Organization Background

Established in 1895, the Wildlife Conservation Society (WCS) is an international non-profit organization that protects wildlife and wild places worldwide through science, conservation action, education, and inspiring people to value nature. Present in Cameroon since 1988, WCS has worked closely with the Cameroon government to create multiple protected areas, train conservationist and promote sustainable natural resource management. Today, the WCS Cameroon program is concentrating its conservation efforts on three main landscapes; the Takamanda-Mone Landscape, the Mbam & Djerem Landscape, and the WCS Bouba Ndjidda – BĂ©nouĂ© Landscape (BNB).

Job Summary

WCS is looking for a dynamic, result-driven and experienced Logistics & infrastructure Manager (LIM), to lead and manage the BNB Landscape logistics and infrastructure department. Forming the backbone of the successful implementation of WCS programs in Northern Cameroon, the LIM will be responsible for overseeing, coordinating and directing the effective planning, implementation and follow up of all logistics and construction needs from local procurement, logistics, fleet management, warehousing, aviation support to infrastructure: construction, rehabilitations and maintenance. S/he will do so in close collaboration with all other l departments, whilst ensuring full compliance with policies and procedures of WCS donors and Cameroonian law. The LIM will work under the Landscape director’s direct supervision and will be technically supported by the national Logistics Director and Regional Operations Manager.

The successful candidate will be based in Garoua, with regular travel to the field sites.

Responsibilities:
General :

  • Identify and monitor key departmental performance indicators and ensure each team has clearly outlined objectives.
  • Ensure all logistical and infrastructure functions are supported by functional tools, SOPs, policies and systems, as well as clarity of processes and procedures to enable their effective management (planning, implementation, tracking, monitoring and follow up).
  • Actively participate in Program review and reflections meetings to ensure realistic and aligned planning of activities requiring logistical support.

Human resources

  • Supervise, manage and support supervised staff to successfully deliver clearly assigned responsibilities.
  • Identify staff capacity needs and ensure the holding of regular performance evaluations.
  • Oversee movements of WCS staff, partners and visitors within the landscape in accordance with standardized security protocols and WCS procedures.

Supply chain management: Procurement and warehouse Management:

  • Ensure all local purchases and supplies for the Landscape, in accordance with standard operating procedures (SOPs) and policies (WCS and donors).
  • Ensure procurement plans are up to date, and regularly shared and reviewed with the demanding departments.
  • Ensure effective procurement tracking, communication and quality control systems are in place.

Assets management

  • Ensure and oversee the effective implementation of an assets management system across all sites including record keeping, inventories, life cycle management.
  • Ensure the effective implementation of asset-management and warehousing systems, with a focus on optimal inventory management, including tracking, inventories, disposals and replacements.

Infrastructure and maintenance (nb. Infrastructure projects include, but are not limited to, construction and rehabilitation of houses, roads/tourist trails, airstrips):

  • Work with the infrastructure coordinator to ensure:
    • Infrastructure projects are implemented in accordance with the social and environmental standards of the park, WCS, government and donors, as well as specifications, contracts, sketches and best practices.
    • Quality issues or delays are timely identified, prevented and/or responded to.
    • Comprehensive planning of activities based on a clear assessment of need.
  • Ensure the effective and ongoing maintenance of office buildings at all sites.
  • Ensure that robust waste management systems are in place and properly implemented at each site.
  • Ensure that the water and electricity systems are in good working order.

Fleet management and aviation

  • Ensure the effective fleet and generator management and maintenance, in accordance with the WCS procedures manual, including tracking of fuel consumption.
  • Ensure the effective coordination of transportation and movement of staff, partners and visitors, in accordance with safety protocols and travel policy of WCS Cameroon.
  • Ensure that all permits, licenses and authorizations and other renewable administrative documents are in place and up to date, as required.
  • Support the aviation program in clearly defined areas related to logistics.

Other:

  • Ensure that Internet and communication tools, equipment and systems (from laptops to VSAT, HF, VHF, GPS) are functional and used and maintained in accordance with established procedures and policies.
  • In support of the Landscape director, contribute to the identification, response and management of security needs (evacuation, hibernation, security incidents, staff safety in the office and in the field).
  • Follow up on administrative needs related to transport and customs clearance of materials procured for the landscape.

Requirements:

  • Relevant master’s degree with at least 10 years of professional experience in logistics functions, of which at least 5 years in a management capacity with an international organization or the private sector.
  • Comprehensive knowledge and demonstratable skill and experience in managing and supervising logistics and operational needs in complex contextual settings (including procurement, fleet management, maintenance, IT, construction and infrastructure).
  • Excellent organizational, technical and coordination skills with a hands-on, positive work attitude and strong ability to communicate effectively with a wide range of stakeholders.
  • Dynamic and inspirational, culturally sensitive team leader, with strong communication skills (orally and written)
  • Solid knowledge of donor procedures. Knowledge of EU and KFW donor procedures an advantage.
  • Advanced applicable and comprehensive knowledge of logistics and operations management tools, from planning, to tracking to performance assessments.
  • Fluency in English and French. Local language an added value.
  • Working experience in similar African contexts an advantage.
  • Commitment to the WCS vision, mission and values.

The officer will ensure Portfolio governance and reporting standards and routines are followed and maintained by major suppliers and smaller contractors. The PMO Officer will partner with members of the Strategic change portfolio, may be expected to line manage more junior staff within the PMO, and will track and report on Portfolio level risks, issues, and changes to the budget.

 

About You

  • Informer rĂ©guliĂšrement le coordinateur de terrain de l’Ă©tat et de l’avancement des activitĂ©s de construction.
  • Fournir des rapports d’avancement rĂ©guliers sur les activitĂ©s de construction, Ă  la fois hebdomadaires et sur demande.
    • Collaborer Ă©troitement avec le district sanitaire et le HCR afin de s’assurer que leur participation et leurs contributions permettent d’atteindre les normes les plus Ă©levĂ©es pour le centre de santĂ© mĂ©dicalisĂ© de Minawao.

4. Collaboration interne et externe

6. Documentation et capitalisation

  • Veiller Ă  ce que toute la documentation relative Ă  la construction soit mĂ©ticuleusement organisĂ©e et conservĂ©e conformĂ©ment aux procĂ©dures du CGI.
  • Documenter les enseignements tirĂ©s et les meilleures pratiques du projet de construction afin d’Ă©clairer les initiatives futures.
  • Saisir et partager les rĂ©ussites du projet de construction afin de mettre en Ă©vidence les rĂ©alisations et l’impact.
  • Maintenir un systĂšme de classement complet et bien organisĂ© pour toutes les opĂ©rations de construction et les documents connexes.
  1. Qualifications requises : CONNAISSANCES ET EXPÉRIENCE
  • DiplĂŽme universitaire (Master/IngĂ©nieur) en gĂ©nie civil/rural, gestion de la construction ou diplĂŽme universitaire (licence) avec une combinaison de deux annĂ©es supplĂ©mentaires d’expĂ©rience professionnelle pertinente en gĂ©nie civil/rural, gestion de la construction.
  • Un minimum de cinq (5) ans de gestion de projet dans le domaine de la construction et/ou de la gestion du gĂ©nie civil/rural est requis.
  • L’inscription rĂ©guliĂšre au Conseil national des ingĂ©nieurs civils du Cameroun est fortement recommandĂ©e
  • Connaissance des procĂ©dures et pratiques gĂ©nĂ©riques en matiĂšre de passation de marchĂ©s (l’expĂ©rience des ONG est un atout).
  • Une expĂ©rience en matiĂšre d’assurance et de contrĂŽle de la qualitĂ©, de mise en Ɠuvre de politiques de sĂ©curitĂ©, de suivi et d’Ă©valuation, de rapports et de gestion budgĂ©taire serait un avantage.

  1. Contexte

Sous la direction du bureau rĂ©gional de Dakar et en lien Ă©troit avec les interventions en RĂ©publique centrafricaine (RCA) voisine, DRC a commencĂ© ses opĂ©rations au Cameroun en 2018 en rĂ©pondant aux besoins humanitaires des rĂ©fugiĂ©s de RCA et des Camerounais vulnĂ©rables dans la rĂ©gion de l’Adamaoua. Actuellement, DRC opĂšre un bureau principal Ă  Meiganga et deux bureaux secondaires Ă  Djohong (rĂ©gion de l’Adamaoua) et Ă  Garoua-Boulai (rĂ©gion de l’Est). DĂ©but 2019, DRC a Ă©galement initiĂ© des opĂ©rations dans la rĂ©gion du Sud-Ouest pour fournir une assistance rĂ©pondant aux besoins de base des populations en matiĂšre de nourriture, d’abris et de protection dans les zones rurales et difficiles Ă  atteindre. BasĂ© Ă  Garoua Boulai ou Djohong, l’Assistant Programme est chargĂ© de la mise en Ɠuvre et suivi des activitĂ©s du programme de sĂ©curitĂ© alimentaire et de relance Ă©conomique notamment les UCT, AGR et AVEC sous la supervision directe du Programme Manager.

Recognising the need to move resources rapidly on a continent where opportunities and threats arise and decline quickly, UAF-Africa uses a Rapid Response Grant-making mechanism.

UAF-Africa’s programming is centered around Sustaining African Womn Human Rights Defenders (AWHRDs) to counter the narrative of resilience without pausing to rethink, reimagine, and transform how they live and work. As testament to this commitment, UAF-Africa launched the Feminist Republik (also known as the African Womn’s Human Rights Defenders Platform) in December 2019 after years of reflecting on grantmaking trends and conversations with activists, partners and advisors on challenges facing WHRDs and areas of support that are lacking. It was clear there was a need for a platform focused on AWHRDs and facilitating their holistic security, safety, wellbeing, collective care, healing and justice. Thus, the platform was launched through the Feminist Republik Festival in Naivasha, Kenya in 2019 with the promise and praxis of One of the programme’s components is building a physical well-being farm – the Feminist Republik Healing Farm (herein referred to as the Healing Farm) home for AWHRDs. The Healing Farm is under construction in Kitui County, Kenya to serve as a rejuvenation center and a womn-run space for AWHRDs connect with nature, meet and connect with other AWHRDs across the continent, or for any other purposes to be determined by AWHRDs. The farm is also a political project, a bold challenge to the narrative of womn’s ownership of land & infrastructure across Africa.

Located in Muselele, Kitui County, the farm is surrounded by a community that will contribute and equally benefit from the facility as the hosts. UAF-Africa recognises the responsibility to ensure that operations regarding the Healing Farm project bring value to the community particularly by increasing protection and safety of girls and womn in Kitui County. According to World Health Organization GBV affects more than one in three womn throughout their lifetime with almost 27% of womn aged 15-49 years reporting that they have been subjected to some form of physical and/or sexual violence by their intimate partner. The African Development Bank’s Gender Data Index 2019 suggests the prevalence of intimate partner sexual or physical violence ranges from a little over 10% to close to 40% across Africa, which is some of the highest globally. According to the Kenya Demographic Health Survey (2022) , among womn aged 15 to 49, 34% have experienced physical violence, 13% sexual violence most commonly among womn who have ever been married or ever had an intimate partner were current husbands or intimate partners and former husbands or intimate partners. Since the onset of devolved governments in Kenya in 2013, counties have steadily increased coverage of basic services such as education, health, and cultural activities, which have begun to give each county an identity. Kitui County, for instance, has initiated a multi-stakeholder process of developing a GBV response policy. However, interventions by various stakeholders remain heavily fragmented and less than optimal in preventing and responding to gender-based violations. For example, there is no single source of GBV data at the National or County level, which continues to distort the magnitude of the GBV crises.

As a Feminist Fund that prioritises GBV response and prevention in its work, it is against this background that we seek to recruit a GBV/SEA/SH Specialist as a Consultant to draft frameworks that address the risks associated with Gender-Based Violence (GBV), Sexual Exploitation, and Abuse (SEA), Sexual Harassment (SH) arising of out of the influx of labour into the project area for the project implementation as guided by global and regional guidelines on addressing SEA/SH in projects involving major civil works.

Scope of Activities

The purpose of this task is to provide technical support to the Feminist Republik Healing Farm and UAF-Africa to ensure that adequate frameworks and policies to prevent and respond to Gender-Based Violence and Sexual Exploitation Abuse/Sexual Harassment are adopted. The policies and frameworks will inform the implementing of activities aimed at prevention, identification, referral, and response services for project workers, the community, target groups at risk, and GBV/SEA/SH survivors (womn, children including adolescents). The consultant will also develop protocols for grievance handling and case management.

The Consultant will:

1. Work closely with UAF-Africa (particularly the Healing Farm’s staff and implementing partners) to strengthen its capacity to implement GBV/SEA/SH safeguarding policies and guidelines.

2. Review UAF-Africa’s capacity to prevent and respond to GBV.

I. Review current GBV /SEA/SH interventions and implementation arrangements, existing policies including the safeguarding policy, and provide appropriate support for any further scope.

II. Review the current Healing Farm Environment and Social Management Plan to determine the extent to which GBV /SEA/SH guidelines and procedures, and code of conduct should be incorporated, make recommendations, and support further development as appropriate.

III. Review the historical context of GBV in the community and the viability of the current interventions to address the root causes.

IV. Develop a Healing Farm Environment and Social Management System that includes various components covered by the project

V. Conduct GBV/SEA/SH training for the UAF-Africa and Healing Farm staff and its implementing partners including the current contractors.

3. Provide technical guidance/capacity building to the Healing Farm staff on the importance of addressing GBV/SEA/SH on the project, and the mechanisms that need to be implemented. This may include training on accountability and response framework, responsibilities and reporting confidentiality, and whistle-blower protection clauses.

4. Support the development and integration of GBV/SEA /SH risk assessment in the Healing Farm’s social assessments using GBV risk assessment tools.

5. Support in the development and /or refinement of appropriate GBV/SEA/ SH sensitive channels for reporting within existing Grievance Reporting Mechanisms with specific GBV/SEA/SH procedures.

6. Support the Healing Farm in defining, refining, and reinforcing GBV/SEA/SH requirements in procurement processes and contracts. This will include proposing and incorporating GBV requirements and expectations in contractor contracts and allocating funds for GBV-related costs in procurement documents.

Deliverables

‱ An inception report with the refined scope of work /interventions, technical approach and methodology, work plan, and performance indicators developed and agreed upon with UAF-Africa within two months of the assignment’s commencement.

‱ A GBV/SEA/SH capacity building plan developed based on a detailed needs assessment/scoping report for GBV/VAW implementation within the Healing Farm developed and agreed upon with the client within three months of the assignment’s commencement.

‱ Reports against planned key deliverables and specific tasks prepared and submitted to UAF-Africa

‱ Reports Against Planned Interventions and Agreed inception report/work plans prepared according to agreed formats submitted to UAF-Africa in accordance with contract reporting schedules

‱ End of project report against agreed inception report incorporating project learnings (lessons and challenges) prepared to acceptable standards/formats and submitted one month before the expiry of the contract.

Qualification and Experience

Advanced degree in Anthropology, Sociology, Gender, Reproductive Health, Public Health or any other relevant Social Science/ Public Health.

At least Ten (10) years’ experience in working on GBV/SEA /SH safeguards for donor-funded infrastructure development or population in crisis projects with demonstrated understanding of Kenya’s legal, policy and institutional framework for GBV, Child protection and related issues is a requirement.

Demonstrable capacity in designing and implementing institutional capacity-building training and systems focused on prevention and response of GBV/SEA and Child protection.

Demonstrable experience of working through collaboration, networking and partnerships with government institutions, donor and CSOs at national level.

Experience in handling similar assignments on constructions projects in Kenya or in the African region is an added advantage.

Proficiency in English language is a must.

The African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and non-profit making NGO with Country Programme Offices in Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Liberia, Republic of Congo, Tanzania, Ethiopia, South Sudan, Niger and Uganda. AIRD’s objective is to offer operational support, including but not limited to supply chain, logistics, construction, infrastructure, environment, livelihoods and WASH in partnership with relief and development organizations that focus on disaster-affected and development-oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organisations and governments.

AIRD currently provides logistic management to UNHCR in three (3) of Sudan’s neighbouring countries, Chad, South Sudan and Central African Republic. This partnership with UNHCR Sudan builds on it and promote cross countries leverages.

Persons Specifications

AIRD is seeking for a dynamic, qualified and experienced Project Manager who will manage the project in the different locations of Port Sudan, Kassala, Gedaref, Ed Damazine, Kosti, Madani in Sudan and primarily manage warehouse solutions for Core Relief Items (CRIs), medicines, medical supplies and equipment and oversee, steer, and quality assure the logistics (fuel, fleet, warehouse, and workshop) and supply chain operations of the Sudan Country Program to effectively address the needs of the Persons We Serve (PWS). He/She will also support the Country Program in Sudan in growing the program budget and activities beyond warehousing. The selected candidate will have the opportunity to work with a devoted team, to Empower Communities and Growing Together.

Overall Responsibilities

The overall responsibilities of the Project Manager are divided into 3 main areas:

1. To manage, oversee, quality assure the warehouse solutions for Core Relief Items (CRIs), medicines, medical supplies and equipment, and transportation to effectively address the needs of the Persons We Serve (PWS) in Sudan whilst also enriching its partnership with UNHCR throughout its operations in Sudan.

2. To play a crucial role in humanitarian operations by providing a secure and organized space for storing core relief items, medical supplies, and equipment for subsequent distribution to PWS in need as will be notified by UNHCR. By ensuring the availability and efficient management of these supplies, the project will respond effectively to humanitarian crises, alleviate suffering and provide life-saving support to PWS fleeing conflict, persecution or natural disasters.

3. To manage, oversee, quality assure the logistic (fuel, fleet, warehouse, workshop) and supply chain operations of the country program including any construction that may be taking place within the country program. S/he will create and oversee the implementation of tools utilized in the field with the aim of enhancing operational effectiveness. Identification of field operational solutions that will improve productivity is also part of his/her responsibilities. He/she also oversees the implementation of best practices in the field that are likely to make the overall supply chain of the organization more efficient.

General Duties

  • To ensure that all staff understand the Warehouse Solution SOPs and ensure that both are fully implemented within the operation.
  • Participation in the preparation of the program budget.
  • Ensure that financial resources are managed in accordance with donors’ agreements, regulations and AIRD approved standards.
  • Develop and maintain good relationships with all partners and potential donors in the area of operation.
  • Ensure that all staff understand the Procurement and Logistics SOPs and ensure that both are fully implemented within the operation.
  • Take all necessary measures to motivate staff and build strong team spirit at all levels.
  • Supervise support staff to improve quality and efficiency of administrative matters.
  • Make monthly monitoring report to actively contribute to the narrative contractual, financial and other specific reports.
  • Endeavor to ensure that a strong and functional participatory management system is in place and that the image of AIRD in the country is consistent with AIRD’s mission, vision and values and protects AIRD’s interests and assets.
  • Maintains regular and transparent communication with HQ and Country Program team in a spirit of shared successes and joint problem solving.

With regard to Dry Warehouse Management, the Project Manager shall:

  • Develop and maintain precise inventory records, ensure stock discrepancies are minimized, and optimal stock levels are ensured to meet the demand, thus averting stockouts or overstock situations.
  • Ensure that the established warehouse space is fully utilised through strategic layout designs, proper organization/positioning and effective implementation of inventory optimization techniques.
  • Ensure that orders are processed and dispatched promptly, resulting in accelerated delivery times and PWS’s satisfaction.
  • Maintain improved efficiency in inventory handling, storage, loading and off-loading, fumigation, safety assurance and maintain premises leading to streamlined workflows and reduced operational costs.
  • Maintain inventory/warehouse management, proper handling of CRIs during loading and off-loading, disposition of waste and debris in accordance with the environmental standards.
  • Ensure periodical fumigation and pest-control treatments as needed, compliance with UNHCR reporting requirements and standards including evaluating warehouse operations for possible recommendations.
  • Provide training to warehouse staff on proper handling procedures, safety protocols and inventory management techniques.
  • Ensure compliance with UNHCR reporting requirements and standards including evaluating warehouse operations for possible recommendations.
  • Ensure that regular audits and evaluations are undertaken to assess performance, identify areas of improvement.
  • Maintain AIRD’s ERP system to generate the physical stock report as in/out movement reports of CRIs and medicines/medical items are required on a monthly basis.

With regards to Warehousing Solutions for Medicines and Medical Supplies and Equipment, the Project Manager shall:

  • Undertake warehouse selection, identifying and setup in Port Sudan meeting specified criteria such as fenced compound, proximity to main access road, and absence of flood-prone or landslide-prone areas and among site criteria.
  • Manage medical inventory that includes medicine and medical supplies warehouse management to optimize the storage, handling and distribution of essential healthcare commodities, ultimately ensuring timely delivery of medical supplies for beneficiaries.
  • Implement advanced inventory management systems to optimise stock levels, reduce wastage and ensure timely replenishment of medical supplies.
  • Ensure strict adherence to cold chain protocols to maintain the integrity of temperature-sensitive pharmaceuticals and vaccines (including dedicated cold rooms for frozen (-20 degrees C) and refrigerated (between 2 to 8 degrees C) products.
  • Provide comprehensive training programs for warehouse staff on proper handling, storage and distribution of medical supplies to improve operational efficiency and minimize errors.
  • Support the introduction of new technologies such as RFID tagging and automated inventory tracking systems to enhance visibility and traceability of medical supplies through out the supply chain.
  • Implement quality control measures to verify the authenticity and efficacy of medical supplies. Ensure the quality/quantity of goods is in conformity with specifications, including cleaning, pest control, calibration, inspection and general maintenance.

With regard to logistics and fleet, the Project Manager shall be responsible for:

  • Direct, mediate, support and lead all matters relating to the fleet management in general and the garage in particular.
  • Ensure good management of spare parts within the Organization monitoring and reporting system Enterprise Resource Planning (ERP).
  • Ensure that all the technicians are trained, equipped with protection materials and refreshed as per the new technologies.
  • Update, organize and define the objectives of staff in the garage by defining the responsibilities according to the activity level of the garage.
  • Implement and monitor workshop repair and maintenance activities in line with SOPs.
  • Ensure, during repair service, that a logbook is updated every journey, is kept in each vehicle and is regularly scrutinized for accuracy and legibility. This includes verifying if all service periods are reflected on the logbook and recorded into the ERP.
  • Efficiently organize and be transparent in the procurement and management of spare parts in the sub delegation as well as recording on same into the ERP as per the expected standard.
    Ensure that the garage management procedures and those of the management of spare parts are properly implemented at all levels.
  • Ensure the availability of all equipment (cars or trucks) and their proper management of equipment.
    Oversee the distribution and management of fuel for the vehicles and generators.
  • Recommending service intervals for each vehicle as per the SOP guide.
  • Ensuring that maintenance is carried out timely, with due regard for the safety of all concerned and the operations expected by the client.
  • Ensuring that all garage operating costs connected to the vehicles are correctly and timely budgeted, accounted for and reported appropriately in the ERP in accordance with project guidelines.
  • Ensuring that vehicles managed in the garage move only with official permission, and only with persons authorized by management. That vehicle movement is controlled to produce effective and timely delivery of services to the client and beneficiaries.
  • Ensuring that road license on all vehicles is renewed timely, and that updated documents are carried in each vehicle.
  • Ensuring that third party insurance is affected timely, and that documents are maintained in each vehicle.
  • Ensuring that drivers comply with the laws of the country they are always operating in, and at all times act with courtesy, good manners and appropriate respect.
  • Ensuring that fuel for each vehicle is monitored, recorded in the ERP and accurate reports submitted timely as required.
  • Make sure that drivers are properly informed of any new legislation, local bye-laws, project guidelines and other information relevant to their duties timely and effectively
  • Ensuring that drivers and driver’s assistants are regularly assessed and mentored in their duties, health and behavior and that recommendations are made to management without delay.
  • Conducting inspections on equipment in order to determine its condition and repair requirements.

With regards to Fundraising and Resource Mobilisation, the Project Manager shall:

  • In coordination with the Sudan country program team and the HQ team, mobilize program staff to develop strategic concepts and plans for program innovation and fundraising in alignment with AIRD Sudan’s country strategy.
  • Ensure that all project proposals address displaced people’s needs/include community participation and are in alignment with AIRD’s global and country program strategic priorities.
  • Incorporate the inputs of program and finance staff in all proposal development processes (including needs assessments, selection of technical approaches, budgeting, negotiations with donors, etc.).
  • Contribute to AIRD annual reports.

With regards to Representation and Coordination, the Project Manager shall:

  • Develop and maintain effective working relationships with all relevant stakeholders at both country level and local levels in Sudan in order to promote effective coordination, visibility and appropriate engagement.
  • Coordinate Project activities and share information with relevant bodies such as UNHCR, UNICEF, WFP, and I/NGOs; and cultivate relationships by attending regular meetings and ensuring that AIRD Sudan is professionally represented at relevant multi sectoral coordination meetings and fora.
  • Support all efforts towards accountability to project participants. This includes actively engaging participating displaced communities (refugees, asylum seekers and host communities) as equal partners in the design, monitoring and evaluation.

Votre environnement de travail

Action contre la Faim intervient au Cameroun depuis 2014, suite Ă  l’afflux massif de rĂ©fugiĂ©s fuyant la crise Centrafricaine dans la RĂ©gion de l’Est. A partir de 2015, les interventions ont Ă©tĂ© Ă©largies Ă  l’ExtrĂȘme-Nord pour rĂ©pondre Ă  l’impact de la crise Boko Haram. ACF continue de soutenir les personnes dĂ©placĂ©es internes (PDI) et les rĂ©fugiĂ©s ainsi que les populations en situation de vulnĂ©rabilitĂ© Ă  l’Est et Ă  l’ExtrĂȘme Nord en alliant rĂ©ponse d’urgence et programmes de dĂ©veloppement. Depuis 2017, la mission apporte Ă©galement une rĂ©ponse humanitaire Ă  l’attention des populations affectĂ©es par la crise anglophone dans la rĂ©gion du Sud-Ouest.

ACF met en Ɠuvre sa rĂ©ponse humanitaire avec une approche intĂ©grĂ©e et multisectorielle, avec des interventions en nutrition-santĂ© (NS), en santĂ© mentale, appui psychosocial et protection (SMPS-P), en sĂ©curitĂ© alimentaire et moyens d’existence (SAME) et en eau, hygiĂšne et assainissement (EHA) pour les personnes vulnĂ©rables, dont les PDI, les rĂ©fugiĂ©s, les communautĂ©s hĂŽtes et les mĂ©nages en situation d’insĂ©curitĂ© alimentaire et nutritionnelle.

ACF au Cameroun est un acteur principal dans la rĂ©ponse aux besoins humanitaires des populations affectĂ©es par les trois grandes crises et est un acteur central du dĂ©veloppement des stratĂ©gies nationales de lutte contre l’insĂ©curitĂ© alimentaire.

Nous recherchons un·e Expert·e Ressources Humaines, basé·e à Yaounde avec des déplacements au Cameroun.

Votre poste et vos responsabilités

Sous la supervision du Directeur Pays, votre responsabilitĂ© sera d’accompagner le dĂ©partement RH dans le dĂ©ploiement de la politique VSST (violences sexuelles et sexistes au travail) Ă  l’ensemble du personnel ACF (Maroua, Kousseri, Batouri, Buea, Coordination).

Plus précisément, vos missions seront de :

  • Effectuer un travail prĂ©paratoire et une planification avec la RDD RH

  • PrĂ©senter la politique VSST Ă  l’ensemble du personnel : premiĂšre session en prĂ©sentation conjointe avec la RDD RH

  • Former les membres du SMT dans la gestion de la VSST

  • Former l’équipe RH sur les procĂ©dures de gestion des plaintes VSST

  • Proposer un plan d’action et des recommandations

Votre profil

Vous ĂȘtes titulaire d’un BAC+5 en gestion des Ressources Humaines, avec au moins 2 ans d’expĂ©rience rĂ©ussie dans ce domaine, en ONG internationales.

Vous avez de l’expĂ©rience en formation.

Vous avez une bonne capacitĂ© d’analyse et de synthĂšse.

Vous avez d’excellentes capacitĂ©s de communication (orale et Ă©crite), ainsi que de trĂšs bonnes qualitĂ©s relationnelles.

Vous avez des connaissances informatiques (Word, Excel).

Vous maĂźtrisez le français et l’anglais, Ă  l’oral comme Ă  l’Ă©crit.

Vos conditions d’emploi

  • Contrat Ă  durĂ©e dĂ©terminĂ©e d’usage de droit français : 1 mois jusqu’au 08/11/2024

  • Salaire mensuel brut : de 2597 Ă  2968 € en fonction de l’expĂ©rience

  • Remboursement assurance retraite pour les citoyens non français : 16% du salaire mensuel brut

  • Augmentation du salaire de base : 6% tous les 12 mois de contrat continu

  • Per diem et frais de vie mensuels : 619€ nets, versĂ©s sur le terrain

  • Allocation contexte mensuelle : 150€

  • Allocation enfant : 1500€ par an et par enfant prĂ©sent dans le pays d’origine (plafond de 6000€/an)

L’environnement sĂ©curitaire est stable, permettant de nombreuses opportunitĂ©s sociales. Il n’y a pas de couvre feux mais des rĂšgles basiques de sĂ©curitĂ© sont Ă  mettre en place lors des dĂ©placements, notamment la nuit. La coordination est basĂ©e Ă  YaoundĂ©. Le staff international habite dans une Guest house proche des bureaux ou en logement individuel/famille selon les statuts.
