The Opportunity

Global Assurance is part of Plan International’s governance framework and was established to provide independent, objective assurance and consulting services designed to add value and improve Plan International’s operations. It helps Plan accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes

The role of the GA Senior is to conduct assurance engagements or other reviews at the regional or global level to provide management and the international board with assurance that key systems, programs, processes, policies, and controls are working as expected. The role also includes acting as a team member on various projects or products to implement the GA strategy as agreed upon with the GA Director or GA Managers. Additionally, the role supports the GA Manager in strengthening the second line at the Country offices and acts as a consultant with management teams at the country and regional level about relevant practices in governance, risk, and control of the organisation. The role builds upon audit principles but requires a combination of problem-solving, process improvement, and systems thinking to reduce risk and enhance the performance of the organisation.

About You

You have extensive knowledge of core business operations such as finance, procurement, human resources, and information technology. You know the principles, practices, and techniques of auditing and risk management, and the requirements of the Standards for Professional Practice of Internal Auditing. You are fluent in both spoken and written English and French. You have a good understanding of project and programme management, especially in the international aid and development sector.

The IRC started operations in Cameroon in 2016 to respond to the increasing concerns for people affected by violence linked to Boko Haram, in the Far North region of the country. Assistance to displaced populations extends across the Far North, mostly in Mayo Sava, Mayo Tsanaga and Logone & Chari. Teams deliver lifesaving programming to increase access to water and improving hygiene practices in vulnerable displaced and host communities, cash programming to enable families to meet basic needs and improve food security, and protection programming, including prevention and response to gender-based violence. Longer-term resilience programs are also being developed that bridge the gap between humanitarian and longer-term development needs, especially around livelihoods and social cohesion. The IRC has its main field base in Maroua.

Following the escalation of the crisis in the anglophone regions of Cameroon in the Northwest and Southwest region, the IRC started its operations in 2018 by opening an office and presence in Buea (SW) and then in 2019 in Bamenda (NW). Today, IRC’s work in these regions includes basic needs programming (water, food, livelihoods) as well as protection services to internally displaced populations and vulnerable host communities. IRC works mostly through its local partners in the NW and in the SW, there is a main field base in Buea with sub-offices in Kumba and Mamfe.

Scope of Work

Reporting to the Regional Vice President who is based in Nairobi, the Country Director will provide the strategic vision and leadership for the Cameroon country program. S/he is responsible for ensuring the design and delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team. S/he will work closely with, and receive support from, regional and headquarters program technical units; measurement unit; safety and security unit; regional finance and operations staff.

The IRC Country Director is responsible for overall leadership and supervisory management of IRC personnel, programs, and operations in the country, including stewardship of resources, staff safety and security, program quality and accountability, and performance management; S/he is IRC’s principal representative to Cameroon government officials, donors, international organizations, Cameroonian civil society, and other NGOs (national and international). The Country Director leads country program staff in developing and implementing the Strategic Action Plan and in pursuing the outcomes and objectives identified in IRC’s global strategy.

At the moment, the IRC Cameroon CD directly line manages 8 staff in a country program of approximately 160 staff. Specifically, the CD supervises the following roles as well as leading the Senior Management Team (SMT):

– 1 Field Coordinator based in Maroua

– 1 Field Coordinator based in Buea

– 1 Deputy Director for Finance (DDF) based in Yaounde

– 1 Deputy Director for Programs (DDP) based in Yaounde

– 1 Security & Access Coordinator based in Buea

– 1 Compliance Coordinator based in Yaounde

– 1 Operations Coordinator based in Yaounde

– 1 People & Culture Coordinator (HR) based in Yaounde

Specific Responsibilities

Strategic Planning and Management

• Working closely with the Regional Vice President, and the regional team, implement and adapt as necessary the Strategy Action Plan for IRC Cameroon

• Ensure that structures and systems are in compliance with IRC standards, and that they support program delivery and promote management coordination and efficiency throughout the country program

• Participate and assist in driving planning processes for IRC’s current programs across Cameroon’s Far North and NWSW regions to ensure IRC’s technical competencies, contextual knowledge and partnerships with national partners, community groups, governments, donors and civil society are leveraged to provide new and innovative programs within the constantly evolving environment.

Program Quality & Development

• Working closely with the DDP and Regional Program Support Unit, develop program strategies in accordance with IRCs mission and the Outcome and Evidence Framework.

• Ensure the consistent use of well managed assessment, design and proposal development processes.

• Promote a team approach and positive learning environment utilizing headquarters, country program and operations staff and partners to consistently enhance the quality of design and implementation.

Key Partner, Donor Relations and Building local partnerships

• Working closely with the Awards Management Unit, develop IRC as a partner of choice for major international donors.

• Develop and maintain a high level of understanding of donor priorities, country plans and planned funding initiatives.

• Maintain and expand participation with key donors, host government, local partners and relevant policy and coordinating bodies.

• Represent IRC with Cameroonian authorities, and work to decrease bureaucratic and operational impediments to our humanitarian action

• Lead IRC’s efforts to develop a network of local partners from civil society, government and the private sector, empowering these entities to make key decisions and deliver quality services to customers; set up mechanisms for strategic visits or exchanges with partners; while positioning IRC as a partner of choice.

• Ensure SMT’s accountability to achieve the partnership ambition, setting the tone by promoting a transformative, localization-focused partnership culture by engaging the country program & staff.

• Ensure that IRC’s structuring, recruitment, staff development and performance management processes for key partnership roles are guided by PEERS in line with the partner portfolio, as well as by IRC’s partnership principles, competencies and approaches.

• Ensure that an appropriate partnership organizational structure is in place, with formalization of R&R in the form of RASCI and integration of priority tasks into the JD of SMT & key-staff members, including the establishment of a Partnership Working Group.

Fundraising and Budget Management

• Working closely with DDF and larger SMT as well as regional and HQ Finance teams, to ensure submission of appropriate, timely high quality proposals and lead required donor negotiations.

• Supervise and identify appropriate sources for match fund requirements and coverage of funding gaps.

• Working closely with the DDF, provide timely and effective oversight of the financial position of the country program including identification and implementation of required changes to match funding levels.

• Working closely with the DDP and DDF, maintain effective and coordinated budget monitoring processes for grant funds and discretionary funds.

Security & Operations Management

• Working closely with the Security & Access Coordinator, ensure that the security management plan for the country program is regularly updated, and ensure consistent monitoring and analysis of the security environment and adherence by all staff to the IRC security protocols and procedures.

• Working with the access team and Field Coordinators, continuously assess access constraints and work to improve the quality of access to IRC clients in the field

• Working with country senior management team ensure the development, implementation and monitoring of financial and operational policy and procedures to ensure alignment with IRC and donor policies across the program.

People and Culture Management, Staff Development & Retention

• Working closely with the P&C teams, develop a positive work environment for all staff supported by a fit-for-purpose operational structure

• Provide leadership support for the successful implementation of and adherence to the Organization Global and National HR Operating Policies and Procedures.

• Model the “IRC Way” – Global Standards for Professional Conduct, through demonstrable realization of values: Integrity; Accountability; Service and Equality

• Champion the IRC’s approach to Gender Equality, Diversity, Equality and Inclusion and Safeguarding, ensuring that all staff and clients are protected and respected.

• Support any strategy aimed at ensuring staff well-being in line with IRC Duty of care internal policies

Qualifications

• Graduate degree in relevant field or equivalent experience

• A strategic and people-focused leader with the ability to adapt to evolving contexts and prioritize tasks, resources, and their time

• At least ten (10) years of international work experience at senior leadership levels, covering both humanitarian and development programming

• Extensive program development and fundraising experience, prior experience with European, US and international donors

• Proven success in leading project

• Extensive budget and fiscal oversight experience

• Ability to work and live in complex environment.

• Proficiency with the Microsoft Office Suite, especially Word, Excel, PowerPoint and Outlook.

• A keen understanding of political complexities Central and West Africa, as they relate to post conflict recovery. Knowledge of Cameroon is a plus.

Demonstrated Managerial/Leadership Competencies:

Demonstrated successful leadership and people management experience with a multi-disciplinary, teams with multifaceted strengths in cross-cultural settings, including active mentoring and coaching and active championing of inclusion at all levels. This role requires strong leadership abilities and interpersonal skills, ability to deploy strong communications optimally, both internally and externally; enjoy developing networks to build partnerships and diversify program resources.

Languages Required/Preferred:

Full fluency in both spoken and written French and English is required, as Cameroon is a bilingual country. Note that members of the SMT speak both French and English and all communication to staff must be produced in both languages.

L’assistance aux populations déplacées s’étend à l’ensemble de l’Extrême-Nord, principalement dans le Mayo Sava, le Mayo Tsanaga et le Logone & Chari. Les équipes mettent en œuvre des programmes de lifesaving pour améliorer l’accès à l’eau et les pratiques d’hygiène dans les communautés vulnérables déplacées et hôtes, des programmes en espèces pour permettre aux familles de répondre aux besoins de base et d’améliorer la sécurité alimentaire, et des programmes de protection, y compris la prévention et la réponse aux violences basées sur le genre. Des programmes de résilience à plus long terme sont également élaborés pour combler le fossé entre les besoins humanitaires et les besoins de développement à plus long terme, notamment en ce qui concerne les moyens de subsistance et la cohésion sociale. L’IRC a sa base principale à Maroua.

Domaine d’activité

Sous la responsabilité de la vice-présidente régionale basée à Nairobi, le/la Directeur/ce Pays fournira la vision stratégique et le leadership pour le programme de pays du Cameroun. Il/elle est responsable de la conception et de la mise en œuvre de programmes de qualité, des relations avec les donateurs et le gouvernement, de la collecte de fonds et de la gestion du budget, de la gestion de la sécurité et des opérations, ainsi que du développement d’une équipe motivée et professionnelle. Il/elle travaillera en étroite collaboration avec les unités techniques des programmes régionaux et du siège, l’unité de mesure, l’unité de sûreté et de sécurité, le personnel régional des finances et des opérations, et bénéficiera de leur soutien.

Le/la Directeur/ce national/e de l’IRC est responsable de la direction générale et de la supervision du personnel, des programmes et des opérations de l’IRC dans le pays, y compris la gestion des ressources, la sûreté et la sécurité du personnel, la qualité et la responsabilité des programmes et la gestion des performances ; il/elle est le principal représentant de l’IRC auprès des représentants du gouvernement camerounais, des donateurs, des organisations internationales, de la société civile camerounaise et d’autres ONG (nationales et internationales). Le/la directeur/ce Pays dirige le personnel du programme national dans l’élaboration et la mise en œuvre du plan d’action stratégique et dans la poursuite des résultats et des objectifs identifiés dans la stratégie globale de l’IRC.

À l’heure actuelle, le/la Directeur/ce Pays de l’IRC au Cameroun dirige directement 8 personnes au sein d’un programme national d’environ 160 personnes. Plus précisément, il/elle supervise les rôles suivants et dirige l’équipe de direction (SMT) :

– 1 Directeur Adjoint pour les Finances (DDF) basé à Yaoundé

– 1 Coordinateur conformité basé à Yaoundé

– 1 Coordinateur des opérations basé à Yaoundé

– 1 Coordinateur Personel & Culture (HR) basé à Yaoundé

Responsabilités Spécifiques

Planification et gestion stratégiques

• En étroite collaboration avec la vice-présidente régionale et l’équipe régionale, mettre en œuvre et adapter, si nécessaire, le plan d’action stratégique pour l’IRC Cameroun.

• S’assurer que les structures et les systèmes sont conformes aux normes de l’IRC, et qu’ils soutiennent l’exécution des programmes et favorisent la coordination et l’efficacité de la gestion dans l’ensemble du programme du pays

• Participer et aider à diriger les processus de planification des programmes actuels de l’IRC dans les régions de l’Extrême-Nord et du Nord-Ouest du Cameroun afin de s’assurer que les compétences techniques, les connaissances contextuelles et les partenariats de l’IRC avec les partenaires nationaux, les groupes communautaires, les gouvernements, les donateurs et la société civile sont mis à profit pour fournir des programmes nouveaux et novateurs dans un environnement en constante évolution

Qualité et développement des programmes

• En étroite collaboration avec le DDP et l’unité régionale de soutien aux programmes, élaborer des stratégies de programme conformément à la mission de l’IRC et au cadre de résultats et de preuves.

• Veiller à l’utilisation cohérente de processus d’évaluation, de conception et d’élaboration de propositions bien gérés.

• Promouvoir une approche d’équipe et un environnement d’apprentissage positif en utilisant le personnel du siège, des programmes nationaux et des opérations ainsi que les partenaires afin d’améliorer constamment la qualité de la conception et de la mise en œuvre.

Partenaire clé, relations avec les donateurs et établissement de partenariats locaux

• En étroite collaboration avec l’unité de gestion des prix, faire de l’IRC un partenaire de choix pour les principaux donateurs internationaux.

• Développer et maintenir un haut niveau de compréhension des priorités des donateurs, des plans nationaux et des initiatives de financement prévues.

• Maintenir et élargir la participation avec les principaux donateurs, le gouvernement hôte, les partenaires locaux et les organes politiques et de coordination concernés.

• Représenter l’IRC auprès des autorités camerounaises et s’efforcer de réduire les obstacles bureaucratiques et opérationnels à notre action humanitaire.

• Diriger les efforts de l’IRC pour développer un réseau de partenaires locaux issus de la société civile, du gouvernement et du secteur privé, en donnant à ces entités les moyens de prendre des décisions clés et de fournir des services de qualité aux clients ; mettre en place des mécanismes de visites ou d’échanges stratégiques avec les partenaires, tout en positionnant l’IRC comme un partenaire de choix.

• Assurer la responsabilité du SMT( Senior Management Team) pour réaliser l’ambition du partenariat, donner le ton en promouvant une culture de partenariat transformatrice, axée sur la localisation, en engageant le programme et le personnel du pays.

• Veiller à ce que les processus de structuration, de recrutement, de développement du personnel et de gestion des performances de l’IRC pour les rôles clés du partenariat soient guidés par PEERS en fonction du portefeuille de partenaires, ainsi que par les principes, les compétences et les approches du partenariat de l’IRC.

• Veiller à ce qu’une structure organisationnelle de partenariat appropriée soit en place, avec la formalisation de la R&R sous la forme de RASCI et l’intégration des tâches prioritaires dans le JD des membres de l’équipe de direction et du personnel clé, y compris la création d’un groupe de travail sur le partenariat.

Collecte de fonds et gestion du budget

• Travailler en étroite collaboration avec le DDF et l’équipe de direction élargie, ainsi qu’avec les équipes financières régionales et du siège, afin d’assurer la soumission de propositions de qualité appropriées et opportunes et de mener les négociations nécessaires avec les donateurs.

• Superviser et identifier les sources appropriées pour les besoins en fonds de contrepartie et la couverture des déficits de financement.

• En étroite collaboration avec le DDF, assurer un contrôle efficace et opportun de la situation financière du programme national, y compris l’identification et la mise en œuvre des changements nécessaires aux niveaux de financement de contrepartie.

• En étroite collaboration avec le DDP et le DDF, maintenir des processus de suivi budgétaire efficaces et coordonnés pour les fonds de subvention et les fonds discrétionnaires.

Gestion de la sécurité et des opérations

• En étroite collaboration avec le coordinateur de la sécurité et de l’accès, veiller à ce que le plan de gestion de la sécurité pour le programme national soit régulièrement mis à jour et assurer un suivi et une analyse cohérents de l’environnement de sécurité ainsi que l’adhésion de l’ensemble du personnel aux protocoles et procédures de sécurité de l’IRC.

• En collaboration avec l’équipe chargée de l’accès et les coordinateurs sur le terrain, évaluer en permanence les contraintes d’accès et s’efforcer d’améliorer la qualité de l’accès aux clients de l’IRC sur le terrain.

• En collaboration avec l’équipe de direction du pays, veiller à l’élaboration, à la mise en œuvre et au suivi de la politique et des procédures financières et opérationnelles afin de garantir l’alignement sur les politiques de l’IRC et des donateurs dans l’ensemble du programme.

Gestion du Personnel et de la culture, développement et fidélisation des employés

• En étroite collaboration avec les équipes de P&C, créer un environnement de travail positif pour l’ensemble du personnel en s’appuyant sur une structure opérationnelle adaptée.

• Apporter un soutien de premier plan à la mise en œuvre réussie et au respect des politiques et procédures opérationnelles de l’organisation en matière de ressources humaines, tant au niveau mondial qu’au niveau national.

• Modéliser le “IRC Way” – les normes mondiales de conduite professionnelle, par la mise en œuvre démontrable des valeurs : Intégrité, responsabilité, service et égalité.

• Défendre l’approche de l’IRC en matière d’égalité des sexes, de diversité, d’égalité et d’inclusion et de sauvegarde, en veillant à ce que l’ensemble du personnel et des clients soient protégés et respectés.

The IRC started operations in Cameroon in 2016 to respond to the increasing concerns for people affected by violence linked to Boko Haram, in the Far North region of the country. Assistance to displaced populations extends across the Far North, mostly in Mayo Sava, Mayo Tsanaga and Logone & Chari. Teams deliver lifesaving programming to increase access to water and improving hygiene practices in vulnerable displaced and host communities, cash programming to enable families to meet basic needs and improve food security, and protection programming, including prevention and response to gender-based violence. Longer-term resilience programs are also being developed that bridge the gap between humanitarian and longer-term development needs, especially around livelihoods and social cohesion. The IRC has its main field base in Maroua.

Following the escalation of the crisis in the anglophone regions of Cameroon in the Northwest and Southwest region, the IRC started its operations in 2018 by opening an office and presence in Buea (SW) and then in 2019 in Bamenda (NW). Today, IRC’s work in these regions includes basic needs programming (water, food, livelihoods) as well as protection services to internally displaced populations and vulnerable host communities. IRC works mostly through its local partners in the NW and in the SW, there is a main field base in Buea with sub-offices in Kumba and Mamfe.

Scope of Work

Reporting to the Regional Vice President who is based in Nairobi, the Country Director will provide the strategic vision and leadership for the Cameroon country program. S/he is responsible for ensuring the design and delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team. S/he will work closely with, and receive support from, regional and headquarters program technical units; measurement unit; safety and security unit; regional finance and operations staff.

The IRC Country Director is responsible for overall leadership and supervisory management of IRC personnel, programs, and operations in the country, including stewardship of resources, staff safety and security, program quality and accountability, and performance management; S/he is IRC’s principal representative to Cameroon government officials, donors, international organizations, Cameroonian civil society, and other NGOs (national and international). The Country Director leads country program staff in developing and implementing the Strategic Action Plan and in pursuing the outcomes and objectives identified in IRC’s global strategy.

At the moment, the IRC Cameroon CD directly line manages 8 staff in a country program of approximately 160 staff. Specifically, the CD supervises the following roles as well as leading the Senior Management Team (SMT):

Specific Responsibilities

Strategic Planning and Management

• Working closely with the Regional Vice President, and the regional team, implement and adapt as necessary the Strategy Action Plan for IRC Cameroon

• Ensure that structures and systems are in compliance with IRC standards, and that they support program delivery and promote management coordination and efficiency throughout the country program

• Participate and assist in driving planning processes for IRC’s current programs across Cameroon’s Far North and NWSW regions to ensure IRC’s technical competencies, contextual knowledge and partnerships with national partners, community groups, governments, donors and civil society are leveraged to provide new and innovative programs within the constantly evolving environment.

Program Quality & Development

• Working closely with the DDP and Regional Program Support Unit, develop program strategies in accordance with IRCs mission and the Outcome and Evidence Framework.

• Ensure the consistent use of well managed assessment, design and proposal development processes.

• Promote a team approach and positive learning environment utilizing headquarters, country program and operations staff and partners to consistently enhance the quality of design and implementation.

Key Partner, Donor Relations and Building local partnerships

• Working closely with the Awards Management Unit, develop IRC as a partner of choice for major international donors.

• Develop and maintain a high level of understanding of donor priorities, country plans and planned funding initiatives.

• Maintain and expand participation with key donors, host government, local partners and relevant policy and coordinating bodies.

• Represent IRC with Cameroonian authorities, and work to decrease bureaucratic and operational impediments to our humanitarian action

• Lead IRC’s efforts to develop a network of local partners from civil society, government and the private sector, empowering these entities to make key decisions and deliver quality services to customers; set up mechanisms for strategic visits or exchanges with partners; while positioning IRC as a partner of choice.

• Ensure SMT’s accountability to achieve the partnership ambition, setting the tone by promoting a transformative, localization-focused partnership culture by engaging the country program & staff.

• Ensure that IRC’s structuring, recruitment, staff development and performance management processes for key partnership roles are guided by PEERS in line with the partner portfolio, as well as by IRC’s partnership principles, competencies and approaches.

• Ensure that an appropriate partnership organizational structure is in place, with formalization of R&R in the form of RASCI and integration of priority tasks into the JD of SMT & key-staff members, including the establishment of a Partnership Working Group.

Fundraising and Budget Management

• Working closely with DDF and larger SMT as well as regional and HQ Finance teams, to ensure submission of appropriate, timely high quality proposals and lead required donor negotiations.

• Supervise and identify appropriate sources for match fund requirements and coverage of funding gaps.

• Working closely with the DDF, provide timely and effective oversight of the financial position of the country program including identification and implementation of required changes to match funding levels.

• Working closely with the DDP and DDF, maintain effective and coordinated budget monitoring processes for grant funds and discretionary funds.

Security & Operations Management

• Working closely with the Security & Access Coordinator, ensure that the security management plan for the country program is regularly updated, and ensure consistent monitoring and analysis of the security environment and adherence by all staff to the IRC security protocols and procedures.

• Working with the access team and Field Coordinators, continuously assess access constraints and work to improve the quality of access to IRC clients in the field

• Working with country senior management team ensure the development, implementation and monitoring of financial and operational policy and procedures to ensure alignment with IRC and donor policies across the program.

People and Culture Management, Staff Development & Retention

• Working closely with the P&C teams, develop a positive work environment for all staff supported by a fit-for-purpose operational structure

• Provide leadership support for the successful implementation of and adherence to the Organization Global and National HR Operating Policies and Procedures.

• Model the “IRC Way” – Global Standards for Professional Conduct, through demonstrable realization of values: Integrity; Accountability; Service and Equality

• Champion the IRC’s approach to Gender Equality, Diversity, Equality and Inclusion and Safeguarding, ensuring that all staff and clients are protected and respected.

Qualifications

• Graduate degree in relevant field or equivalent experience

It provides a shared strategic framework that connects advocacy efforts across Plan International offices and supports choices and priority-setting at each level of the organisation. It puts girls’ and young women’s agency, leadership and organisation at the heart of our advocacy and reflects significant contextual shifts (COVID-19 pandemic, escalating humanitarian and climate crises) and our commitment to principles of human rights, social justice, anti-racism, decolonization, localisation, inclusion and intersectionality.  

 

In this role you will support the implementation of the GLAS across the Plan International Federation, facilitating effective linkages across thematic agendas and offices, and will support, coordinate, and manage integrated local-to-global advocacy plans that contribute to the global-level 2022-2024 influencing priorities (set out in the Global Influencing Ambition). You will support the piloting and implementation of a monitoring framework currently being developed to track progress against the GLAS Goals and will develop best practice for key approaches to guide GLAS implementation.  You will also be responsible for coordinating and leading on the new global policy agendas that underpin the successful implementation of the GLAS.

  • Experience of managing advocacy strategies across multiple countries to achieve impact in global processes, including coordination of advocacy and strategic communications, ideally within an INGO

Qualifications

1- Compétences professionnelles génériques :

  • Un minimum de 2 ans d’expérience de travail à but non lucratif ou dans des ONG au sein de programmes internationaux d’aide humanitaire avec des capacités démontrées dans la planification, l’organisation et l’exécution d’opérations de sécurité sur le terrain.
  • Comprendre les principes humanitaires, le code de conduite et le travail sous-sectoriel spécifique lié aux contextes de terrain et d’opérations des ONG.
  • Connaissances avancées en technologie des communications, y compris les communications par satellite, la téléphonie cellulaire, etc.
  • Capacité à acquérir une compréhension précise des différentes politiques, positions opérationnelles et interactions locales, régionales, nationales et internationales, en fournissant des informations et une analyse dynamiques claires des situations de sécurité et politiques données et en cours lorsqu’elles se produisent.
  • Ancienne gestion de la sécurité des ONG, un atout.
  • Français écrit et verbal indispensable. L’anglais est un avantage supplémentaire.

2- Compétences comportementales

Responsibilities

1- Responsabilités générales

  • Assurer l’adhésion au plan de gestion de la sécurité et aux SOPs du NRC Cameroun.
  • Mettre en œuvre les tâches de HSS déléguées conformément au plan d’action.
  • Préparer et élaborer des rapports d’étape selon les besoins de la direction.
  • Veiller au bon classement des documents.
  • Assurer un soutien HSS aux projets ciblant les bénéficiaires les plus démunis, et explorer et évaluer de nouvelles et meilleures façons de soutenir les équipes du programme.
  • Promouvoir et partager les idées d’amélioration technique

2- Responsabilités spécifiques

Planification de la sûreté et de la sécurité

  • Apporter un appui sur la gestion de la sécurité du Cameroun da façon continue.
  • Assurer la conformité au cadre de gestion de la sécurité du NRC dans le SMP et toutes les annexes. Travailler avec le responsable HSS pour développer, consolider et mettre en œuvre des procédures d’exploitation et des plans d’urgence ;
  • Fournir des contributions à l’évaluation et examiner les plans d’hibernation et d’évacuation dans le bureau et les résidences du NRC à Yaoundé et ailleurs sur demande et s’assurer que les préparatifs pratiques sont en place et connus de tout le personnel impliqué ;
  • Effectuer des évaluations des risques des bureaux et des résidences. Assurer le suivi des actions à entreprendre pour assurer le respect des normes de sûreté et de sécurité.
  • Entreprendre des évaluations continue de l’équipement et des protocoles selon lesquels cet équipement est utilisé pour s’assurer que les conditions minimales de sécurité sont respectées.
  • Construire l’acceptation pour autonomiser et élargir la programmation humanitaire.
  • Développer des relations permanentes avec les autorités locales au besoin et avec les autres acteurs/leaders communautaires essentiels.
  • Veiller à ce que le NRC, sa mission et son travail dans la région soient connus et acceptés.
  • Travailler pour encourager les parties prenantes à travailler avec le NRC pour s’assurer que le personnel et les programmes sont en sécurité et autorisés à poursuivre leurs activités humanitaires.
  • Responsable du contrôle des mouvements (MOVCON) dans toutes les zones opérationnelles du NRC au Cameroun.
  • Surveiller quotidiennement tous les mouvements officiels du NRC au Cameroun à l’intérieur et entre les sites sur le terrain et à Yaoundé et effectuer tous les enregistrements nécessaires.
  • En coordination avec le responsable HSS, assurer la liaison avec les acteurs de la sécurité concernés, par exemple, le point focal de sécurité des ONG, d’autres coordinateurs de sécurité des ONG, les contacts UNDSS de la région, les parties prenantes de la communauté locale, les gouverneurs, etc.

Normes et procédures de sécurité du CNRC

  • S’assurer que les normes et procédures minimales de sécurité opérationnelle sont mises en œuvre dans le bureau extérieur et signaler rapidement au superviseur les lacunes – liste à jour des refuges, etc.
  • Fournir un renforcement des capacités au personnel du NRC – programme et soutien – sur des sujets liés à la sécurité et des formations ad hoc.
  • Assurer la liaison avec l’équipe logistique afin de s’assurer que l’équipement de communication, la sécurité des locaux du NRC mis en place et les stocks d’urgence sont en place, opérationnels et conformes aux normes requises.
  • Fournir un soutien au personnel du NRC qui doit signaler des incidents ou des situations critiques.
  • Surveiller quotidiennement tous les mouvements officiels du NRC au Cameroun à l’intérieur et entre les sites de terrain et Yaoundé et effectuer tous les enregistrements nécessaires.
  • Mener des évaluations SRA rapides et rédiger des rapports dans tous les domaines opérationnels du NRC en tant que délégué
  • Assurer la conformité au MOSS/MOISS de toutes les opérations et infrastructures du NRC au Cameroun
  • Maintenir et mettre à jour régulièrement une liste de contacts externes détaillée
  • Maintenir à jour l’arbre de communication d’urgence par AO et CO
  • Surveiller le contexte et la situation sécuritaire au Cameroun et signale tout changement au responsable HSS
  • Rédiger les différents rapports et les soumet au responsable HSS
  • Préparer les documents d’approvisionnement pour les acquisitions d’actifs (PR)
  • Sous la supervision directe du responsable HSS, initier, planifier et diriger les formations HEIST et FFA pour tout le personnel au Cameroun (à condition que le titulaire du poste soit un formateur certifié par l’unité de formation NRC HO). Sinon, assister le formateur certifié pour mener toutes les formations mentionnées ci-dessus.
  • Préparer et organiser des séances d’information (briefing) sur le HSS pour le personnel nouvellement recruté ainsi que des séances d’information de rappel sur la SRA et le contexte

Supervision des agents de Sécurité

  • S’assurer que les gardiens du NRC ont la formation et la compréhension nécessaires pour s’acquitter de leurs tâches de manière professionnelle.
  • Préparer le calendrier mensuel des gardes et s’assurer que la force de garde nécessaire est présente en tout temps dans les locaux du NRC.
  • S’assurer que les gardes contrôlent efficacement et professionnellement tous les mouvements à l’intérieur et à l’extérieur de l’enceinte du NRC.
  • Signaler tout problème, absence non autorisée ou problème disciplinaire concernant les gardiens à sa hiérarchie sans délai.
  • Entreprendre une évaluation régulière des performances des gardes conformément aux procédures du NRC.

Devoir de Rendre Compte

  • Rapports rapides aux superviseurs immédiats et au service de sécurité du NRC sur les situations de sécurité affectant le personnel et les opérations du NRC.
  • Signaler rapidement aux superviseurs immédiats et au service de sécurité du NRC tout incident de sécurité impliquant le personnel du NRC (national ou international), les locaux du NRC ou les actifs du NRC.
  • Accomplir toute autre tâche de rapport connexe conformément aux demandes des supérieurs immédiats et du service de sécurité du NRC.
