The Opportunity:

 

The Cash and Voucher Assistance (CVA) Officer will be responsible for capacity-building, assessment, and response analysis. You will also support the Response Team in the design and implementation of cash transfer programs that are multi-sectoral as well as sector-specific in nature.

As the CVA Officer, you will serve as a liaison staff between the project team and the beneficiaries, ensuring that the beneficiaries receive what they deserve – conveniently, with full accountability and dignified.

 

The Individual/About You:

 

As the CVA Officer, you will report to the Project Coordinator/Livelihood Specialist and will be responsible for: executing, supervising and reporting all project activities related to CVA, supporting Plan International Cameroon’s project design and writing for CVA-related interventions, implementation of CVA activities in the scale-up of the emergency response and building the capacities of project Staff and partners on CVA –  especially in the technical and operational preparedness on CVA.

You will promote honesty, encourage openness and transparency and also build trust and confidence as you deliver on your role.

 

To best meet up with your objectives, the below will be of key value to you:

  1. University degree in Economics, Engineering Sciences, Agroeconomics or Development Students;
  2. Two (02) years of experience in humanitarian and/or development context;

  4. Knowledge and/or experience with Plan International is an added advantage;
  5. Be able to speak English and the local language common in the Northwest – Southwest Regions;

Introduction

The Danish Refugee Council (DRC) assists refugees and internally displaced persons across the globe: we provide emergency aid, fight for their rights, and strengthen their opportunity for a brighter future. We work in conflict-affected areas, along the displacement routes, and in the countries where refugees settle.   1. Context

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to improve both protection and economic recovery. subsequently, in late 2018, DRC started its activities in the South-West region of Cameroon in late 201 to respond to the needs of forcibly displaced people in the context of the Anglophone crisis, starting humanitarian activities in January 2019. DRC operates in the divisions of Meme, Fako, Kupe-Manenguba and Ndian with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter, and NFI, while improving the protection environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a protection, positive peace, governance, and economic resilience response to the multidimensional and interconnected crises affecting the region.

2. Purpose

Based in Yaounde, the Finance Trainee will be under the supervision and authority of the Head of Support Services. He/she will work closely with the support and program teams in yaounde and in the field offices to ensure compliance with the organization’s internal procedures.

More specifically, he/she will provide expertise and technical support to the various operational bases, particularly in terms of monitoring the P2P module of the Dynamics platform, ensuring compliance and harmonization of financial procedures, and internal control. He/she will support senior management with any specific requests from the DRC Headquarters, Cameroon authorities, or donors. He/she will provide specific support for budget monitoring projects, including the Master Budget and for the project cycle management implementation. This position also requires a full professional proficiency in French and English language.

3. Duties and Responsibilities

The main responsibilities and expectations for this position are:

  • Participate in budget monitoring of projects implemented in the Cameroon through document control, financial, and operational monitoring. Participate in the audit process.
  • Support the support teams, particularly Finance in Cameroon, in monitoring expenses of the Procure To Pay module of Dynamics.
  • Participate in the proper cleanup of balance sheet accounts and support the monthly and annual accounting closing process.
  • Minimize financial risks by ensuring that DRC procedures and policies, as predefined in DRC’s operational manuals and other regional/headquarters instructions, are strictly followed through an effective internal control system.
  • Ensure that financial regulations, procedures, and documentation requirements are met in DRC Cameroon operations. This is done by continuously checking the completeness and robustness of the procedures in place and proposing corrective actions to improve their efficiency.
  • In close cooperation with the managers in the geographical area, strengthen existing financial management and control procedures and systems in accordance with DRC’s Operations Manual guidelines and donor requirements.
  • Participate in audits and help timely deliver all required documentation for financial audits in collaboration with country office staff, the regional office, and headquarters.
  • Follow new procedures and directives circulated by country management, the support services manager, the regional office, and headquarters.
  • Additionally, the Finance Trainee may be asked to assume other tasks and work at the request of the Head of Support Services.

4. Required Qualifications

  • Proven and significant knowledge of financial management information and systems.
  • Knowledge of accounting and financial management software (SAGE, Dynamics, NAVISION, SAGA, etc.).
  • Excellent mastery of Microsoft Office 365 suite.
  • Excellent Excel skills.
  • Excellent analytical and reporting skills.
  • Excellent interpersonal skills and demonstrated ability to work under pressure and in stressful conditions.
  • Excellent communication skills in French and English.

Please note that:

  • Previous experience with DRC is an advantage.
  • Good working knowledge of projects funded by the European Union, ECHO, USAID, and/or DANIDA is an advantage.
  • Previous experience working in an ERP system is an advantage.

ALIMA is present in North-East Nigeria in Borno State (MMC and Jere LGAs) and in Yobe State (Bade and Karasuwas LGAs) where it provides outpatient and inpatient healthcare and nutrition services for IDPs and host communities. In North-West Nigeria, ALIMA is in Katsina State (Kaita LGA) to respond to increased nutritional needs. ALIMA is present in the North-West, in Katsina State (Katsina, Batagarawa, Batsari and Kaita LGA) where teams are treating patients for SAM, paediatric diseases, MYCIN and conducting OptiMA research to improved SAM treatment.

Since 2021, ALIMA has been supporting the health facilities and the State Ministry of Health in Katsina State in response to malnutrition emergency by case management, active case detection of SAM cases, patient triage, public awareness campaigns, and reinforcement of the Infection Prevention and Control (IPC) measures among health workers in the different hospital structures of Katsina State. As of today, ALIMA is intervening in 18 PHCCs and 2 CHC (2 stabilisation canters) Katsina State to support the response to the SAM management, paediatric consultation, MYCIN and the management of paediatric and SAM cases with medical complications; Conducting the OptiMA clinical research.

In addition to prevention and case management, ALIMA is currently participating in the coordination of OptIMA study to improve the SAM management guideline and optimize PPN use to improve case management and the capacities building of MoH staff and experiences sharing. It is comprehensively documenting and analysing the clinical and biological parameters of these patients who were admitted to the study in Kaita LGA health facilities in Katsina State.

In Ondo State, ALIMA has been supporting the NCDC and the State Ministry of Health with case management, active case detection, patient triage, public awareness campaigns, and reinforcement of the Infection Prevention and Control (IPC) measures among health workers in the different hospital structures of Ondo State. In addition to prevention and case management, ALIMA is currently participating in the coordination of several studies to better understand the disease, including an observational cohort study (LASCOPE) to describe the clinical, biological course, management and outcomes of hospitalized patients with a diagnosis of confirmed Lassa fever and a phase II clinical trial (SAFARI) to evaluate the safety and efficacy of Favipiravir.

MAIN ACTIVITIES

LOGISTICS MANAGER

The Project Logistic Manager is responsible to define, implement and monitor logistics activities and objectives based on the ALIMA strategic planning, standards and protocols.

This involves the following tasks:

  • Responsible to ensure the implementation of support (communications, electricity, transport, IT) and any others logistics activities required to achieve the medical objectives (construction/restoration, solar installation, water & sanitation, cold chain, etc.).
  • Responsible to manage and monitor the material resources for the project.
  • Responsible of the hygiene IPC and vectors control in the health facilities supported by ALIMA.

  • Responsible to plan and supervise, in close collaboration with the Project Coordination, the associated processes (recruitment, training, induction, performance evaluation, development of skills and internal / external communication) of the project logistics staff in order to ensure the required performance and achieving goals, shall ensure implementation, manage and monitor the necessary reporting tools for logistics activities.
  • Responsible to compiles the quantitative logistics data (Fuel consumption, stocks, distributions) and analyses them before transmission to the project coordinator and the logistics coordinator in monthly reporting.
  • Key member in training staff on security (for both local and expat staff) in the field.
  • Participate actively in the security memo review and is in charge of the implementation of it when has approved.

General purpose of the position

The Regional Finance Coordinator will be responsible for the quality of the accounting data. S/he will liaise with the Finance Coordinators at Mission level to verify and validating their output. Among his/her main tasks, the verification of regional accounting data, the consistency and correctness of donor reporting and other relevant operational tasks. The Region to which the incumbent will be assigned is Western Africa, which currently supervises Nigeria, Niger, Tchad, Cameroon, Mali, Burkina Faso and the Regional hub in Dakar (Senegal).

Main responsibilities and tasks

Accounting

  • Review and check the accounting Journal of each Mission of the Region;
  • Ensure accuracy of Regional accounting;
  • Review country office receivables and payables balances to ensure appropriate and timely follow-up;
  • Proactively implement the roll-out of the accounting software strategy in the relevant Missions;
  • Provide the verified accounting data to HQ within the due deadlines ;

  1. Context

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to improve both protection and economic recovery. subsequently, in late 2018, DRC started its activities in the South-West region of Cameroon in late 201 to respond to the needs of forcibly displaced people in the context of the Anglophone crisis, starting humanitarian activities in January 2019. DRC operates in the divisions of Meme, Fako, Kupe-Manenguba and Ndian with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter, and NFI, while improving the protection environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a protection, positive peace, governance, and economic resilience response to the multidimensional and interconnected crises affecting the region.

2. Purpose

Based in Yaounde, the Finance Trainee will be under the supervision and authority of the Head of Support Services. He/she will work closely with the support and program teams in yaounde and in the field offices to ensure compliance with the organization’s internal procedures.

More specifically, he/she will provide expertise and technical support to the various operational bases, particularly in terms of monitoring the P2P module of the Dynamics platform, ensuring compliance and harmonization of financial procedures, and internal control. He/she will support senior management with any specific requests from the DRC Headquarters, Cameroon authorities, or donors. He/she will provide specific support for budget monitoring projects, including the Master Budget and for the project cycle management implementation. This position also requires a full professional proficiency in French and English language.

3. Duties and Responsibilities

The main responsibilities and expectations for this position are:

  • Participate in budget monitoring of projects implemented in the Cameroon through document control, financial, and operational monitoring. Participate in the audit process.
  • Support the support teams, particularly Finance in Cameroon, in monitoring expenses of the Procure To Pay module of Dynamics.
  • Participate in the proper cleanup of balance sheet accounts and support the monthly and annual accounting closing process.
  • Minimize financial risks by ensuring that DRC procedures and policies, as predefined in DRC’s operational manuals and other regional/headquarters instructions, are strictly followed through an effective internal control system.

Cameroon is a lower-middle-income country with a population of 23.3 million people of diverse ethnic and two linguistic groups. Ranked 153rd of 188 countries in the 2016 Human Development Index, the average life expectancy is 58 years; 24% live on less than USD 2 per day and poverty is concentrated in the Northern and Eastern regions, where 90 percent of people requiring humanitarian support reside. At least 75 percent of the people over 15 years of age are illiterate, with wide disparity between men and boys (78 percent) and women and girls (65 percent).

Cameroon is confronted with three major complex crises: the crisis in the Lake Chad basin impacting the Far North region; the consequences of the influx Central African refugees in the east and the crisis in the Northwest and Southwest (SW/NW). More than one million people are displaced, and 4.5 million people have humanitarian needs. These challenges are reinforced by structural factors and chronic vulnerabilities that aggravate the impact of crises and affect people’s resilience capacity.

These positions are located within the WFP field Offices of Bertoua, Batouri, Ngaoundere, Meiganga and Kousseri.

  • Bertoua: capital city of the East region of Cameroon, located in the Lom-et-DjĂŠrem division and erected as an urban council in 2008.Located 350 km from Cameroon capital, YaoundĂŠ, Bertoua has a population of around 300,000 people. Together with neighboring communities, Bertoua hosts a considerable number of refugees fleeing conflicts in Central African Republic. Mainly accessible by a road drive of around four hours and offers all acceptable commodities for a city, including a young state university created in 2022 (University of Bertoua).WFP has a Field Office in Bertoua overseeing two antenna offices in Batouri and Garoua Boulai and implementing emergency and development programmes using General Food for Assistance, Cash Based Transfers and resilience-focused activities Food for Assets in favor of refugees from Central African Republic and host communities.

  • Batouri: main town of to the Kadey department in the East region of Cameroon.2-hours drive from Bertoua, and 7-hour drive from Yaounde, Batouri is host to around 50,000 people, living mainly from agriculture, fishing, animal husbandry, petty trade and widespread artisanal mining of precious minerals. WFP has an antenna office in Batouri supporting with the implementation of emergency and development programmes using General Food Assistance, Cash Based Transfers and resilience-focused activities Food For Asset in favor of refugees from Central African Republic and host communities.

  • Ngaoundere or Meiganga: Ngaoundere is the capital city to the Adamawa region of Cameroon and Meiganga is a subdivision. It enjoys mild temperatures most of the year and is host to one of the largest universities in Cameroon, University of Ngaoundere, with over 25,000 students. With an estimated population of 230,000 people in 2020,Ngaoundere is located in the north of the Adamawa plateau and offers interesting attractions such as the Benue Natural Park. It offers a variety of hotels of good standard as well as medical facilities. Ngaoundere is accessible by road (12 hours’ drive from Yaounde), by train (14 hours’ trip from Yaounde) or via weekly local flights of around 50 min. WFP has a Field Office in NgaoundĂŠrĂŠ which oversees 2 antenna offices in Touboro and Meiganga, implementing emergency and development programmes using General Food for Assistance (GFA),Cash Based Transfers(CBT) and resilience-focused activities Food For Assets (FFA) in favor of refugees from Central African Republic and host communities.

  • Kousseri: located 150 km from the Waza Natural Park on the left bank of the Logone River, Kousseri is a bustling city in the Logone-et-chari division of the For-North region of Cameroon. As an ancient city dating back to the Sao civilisation (XI – XVI centuries), Kousseri is steeped in rich history and cultural significance. It is known for its blend of traditional and modern elements and offers a unique experience for residents and visitors alike. With a population of over 200,000 people, Kousseri is a melting pot of ethnic diversity and a major economic and commercial center for Cameroon, Chad and Nigeria (10km from Ndjamena, Chad’s capital and 60 km from Nigeria). Kousseri has a Sahelian climate with high temperatures most of the year and heavy rains (63-75% of yearly rains) falling between July and August, causing recurrent floods. WFP has an antenna office in Kousseri which support with the implementation of emergency and development programmes using GFA,CBT and resilience-focused activities (FFA) in favor of refugees from Nigeria, host communities and communities at large that are affected by natural disasters.
