilities and tasks

Accounting

  • Review and check the accounting Journal of each Mission of the Region;
  • Ensure accuracy of Regional accounting;
  • Review country office receivables and payables balances to ensure appropriate and timely follow-up;
  • Proactively implement the roll-out of the accounting software strategy in the relevant Missions;
  • Provide the verified accounting data to HQ within the due deadlines ;
  • Verify (and flag, whenever necessary) the correct upload of key grant documents (contract, amendments, financial reports, installments) on IMP;
  • Guarantee the presence of the standard financial documents (bank statements, bank/cash reconciliation, cash counting) relating to the monthly accounting closure;
  • Ensure Senior Management staff is aware of financial, accounting, and administrative issues that may impact country offices’ performance.

Donor Reporting

  • Review financial reports before submission to the donors;
  • Review and finalize closeouts for grants.

Operational tasks

  • Temporary replacement (max 30 days) of the vacant position of Finance Coordinators of the assigned Region in case of unavailability of Roving Finance officers;
  • Move to the Country office for technical induction of new deployed Finance Coordinators;

Staff Management

  • Provide on-going advice and consultancy on financial and accounting issues to the Finance Coordinators.
  • Following the Regional Finance Coordinator’s proposals, ensuring continuous efforts to train Finance Coordinators on accounting and reporting procedures, to increase the general quality of the accounting database across the Missions

Required profile and experience

Education

Bachelorā€™s degree in Finance, Accounting, or a related field (Masterā€™s degree preferred).

Professional Experience

  • Minimum of 3 years of similar experience in accounting related job with supervisory or managerial role.
  • Proven experience in financial reporting, budgeting, forecasting, and analysis.
  • Experience in regional positions is a plus
