1. Background

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from the Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates with a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to enhance both protection and economic recovery. Subsequently, in late 2018, DRC began its activities in the South West region of Cameroon in late 2019 to respond to the needs of forcibly displaced persons in the context of the Anglophone crisis, commencing humanitarian activities in January 2019. DRC operates in the Meme, Fako, Kupe-Manenguba and Ndian divisions with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter and NFI, while improving the protective environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a response in terms of protection, positive peace, governance and economic resilience to the multidimensional and interconnected crises affecting the region.

2. Overall Purpose of the Role

Under the direct line management of the Area Manager, the Protection Specialist plays a pivotal role in the development and implementation of DRC’s protection sector strategy in the Northwest and Southwest regions of Cameroon. This position ensures that DRC’s protection program aligns with all DRC’s guidelines, SOPs, and global protection standards, encompassing Mental Health and Psychosocial Support (MHPSS), legal assistance, child protection, Gender-Based Violence (GBV), case management, and capacity building. The Protection Specialist is responsible for supporting the delivery of high-quality protection services across all these areas in close collaboration with the Area Manager and the Protection Coordinator at the country level.

To this aim, the Protection Specialist will support the harmonization and rollout of tools, guidelines, and SOPs, strengthen referral pathways and ensure standard donor and data analysis/reporting methods (in collaboration with MEAL) are in place for these activities.

The role is mainly to :

  • Develop and implement strategies, tools, and guidance to ensure the effective delivery of high-quality protection services, including legal assistance, MHPSS, GBV, and case management. This includes conducting regular field visits for monitoring and providing technical support, ensuring that activities align with international standards and SOPs.
  • Lead efforts in capacity building, coordination, and strategic planning by working closely with the Protection Coordinator, Project Managers, and other stakeholders. This includes contributing to the design and implementation of protection strategies, developing capacity-building plans, ensuring effective data management, and representing DRC in relevant coordination bodies.

3. Tasks and responsibilities

Main responsibilities

Project Design

  • Contribute to the development and implementation of DRC’s sector strategy in Southwest and Northwest regions of Cameroon, focusing on legal assistance, MHPSS, Case Management (CM), Individual Protection Assistance (IPA), Community-Based Protection (CBP) and Gender-Based Violence (GBV)
  • Identify community needs and gaps in protection services in collaboration with the Protection Coordinator and Project Manager (PM)
  • Develop guidance on mobile implementation and integration of protection with other core sectors, ensuring a participatory community-based approach.
  • Provide technical input for the development and implementation of relevant SOPs, technical standards, and MOUs with specialized service providers.
  • Participate in proposal development by providing context analysis, legal analysis, technical sector-specific analysis, beneficiary information, and technical feedback.

Implementation

  • Develop program tools and guidance notes to support and reinforce the quality of protection activities.
  • Provide technical support to the Protection team and the Project Manager, ensuring the delivery of high-quality legal assistance, MHPSS, GBV, CM services, and other individual assistances, with oversight at the field level by Project Managers.
  • Conduct regular field visits to monitor implementation quality, provide technical advice, and conduct needs assessments to guide capacity building.
  • Support the adoption of standardized community-level PSS methodologies and associated monitoring and evaluation mechanisms.
  • Ensure quality control of protection activities, including Protection Monitoring, GBV, Child Protection, Community-Based Protection, and civil documentation, aligning with international and national standards and SOPs.

Capacity Building

  • Assess training and development needs within the Protection team, develop a capacity-building plan, and implement it with the support of the Protection Coordinator.
  • Participate in the recruitment and capacity building
  • Establish processes and systems that lead to general capacity building and professionalization of DRC staff and partners on protection.
  • Support information management needs, ensuring data consistency, integrity, and continuous availability for decision-making and project design.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Support the Project Manager in the establishment and regular updates of the MEAL plan, ensuring appropriate indicator and quality tracking (both quantitative and qualitative).
  • Stay informed on developments impacting the protection environment in Southwest and Northwest, providing ongoing analysis of key issues.

Coordination and Representation

  • Actively participate in and represent DRC in the Protection Cluster, assigned AOR, working groups, and other protection-related meetings.
  • Ensure coordination with other agencies to address the specific needs of vulnerable communities.
  • Contribute to national cluster transitions through Technical Coordinators, focusing on context, needs, and coordination possibilities.
  • Serve as a backup to the Protection Coordinator in coordination meetings when necessary.

Technical Support

  • Provide technical assistance to project managers, guiding team management and improvement plans.
  • Offer support in case management, technical validation of IPA, SNF, case openings, quality monitoring of documentation, and ensuring confidentiality, with the support of the Protection Information Management Specialist.
  • Participate in the technical review of protection activity terms of reference, ensuring alignment with DRC’s SOPs.
  • Contribute to the development of protection training modules and technical tools, supporting the dissemination and implementation of the protection strategy in intervention areas.
  • Contribute in updating the current protection strategy

Experience and technical competencies

  • Proven experience of at least 4 years in Protection, including in Legal Assistance, MHPSS, Case Management, and Protection of IDPs in conflict-affected countries, is required.
  • Prior experience implementing Legal Assistance, MHPSS, Case Management at a community level is required; previous experience in GBV (including GBV case management) is strongly recommended;
  • Experience providing technical guidance, developing and delivering participatory training/capacity building is desired;
  • Significant knowledge of International Humanitarian and Human Rights Laws and International standards relating to the protection of IDPs;
  • Experience in report writing, data/information analysis, and M&E;
  • Strong information management skills, including but not limited to the creation of databases, use of server-based information collection tools, etc.;
  • Proven strong analytical and communication, representation, negotiation, advocacy, and diplomacy skills;
  • Strategic thinker with the ability to quickly develop good insight and understanding of the conflict, the human rights situation, and the political environment of the program country;
  • Knowledge of Gender and Protection mainstreaming, AGD, PwSN, and AAP approaches;
  • Experience working and living in a multicultural environment and traveling to conflict-affected areas;
  • Extensive experience in reporting and project development, excellent writing skills in English. Good command of French is an asset.

6. General Regulations

For our Cameroon Country Office, we are looking for a dynamic and engaged Wildlife Law Enforcement (WLE) Intern to support the Wildlife Law Enforcement Department in filling its need.

The mission of the Department

Cameroon, like any other country in the Congo Basin faces unsustainable exploitation of its biodiversity, mainly through poaching and illegal wildlife trade, resulting in the loss of endangered wildlife species, environmental degradation, increase violence and conflict, etc. To help protect these iconic and emblematic species such as elephants and great apes from poaching and Illegal Wildlife Trace, WWF Cameroon is collaborating with the government to implement its Anti-poaching and Law Enforcement Strategy while prioritizing the well-being of indigenous people. WWF’s support aligns with its social policies, Environmental and Social Safeguards and more importantly the Network Standards for Conservation Law Enforcement Support in Protected Areas. The recruitment of a Wildlife Law Enforcement Intern (WLEI) will provide valuable assistance to the already existing WWF Law Enforcement team in YaoundĂ© to ensure effective and timely implementation of project activities.

Major Functions

Under the supervision of the Wildlife Law Enforcement Officer, and in close collaboration with the Conservation team, the WLE intern will support the implementation of the CCO’s Law Enforcement support work, work very closely with MINFOF Lawyers to ensure effective judicial follow-up of wildlife cases in courts, collect and analyse wildlife crime data, liaise with prosecutors and relevant agencies, WWF field staff to facilitate information exchange on Law Enforcement efforts. He/She will compile and centralise judicial data and information on wildlife court cases.

Major Duties and Responsibilities:

  1. Collect relevant law enforcement data from various field locations and contribute to updating the national law enforcement databases (legal database), ensuring that information is complete, complete and up-to-date.
  2. Maintain regular communication with lawyers via e-mails, phone calls, monitor and evaluate their performance and provide necessary assistance. This could also include field visits to areas with established Law firms are engage with judiciary authorities (Magistrates, court registrars etc.) to ensure effective collaboration and support.
  3. Assist in drafting and reviewing essential administrative, technical and financial documents related to law enforcement support, such as terms of reference, official correspondence, technical reports, payment requests etc.
  4. Assist in preparing and processing various financial documents (payment request, budgets, purchase orders) to ensure the smooth functioning of the Law Enforcement Unit operations.
  5. Assist the law enforcement team in its liaison with the Ministry of Forestry and Wildlife, as well as other key government institutions to facilitate joint efforts against poaching and illegal wildlife trade;
  6. Provide administrative and logistical assistance to the law enforcement unit to ensure the successful organization of training and capacity-building workshops, meetings and field travels for WWF team and partners.
  7. Offer administrative support to the Wildlife Crime Hub Coordinator, aiding in the preparation and execution of activities outline in the Hub’s implementation plan to foster efficient operations.
  8. Undertake other activities deemed necessary by the line manager to support the overall goals and objectives of the Law enforcement unit.

Profile:

Required Qualifications:

  • Minimum bachelor’s degree in law.
  • Experience working in a Law firm for at least six (06) months.
  • Experience in the field of law enforcement (anti-corruption, anti-poaching, wildlife law) is an advantage.

Required Skills and Competencies:

  • Good Strong communication skills – both written and oral (English and French) depending on the needs of the audience.
  • Good knowledge of criminal law including wildlife law and regulations/ability to conduct legal analysis.
  • A team player, but also very capable of working with minimal supervision.
  • Good computer skills (MS Office package, Online research, etc.) with the ability to manage enforcement databases.

  1. Contexte

Sous la direction du bureau rĂ©gional de Dakar et en lien Ă©troit avec les interventions en RĂ©publique centrafricaine (RCA) voisine, DRC a commencĂ© ses opĂ©rations au Cameroun en 2018 en rĂ©pondant aux besoins humanitaires des rĂ©fugiĂ©s de RCA et des Camerounais vulnĂ©rables dans la rĂ©gion de l’Adamaoua. Actuellement, DRC opĂšre un bureau principal Ă  Meiganga et deux bureaux secondaires Ă  Djohong (rĂ©gion de l’Adamaoua) et Ă  Garoua-Boulai (rĂ©gion de l’Est). DĂ©but 2019, DRC a Ă©galement initiĂ© des opĂ©rations dans la rĂ©gion du Sud-Ouest pour fournir une assistance rĂ©pondant aux besoins de base des populations en matiĂšre de nourriture, d’abris et de protection dans les zones rurales et difficiles Ă  atteindre. En 2023, DRC initie une intervention dans le dĂ©partement du Logone-et-Chari, Ă  l’ExtrĂȘme Nord avec la prioritĂ© de chercher des solutions aux causes profondes des conflits intercommunautaires Ă  travers une programmation sur la consolidation de la paix et la rĂ©silience. DRC travaille avec diffĂ©rents partenaires locaux au Cameroun et augmente progressivement son soutien financier aux organisations de la sociĂ©tĂ© civile camerounaise. En 2024, DRC envisage Ă©tendre ses interventions dans le DĂ©partement de Mayo Tsanaga en coordination avec les autres acteurs humanitaires pour une rĂ©ponse en moyens de subsistance au profit des rĂ©fugiĂ©es les plus vulnĂ©rables du camp de Minawao.

  1. Objet

BasĂ© Ă  Meiganga, le Capacity Strengthening Manager (CSM) travaille sous la supervision directe de l’Area Manager de l’Adamaoua et Est. Le CSM est responsable de l’ensemble du volet renforcement des capacitĂ©s des Ă©quipes/partenaires locaux de projets et du management de quelques spĂ©cialistes DRC dans la rĂ©gion. A cet effet, il devra veiller Ă  l’élaboration des modules de formation contextualisĂ©s et adaptĂ©s Ă  l’approche de graduation, Ă  la gestion de projet, au dĂ©veloppement des actions de mentorat et accompagnement des partenaires locaux tout en garantissant le strict respect des procĂ©dures de DRC et des bailleurs de fonds. Il contribuera Ă  la visibilitĂ© et au dĂ©veloppement des thĂ©matiques programmatiques et organisationnelles visant Ă  renforcer les Ă©quipes/partenaires en lien avec la vision programmatique DRC Cameroun.

Gestion de formations

  • Consulter systĂ©matiquement les partenaires locaux sur les besoins en formation
  • Diagnostiquer les mĂ©thodologies existantes et proposer des approches pertinentes basĂ©es sur les leçons apprises
  • DĂ©velopper une mĂ©thodologie participative pour la crĂ©ation des modules de formation en impliquant les dĂ©partements, les coordinateurs techniques et l’équipe Grant si nĂ©cessaire.
  • DĂ©velopper, en consultation avec les diffĂ©rentes parties prenantes et renforts techniques, des modules de formation et outils opĂ©rationnels de haute qualitĂ© sous diffĂ©rents formats (vidĂ©os, texte, etc.) y compris des prĂ©sentations, des activitĂ©s pratiques, des lignes directrices, des ressources en support, des prĂ©-tests et des post-tests, etc.
  • Impliquer les parties prenantes sur la validation des outils et autre matĂ©riel de formation dĂ©veloppĂ©s pour une meilleure appropriation.
  • DĂ©velopper des SOP et des plans sur le renforcement des capacitĂ©s des ONG locales
  • Revue de l’existant et recherche documentaire (outils, matĂ©riel pĂ©dagogique, ressources en ligne, etc.) pour chaque thĂ©matique choisie et constitution d’une boĂźte Ă  outils.
  • Mettre en place un calendrier annuel de formations des cycles de formation et le partager avec toutes les parties
  • Identifier les potentiels formateurs chez les partenaires locaux et les former de façon spĂ©cifique sur les thĂ©matiques pertinentes.
  • RĂ©aliser toutes les formations dans la zone Adamaoua-Est et appuyer les autres bureaux de DRC selon le besoin
  • Participer Ă  l’accompagnement des formateurs lors de leurs premiers cycles, et procĂ©der Ă  des ajustements du matĂ©riel pĂ©dagogique si nĂ©cessaire.
  • Produire un guide de formateur/formatrice dĂ©taillĂ© et flexible visant Ă  : encadrer la mĂ©thodologie et les processus de mise en place des modules de formation, et Ă  encadrer la stratĂ©gie de dĂ©multiplication des formations et l’évaluation des compĂ©tences des bĂ©nĂ©ficiaires.
  • Promouvoir les bonnes pratiques en produisant rĂ©guliĂšrement des analyses sous la forme d’un article dĂ©taillant les enjeux, dĂ©fis et rĂ©ussites du volet renforcement des capacitĂ©s ainsi que les recommandations.

  • Soutenir les partenaires locaux pour assurer la conformitĂ© avec les rĂšgles et rĂšglements de l’accord de subvention PRM et DRC.
  • Effectuer des visites rĂ©guliĂšres sur le terrain et dans les locaux de partenaires pour accompagner techniquement le personnel et s’assurer des avancĂ©es ainsi que de la qualitĂ© des interventions.
  • Garantir une communication permanente sur l’accompagnement des ONG locales afin d’identifier des opportunitĂ©s de synergies et mutualisations possibles avec les autres projets de la zone.

Gestion de subventions

  • Suivi de contrats : maitrise des contrats signĂ©s avec les bailleurs de fonds pour les projets sous sa responsabilitĂ© et est redevable du respect des engagements contractuels sur les projets.
  • Communication et visibilitĂ© : S’assure que les engagements de DRC en matiĂšre de communication et visibilitĂ© sont remplis en lien avec l’équipe communication basĂ©e Ă  YaoundĂ©.
  • DĂ©veloppement de projets : Est force de proposition pour les opportunitĂ©s de financement et en Ă©troite collaboration avec l’AM et la HoP basĂ©e Ă  YaoundĂ©, contribue et soutient activement la rĂ©daction de notes conceptuelles et propositions de projets en identifiant et supervisant des Ă©valuations de besoins ou d’impact.

ContrÎle qualité

  • Coordonne avec le dĂ©partement MEAL pour l’organisation des Ă©valuations sur le terrain et des sĂ©ances de restitution avec l’ensemble des Ă©quipes programme. Apporte un Ă©clairage programmatique aux rapports MEAL.
  • S’assure que le personnel MEAL sur la base aient des rĂ©unions de coordination hebdomadaires pour la planification des activitĂ©s
  • Collecte les leçons tirĂ©es et meilleures pratiques ainsi que les Ă©tudes de cas (de DRC et/ou d’autres partenaires) qui pourront servir dans les rapports aux bailleurs et les supports de communication de DRC.
  • Veille Ă  la mise en Ɠuvre de toutes les activitĂ©s conformĂ©ment Ă  la Norme Humanitaire Fondamentale (CHS) et aux politiques de DRC; S’assure que le genre est pris en compte dans l’ensemble du cycle de projet ; Applique les recommandations de DRC Cameroun en matiĂšre de redevabilitĂ©.

Management d’équipe

  • Recrutement : Recrutement du personnel de mise en Ɠuvre de projets en adĂ©quation avec les besoins et les ressources nĂ©cessaires. PrĂ©paration des TDR du personnel, des tests et des entretiens en collaboration avec les services RH.
  • Gestion d’équipe : Coach l’équipe de spĂ©cialistes pour la rĂ©alisation effective et efficiente du cycle de projets et la mise en Ɠuvre des activitĂ©s. Assure que les spĂ©cialistes collaborent Ă©troitement avec l’équipe support pour le respect des politiques et procĂ©dures du DRC en matiĂšre de financement, d’achats et de logistique, notamment par une planification efficace hebdomadaire, mensuelle et trimestrielle ; Signale les problĂšmes de gestion de ressources/effectifs Ă  l’Area Manager pour dĂ©cision. Organise les congĂ©s du personnel de maniĂšre efficace.
  • DĂ©veloppement du personnel : Identifie les besoins en formation en lien avec les thĂ©matiques du projet et des possibilitĂ©s de formation internes et externes en fonction du budget disponible sur le projet ; Contribue Ă  la gestion de carriĂšre au sein de DRC; Organisation d’évaluation de qualitĂ© avec des objectifs de performance pour l’ensemble des membres de l’équipe
  • Suivi budgĂ©taire : MaĂźtrise les outils de suivi budgĂ©taires et fait des prĂ©visions rĂ©alistes et en temps rĂ©el. Garanti la cohĂ©rence gĂ©nĂ©rale de l’utilisation des lignes budgĂ©taires des activitĂ©s des programmes, pour une utilisation efficace et efficiente des ressources, y compris financiĂšres et humaines, et de tous les actifs ; Est proactif dans l’identification de risques de sur/ sous dĂ©pense et propose des solutions pour rĂ©soudre les risques identifiĂ©s.
  • Achats : En lien avec les PM, s’assurer que les projets sont couverts par un plan d’achat Ă  jour en coordination avec la logistique. Il planifie et le suivi les achats avec le dĂ©partement logistique. S’assure de l’application des procĂ©dures de DRC en matiĂšre de commande, transport, rĂ©ception et stockage des achats. Participe aux comitĂ©s d’achats lorsque nĂ©cessaire
  • Flotte de vĂ©hicules : Consolide les demandes de mouvement pour les Ă©quipes projet et les partage avec l’équipe logistique pour la consolidation et transmission Ă  l’Area Manager. S’assure d’une utilisation organisĂ©e et raisonnĂ©e des mouvements, en lien avec les exigences programmatiques
  • Communication : Consolide les besoins en communication pour les Ă©quipes projet. S’assure d’une utilisation raisonnĂ©e des moyens de communication en collaboration avec l’équipe communication de YaoundĂ©.

Gestion de la sĂ©curitĂ© et de l’accĂšs

  • Entretient une relation Ă©troite avec le ChargĂ© de SĂ©curitĂ© pour dĂ©velopper une connaissance accrue de la zone d’intervention et des menaces ;

OBJECTIVES OF THE PROGRAMME

The objectives of WHO’shealth emergency programme are to design and implement programmes that prepare the health cluster to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Within the framework of the United Nations Inter Agency Standing Committee (IASC) and cluster approach, the WHO Health Emergencies programme ensures that WHO’s critical functions, as outlined in the Emergency Response Framework (ERF), are fulfilled.The Health Cluster Coordinator (P5) leads an effective and coordinated health-sector response with the national and international community, focusing on vulnerable and marginalized populations. The Health Cluster Coordinator oversees the health needs’ assessment and health-response, strategy development, implementation and monitoring including of the joint incident management system. The position contributes to relieving suffering and saving lives in humanitarian emergencies, while advancing the well-being and dignity of affected populations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3926 per month for the duty station indicated above. 1. Background

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to improve both protection and economic recovery. subsequently, in late 2018, DRC started its activities in the South-West region of Cameroon in late 201 to respond to the needs of forcibly displaced people in the context of the Anglophone crisis, starting humanitarian activities in January 2019. DRC operates in the divisions of Meme, Fako, Kupe-Manenguba and Ndian with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter, and NFI, while improving the protection environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a protection, positive peace, governance, and economic resilience response to the multidimensional and interconnected crises affecting the region.

2. Purpose

Danish Refugee Council is currently looking for a Finance Manager in Yaounde. Under the supervision of the Head of Support Services (HoSS), the Finance Manager will ensure that all financial functions in the country programs, including accounting, payments and banking payroll, budgeting, financial reporting (internal and external to donors and government authorities), capacity building of finance team, budgetary management training for support and program teams and grant financial management and compliance are done effectively and on time. The finance manager will manage a team of three staff members (One finance officer, One Finance Assistant and One Finance Intern) and Supervise technical the finance teams leaders in the fields.

3. Duties and Responsibilities

The main responsibilities and tasks of the Finance Management are the following:

  • Financial Accounting, Management and Reporting
    • In close cooperation with Managers in geographical areas, reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines, and donor requirements.
    • Ensure that proper financial procedures are adhered to and maintained at the Country Office, in collaboration with Budget Holders and in compliance with DRC rules and regulations.
    • In collaboration with the Head of Support Services, work with and support Budget Holders in budget preparations, realignments, monitoring and follow ups.
    • In collaboration with the Head of Support Services, Ensuring the Quality of the Master Budget
    • Ensure day-to-day accounting functions, including regular cash verification, cash/bank reconciliation, monthly cashbooks closing, advances’ reconciliation, timely submission of accounts to HQ finance desk.
    • Ensure payments to suppliers and recurrent expenditures from the Country Office are made in a timely manner and authorization done as per IDRA and CT authorization.
    • Gather information from the relevant Area Offices to consolidate budgets for project proposals according to projects’ needs and donor constraints; Propose sufficient program and support budgets including mission’s investment plans in close collaboration with the Head of Support Services.
    • Ensure a controlled and smooth cash flow management process for Country Program and ensuring all Area Offices have sufficient cashflow for operations.
    • Oversee the management of bank accounts in country office, as well as oversee Cash management and safe(s).
    • Maintenance of the Country Master Budget on a monthly basis and highlighting any foreseen gaps to the Head of Support Services for gap management. Also responsible for dissemination of the same to the respective Area Offices.
  • Capacity Development

    • Works closely with the Head of Support Services to implement, improve and maintain financial management policies, systems, structures, and procedures within the Country Office
    • Update the Job descriptions of finance department staff when required.
    • Provide technical support to the Area offices-based finance staff as well as providing leadership to the finance staff in the Country Office.
    • Proactively identify and act upon capacity Building needs of Finance staff based in the Country Office, providing training and other capacity-building where necessary to ensure that finance staff capacity is continuously developing.
    • Conduct on-the-job training for Budget Holders, guiding them through Budgeting, donor compliance and compliance to DRC handbook.
    • Plan field monitoring visits by the Country Office Finance staff to Area and Field office for field teams’ support
  • Technical Line Management Responsibilities

    • Ensure an ongoing, accurate both physical & digital data filing system for all Finance vouchers in the Country Office and relevant documentation in the program finance offices.
    • Ensure master in the DRC Dynamics (ERP) System and responsible for training other finance staff in the Country Office as well as in the Area offices.
    • Manage special projects, assigned by the Head of Support Services.
    • On request, perform any other additional duties assigned by the supervisor(s) in order to allow the organization to function optimally.

    • Post graduate University degree in Economics, Finance/Accounting or Business Administration.

2. Overall Purpose of the Role

Under the direct line management of the Area Manager, the Protection Specialist plays a pivotal role in the development and implementation of DRC’s protection sector strategy in the Northwest and Southwest regions of Cameroon. This position ensures that DRC’s protection program aligns with all DRC’s guidelines, SOPs, and global protection standards, encompassing Mental Health and Psychosocial Support (MHPSS), legal assistance, child protection, Gender-Based Violence (GBV), case management, and capacity building. The Protection Specialist is responsible for supporting the delivery of high-quality protection services across all these areas in close collaboration with the Area Manager and the Protection Coordinator at the country level.

To this aim, the Protection Specialist will support the harmonization and rollout of tools, guidelines, and SOPs, strengthen referral pathways and ensure standard donor and data analysis/reporting methods (in collaboration with MEAL) are in place for these activities.

The role is mainly to :

  • Develop and implement strategies, tools, and guidance to ensure the effective delivery of high-quality protection services, including legal assistance, MHPSS, GBV, and case management. This includes conducting regular field visits for monitoring and providing technical support, ensuring that activities align with international standards and SOPs.
  • Lead efforts in capacity building, coordination, and strategic planning by working closely with the Protection Coordinator, Project Managers, and other stakeholders. This includes contributing to the design and implementation of protection strategies, developing capacity-building plans, ensuring effective data management, and representing DRC in relevant coordination bodies.

3. Tasks and responsibilities

Main responsibilities

Project Design

  • Contribute to the development and implementation of DRC’s sector strategy in Southwest and Northwest regions of Cameroon, focusing on legal assistance, MHPSS, Case Management (CM), Individual Protection Assistance (IPA), Community-Based Protection (CBP) and Gender-Based Violence (GBV)
  • Identify community needs and gaps in protection services in collaboration with the Protection Coordinator and Project Manager (PM)
  • Develop guidance on mobile implementation and integration of protection with other core sectors, ensuring a participatory community-based approach.
  • Provide technical input for the development and implementation of relevant SOPs, technical standards, and MOUs with specialized service providers.
  • Participate in proposal development by providing context analysis, legal analysis, technical sector-specific analysis, beneficiary information, and technical feedback.

Implementation

  • Develop program tools and guidance notes to support and reinforce the quality of protection activities.
  • Provide technical support to the Protection team and the Project Manager, ensuring the delivery of high-quality legal assistance, MHPSS, GBV, CM services, and other individual assistances, with oversight at the field level by Project Managers.
  • Conduct regular field visits to monitor implementation quality, provide technical advice, and conduct needs assessments to guide capacity building.
  • Support the adoption of standardized community-level PSS methodologies and associated monitoring and evaluation mechanisms.
  • Ensure quality control of protection activities, including Protection Monitoring, GBV, Child Protection, Community-Based Protection, and civil documentation, aligning with international and national standards and SOPs.

Capacity Building

  • Assess training and development needs within the Protection team, develop a capacity-building plan, and implement it with the support of the Protection Coordinator.
  • Participate in the recruitment and capacity building
  • Establish processes and systems that lead to general capacity building and professionalization of DRC staff and partners on protection.
  • Support information management needs, ensuring data consistency, integrity, and continuous availability for decision-making and project design.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Support the Project Manager in the establishment and regular updates of the MEAL plan, ensuring appropriate indicator and quality tracking (both quantitative and qualitative).
  • Stay informed on developments impacting the protection environment in Southwest and Northwest, providing ongoing analysis of key issues.

Coordination and Representation

  • Actively participate in and represent DRC in the Protection Cluster, assigned AOR, working groups, and other protection-related meetings.
  • Ensure coordination with other agencies to address the specific needs of vulnerable communities.
  • Contribute to national cluster transitions through Technical Coordinators, focusing on context, needs, and coordination possibilities.
  • Serve as a backup to the Protection Coordinator in coordination meetings when necessary.

Technical Support

  • Provide technical assistance to project managers, guiding team management and improvement plans.
  • Offer support in case management, technical validation of IPA, SNF, case openings, quality monitoring of documentation, and ensuring confidentiality, with the support of the Protection Information Management Specialist.
  • Participate in the technical review of protection activity terms of reference, ensuring alignment with DRC’s SOPs.
  • Contribute to the development of protection training modules and technical tools, supporting the dissemination and implementation of the protection strategy in intervention areas.
  • Contribute in updating the current protection strategy

Experience and technical competencies

  • Proven experience of at least 4 years in Protection, including in Legal Assistance, MHPSS, Case Management, and Protection of IDPs in conflict-affected countries, is required.
  • Prior experience implementing Legal Assistance, MHPSS, Case Management at a community level is required; previous experience in GBV (including GBV case management) is strongly recommended;
  • Experience providing technical guidance, developing and delivering participatory training/capacity building is desired;
  • Significant knowledge of International Humanitarian and Human Rights Laws and International standards relating to the protection of IDPs;
  • Experience in report writing, data/information analysis, and M&E;

2. Contexte

Sous la direction du bureau rĂ©gional de Dakar et en lien Ă©troit avec les interventions en RĂ©publique centrafricaine (RCA) voisine, DRC a commencĂ© ses opĂ©rations au Cameroun en 2018 en rĂ©pondant aux besoins humanitaires des rĂ©fugiĂ©s de RCA et des Camerounais vulnĂ©rables dans la rĂ©gion de l’Adamaoua. Actuellement, DRC opĂšre un bureau principal Ă  Meiganga et deux bureaux secondaires Ă  Djohong (rĂ©gion de l’Adamaoua) et Ă  Garoua-Boulai (rĂ©gion de l’Est). DĂ©but 2019, DRC a Ă©galement initiĂ© des opĂ©rations dans la rĂ©gion du Sud-Ouest pour fournir une assistance rĂ©pondant aux besoins de base des populations en matiĂšre de nourriture, d’abris et de protection dans les zones rurales et difficiles Ă  atteindre. En 2023, DRC initie une intervention dans le dĂ©partement du Logone-et-Chari, Ă  l’ExtrĂȘme Nord avec la prioritĂ© de chercher des solutions aux causes profondes des conflits intercommunautaires Ă  travers une programmation sur la consolidation de la paix et la rĂ©silience. DRC travaille avec diffĂ©rents partenaires locaux au Cameroun et augmente progressivement son soutien financier aux organisations de la sociĂ©tĂ© civile camerounaise. En 2024, DRC envisage Ă©tendre ses interventions dans le DĂ©partement de Mayo Tsanaga en coordination avec les autres acteurs humanitaires pour une rĂ©ponse en moyens de subsistance au profit des rĂ©fugiĂ©es les plus vulnĂ©rables du camp de Minawao.

2. Objet

BasĂ© Ă  Meiganga, le Capacity Strengthening Manager (CSM) travaille sous la supervision directe de l’Area Manager de l’Adamaoua et Est. Le CSM est responsable de l’ensemble du volet renforcement des capacitĂ©s des Ă©quipes/partenaires locaux de projets et du management de quelques spĂ©cialistes DRC dans la rĂ©gion. A cet effet, il devra veiller Ă  l’élaboration des modules de formation contextualisĂ©s et adaptĂ©s Ă  l’approche de graduation, Ă  la gestion de projet, au dĂ©veloppement des actions de mentorat et accompagnement des partenaires locaux tout en garantissant le strict respect des procĂ©dures de DRC et des bailleurs de fonds. Il contribuera Ă  la visibilitĂ© et au dĂ©veloppement des thĂ©matiques programmatiques et organisationnelles visant Ă  renforcer les Ă©quipes/partenaires en lien avec la vision programmatique DRC Cameroun.

DRC recherche pour ce poste une personne ayant une expĂ©rience avĂ©rĂ©e dans l’Ă©valuation des besoins en matiĂšre de renforcement des capacitĂ©s, le dĂ©veloppement et mise en Ɠuvre des formations formelles, des formations sur le terrain et des actions de mentorat pour les ONG locales ainsi que le personnel de l’organisation.

Pour ĂȘtre la/ le candidat.e choisi.e pour ce poste, il vous faut dĂ©montrer une excellente comprĂ©hension de la coordination de projets, l’accompagnement des ONG locales, la gestion de subvention, de fortes compĂ©tences managĂ©riales incluant l’encadrement technique du personnel, une posture proactive et une grande capacitĂ© Ă  atteindre des rĂ©sultats de qualitĂ© en un temps restreint. 3. Responsabilités

Gestion de formations

  • Consulter systĂ©matiquement les partenaires locaux sur les besoins en formation
  • Diagnostiquer les mĂ©thodologies existantes et proposer des approches pertinentes basĂ©es sur les leçons apprises
  • DĂ©velopper une mĂ©thodologie participative pour la crĂ©ation des modules de formation en impliquant les dĂ©partements, les coordinateurs techniques et l’équipe Grant si nĂ©cessaire.
  • DĂ©velopper, en consultation avec les diffĂ©rentes parties prenantes et renforts techniques, des modules de formation et outils opĂ©rationnels de haute qualitĂ© sous diffĂ©rents formats (vidĂ©os, texte, etc.) y compris des prĂ©sentations, des activitĂ©s pratiques, des lignes directrices, des ressources en support, des prĂ©-tests et des post-tests, etc.
  • Impliquer les parties prenantes sur la validation des outils et autre matĂ©riel de formation dĂ©veloppĂ©s pour une meilleure appropriation.
  • DĂ©velopper des SOP et des plans sur le renforcement des capacitĂ©s des ONG locales
  • Revue de l’existant et recherche documentaire (outils, matĂ©riel pĂ©dagogique, ressources en ligne, etc.) pour chaque thĂ©matique choisie et constitution d’une boĂźte Ă  outils.
  • Mettre en place un calendrier annuel de formations des cycles de formation et le partager avec toutes les parties
  • Identifier les potentiels formateurs chez les partenaires locaux et les former de façon spĂ©cifique sur les thĂ©matiques pertinentes.
  • RĂ©aliser toutes les formations dans la zone Adamaoua-Est et appuyer les autres bureaux de DRC selon le besoin
  • Participer Ă  l’accompagnement des formateurs lors de leurs premiers cycles, et procĂ©der Ă  des ajustements du matĂ©riel pĂ©dagogique si nĂ©cessaire.
  • Produire un guide de formateur/formatrice dĂ©taillĂ© et flexible visant Ă  : encadrer la mĂ©thodologie et les processus de mise en place des modules de formation, et Ă  encadrer la stratĂ©gie de dĂ©multiplication des formations et l’évaluation des compĂ©tences des bĂ©nĂ©ficiaires.
  • Promouvoir les bonnes pratiques en produisant rĂ©guliĂšrement des analyses sous la forme d’un article dĂ©taillant les enjeux, dĂ©fis et rĂ©ussites du volet renforcement des capacitĂ©s ainsi que les recommandations.
  • Contribuer Ă  l’Ă©laboration des rapports mensuels, trimestriels et annuels en lien avec les PM et l’équipe Grant.
  • Veiller au respect des exigences internes et externes en matiĂšre de rapports.

Gestion des partenariats

  • Maintenir une communication claire et transparente avec les partenaires locaux
  • Assurer une collaboration fluide avec les ONG locales en adĂ©quation avec la stratĂ©gie de DRC Cameroun. Est redevable de l’implication et de l’engagement des partenaires locaux dans la mise en Ɠuvre des activitĂ©s et de la rĂ©alisation de l’ensemble des engagements selon les termes des contrats de sous subvention signĂ©s.
  • Renforcer la capacitĂ© des partenaires locaux Ă  garantir le respect des rĂšgles et rĂšglements des accords respectifs avec les bailleurs.
  • Soutenir les partenaires locaux pour assurer la conformitĂ© avec les rĂšgles et rĂšglements de l’accord de subvention PRM et DRC.
  • Effectuer des visites rĂ©guliĂšres sur le terrain et dans les locaux de partenaires pour accompagner techniquement le personnel et s’assurer des avancĂ©es ainsi que de la qualitĂ© des interventions.
  • Garantir une communication permanente sur l’accompagnement des ONG locales afin d’identifier des opportunitĂ©s de synergies et mutualisations possibles avec les autres projets de la zone.
  • Engagement actif avec les autres acteurs dans la mĂȘme localitĂ©/ secteur de mise en Ɠuvre, participation aux rĂ©unions de coordination externe et partage de comptes rendus.

Gestion de subventions

  • Suivi de contrats : maitrise des contrats signĂ©s avec les bailleurs de fonds pour les projets sous sa responsabilitĂ© et est redevable du respect des engagements contractuels sur les projets.
  • Communication et visibilitĂ© : S’assure que les engagements de DRC en matiĂšre de communication et visibilitĂ© sont remplis en lien avec l’équipe communication basĂ©e Ă  YaoundĂ©.
  • DĂ©veloppement de projets : Est force de proposition pour les opportunitĂ©s de financement et en Ă©troite collaboration avec l’AM et la HoP basĂ©e Ă  YaoundĂ©, contribue et soutient activement la rĂ©daction de notes conceptuelles et propositions de projets en identifiant et supervisant des Ă©valuations de besoins ou d’impact.

ContrÎle qualité

  • Coordonne avec le dĂ©partement MEAL pour l’organisation des Ă©valuations sur le terrain et des sĂ©ances de restitution avec l’ensemble des Ă©quipes programme. Apporte un Ă©clairage programmatique aux rapports MEAL.
  • S’assure que le personnel MEAL sur la base aient des rĂ©unions de coordination hebdomadaires pour la planification des activitĂ©s
  • Collecte les leçons tirĂ©es et meilleures pratiques ainsi que les Ă©tudes de cas (de DRC et/ou d’autres partenaires) qui pourront servir dans les rapports aux bailleurs et les supports de communication de DRC.
  • Veille Ă  la mise en Ɠuvre de toutes les activitĂ©s conformĂ©ment Ă  la Norme Humanitaire Fondamentale (CHS) et aux politiques de DRC; S’assure que le genre est pris en compte dans l’ensemble du cycle de projet ; Applique les recommandations de DRC Cameroun en matiĂšre de redevabilitĂ©.

Management d’équipe

  • Recrutement : Recrutement du personnel de mise en Ɠuvre de projets en adĂ©quation avec les besoins et les ressources nĂ©cessaires. PrĂ©paration des TDR du personnel, des tests et des entretiens en collaboration avec les services RH.
  • Gestion d’équipe : Coach l’équipe de spĂ©cialistes pour la rĂ©alisation effective et efficiente du cycle de projets et la mise en Ɠuvre des activitĂ©s. Assure que les spĂ©cialistes collaborent Ă©troitement avec l’équipe support pour le respect des politiques et procĂ©dures du DRC en matiĂšre de financement, d’achats et de logistique, notamment par une planification efficace hebdomadaire, mensuelle et trimestrielle ; Signale les problĂšmes de gestion de ressources/effectifs Ă  l’Area Manager pour dĂ©cision. Organise les congĂ©s du personnel de maniĂšre efficace.
  • DĂ©veloppement du personnel : Identifie les besoins en formation en lien avec les thĂ©matiques du projet et des possibilitĂ©s de formation internes et externes en fonction du budget disponible sur le projet ; Contribue Ă  la gestion de carriĂšre au sein de DRC; Organisation d’évaluation de qualitĂ© avec des objectifs de performance pour l’ensemble des membres de l’équipe
  • Suivi budgĂ©taire : MaĂźtrise les outils de suivi budgĂ©taires et fait des prĂ©visions rĂ©alistes et en temps rĂ©el. Garanti la cohĂ©rence gĂ©nĂ©rale de l’utilisation des lignes budgĂ©taires des activitĂ©s des programmes, pour une utilisation efficace et efficiente des ressources, y compris financiĂšres et humaines, et de tous les actifs ; Est proactif dans l’identification de risques de sur/ sous dĂ©pense et propose des solutions pour rĂ©soudre les risques identifiĂ©s.
  • Achats : En lien avec les PM, s’assurer que les projets sont couverts par un plan d’achat Ă  jour en coordination avec la logistique. Il planifie et le suivi les achats avec le dĂ©partement logistique. S’assure de l’application des procĂ©dures de DRC en matiĂšre de commande, transport, rĂ©ception et stockage des achats. Participe aux comitĂ©s d’achats lorsque nĂ©cessaire
  • Flotte de vĂ©hicules : Consolide les demandes de mouvement pour les Ă©quipes projet et les partage avec l’équipe logistique pour la consolidation et transmission Ă  l’Area Manager. S’assure d’une utilisation organisĂ©e et raisonnĂ©e des mouvements, en lien avec les exigences programmatiques
  • Communication : Consolide les besoins en communication pour les Ă©quipes projet. S’assure d’une utilisation raisonnĂ©e des moyens de communication en collaboration avec l’équipe communication de YaoundĂ©.

Gestion de la sĂ©curitĂ© et de l’accĂšs

  • Entretient une relation Ă©troite avec le ChargĂ© de SĂ©curitĂ© pour dĂ©velopper une connaissance accrue de la zone d’intervention et des menaces ;
  • Assurer la sensibilisation des Ă©quipes projet aux rĂšgles applicables de sĂ©curitĂ© de DRC et appuyer le ChargĂ© de sĂ©curitĂ© Ă  en garantir leur application Ă  tous les niveaux ;
  • Signaler immĂ©diatement toute violation des protocoles de sĂ©curitĂ© et recommander des mesures appropriĂ©es, conformĂ©ment aux procĂ©dures de DRC.

Représentation et relations

  • Appuyer l’Area Manager pour reprĂ©senter les programmes DRC comme requis dans les rĂ©gions de l’Adamaoua et Est;
  • Coordonner Ă©troitement les activitĂ©s de DRC avec les autoritĂ©s nationales, les agences de l’ONU et les ONG locales/ internationales, de mĂȘme qu’avec les autres parties prenantes au besoin ;
  • DĂ©velopper des relations Ă©troites et communiquer rĂ©guliĂšrement avec les reprĂ©sentants des rĂ©fugiĂ©s, les leaders locaux et des services techniques, et appuyer le Responsable de Zone dans les relations avec les autoritĂ©s administratives, etc.

Il est attendu du CSM qu’il s’acquitte de toute autre tĂąche exigĂ©e par sa hiĂ©rarchie et correspondant Ă  son poste.

4. Qualifications requises

Expérience et compétences requises

  • DiplĂŽme de cycle supĂ©rieur (Master) en IngĂ©nierie de la Formation, IngĂ©nierie PĂ©dagogique et Formation, en droit, sciences sociales, relations internationales ou domaine en lien avec la position en question
  • ExpĂ©rience d’au moins 3 ans en tant que gestionnaire de projet (project manager), et d’au moins 2 ans dans la Coordination de programmes multisectoriels

  • Bachelor’s degree in international development, public administration, political science, or other relevant field. Master’s degree preferred.

  • Significant experience in technical areas such as local governance, decentralization, public sector reform, fiscal transparency, and/or anti-corruption.

  • Ten (10) years’ experience including as deputy technical director, senior management/specialist, or equivalent position with skills in strategic planning, management, supervision, and budgeting is strongly preferred. International NGO or donor experience is strongly preferred.

  • Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.

  • High levelof interpersonal, technical, communication, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.

  • Prior experience in Cameroon required.

  • Strong interpersonal and written/oral communication skills.

  • Working proficiency in English and French is required
