Job Description

FondĂ©e en 1933 Ă  la demande d’Albert Einstein, l’International Rescue Committee (IRC) est l’un des plus importants organismes humanitaires au monde. L’IRC vient en aide, prĂ©voit des mesures de rĂ©adaptation et apporte un appui en matiĂšre de reconstruction au lendemain d’un conflit aux victimes d’oppressions et de conflits violents. PrĂ©sente dans plus de 40 pays, la mission d’IRC est d’aider les personnes dont les vies et les moyens de subsistance sont Ă©branlĂ©es par les conflits et les catastrophes Ă  survivre, se relever et prendre en main leur avenir.

Face Ă  une crise humanitaire croissante, l’IRC lance des programmes d’urgences dans la rĂ©gion de l’ExtrĂȘme-Nord du Cameroun. Les programmes prĂ©vus comprennent la santĂ© environnementale, la sĂ©curitĂ© alimentaire, la protection et autonomisation des femmes et la Protection et Etat de Droits.

Sommaire

Au sein de L’International Rescue Committee (IRC), le programme de Protection et Autonomisation des Femmes (PAF) est engagĂ© dans la lutte contre les violences basĂ©es sur le genre. A cet effet, il fournit une assistance aux survivantes de Violences BasĂ©es sur le Genre (VBG).

L’assistante, chargĂ©e de suivi des activitĂ©s de prise en charge psychosociale des survivantes de VBG, travaille majoritairement dans le cadre de la rĂ©ponse d’urgence aux violences sexo-spĂ©cifiques dans les zones des dĂ©placĂ©es et/ou retournĂ©es aprĂšs le dĂ©placement et a pour fonction de renforcer les compĂ©tences des partenaires du programme PAF qui gĂšrent des activitĂ©s d’accompagnement psychosocial, y compris le counseling individuel et la gestion des cas. Cela inclut aussi l’assistance aux partenaires, qui n’ont pas dĂ©veloppĂ© ces compĂ©tences, leur initiation Ă  l’avenir, si appropriĂ©, au sein de leurs projets pour maximiser la rĂ©cupĂ©ration psychosociale de la plupart des participantes et assurer leur rĂ©intĂ©gration au sein de leur famille et/ou communautĂ©.

L’assistante sera basĂ©e Ă  AmchidĂ©.

Responsabilite

L’Assistante Psychosociale est sous la responsabilitĂ© de l’officier de gestion de cas. Elle est chargĂ©e de :

Assurer la gestion des cas des survivantes de VBG, conformément aux standards minimums et dans la bonne application des protocoles et outils de gestion de cas ;

Encadrer directement les Cases Worker de l’espace sĂ»r et les volontaires psychosociaux, et aura des interactions frĂ©quentes avec les autres membres de l’équipe du projet, en particulier les autres assistants techniques ;

Former et renforcer selon les principes directeurs et la gestion de cas de VBG les capacitĂ©s des Cases Workers de l’espace sur, des partenaires dans leur travail de prise en charge psychosociale, suivre les cas, faire le counseling individuel, rĂ©fĂ©rence aux centres de santĂ© ainsi qu’aux autres services disponibles ;

Faire la supervision des activitĂ©s de gestion et le suivi de cas des survivantes Ă  chaque site oĂč nĂ©cessaire, surtout pour les cas difficiles ou compliquĂ©s, pour assurer que chaque cas est bien pris en charge du rapportage jusqu’à la sortie ;

S’assurer, avec des supervisions rĂ©guliĂšres et ponctuelles, que l’activitĂ© de prise en charge respecte les critĂšres Ă©tablis par le programme PAF, moyennant la check-list de qualitĂ© du programme PAF ;

Collecter les donnĂ©es sur les cas rapportĂ©s et assurer la disponibilitĂ© des traitements et outils nĂ©cessaires pour donner l’appui mĂ©dical et psychosocial aux survivantes (y compris le kit post-viol, les endroits confidentiels et privĂ©s, les fiches des donnĂ©es, etc.) :

S’assurer de la mise en Ɠuvre des activitĂ©s Girl Shine, dans l’espace sĂ»r et accompagner les case workers, mentors et facilitateurs pour la rĂ©alisation de l’approche ;

Assurer le suivi et le renforcement des capacités des organisations communautaires de base ;

Encadre et assurer le suivi du mobilisateur communautaire dans son département

S’assurer de la qualitĂ© des donnĂ©es collectĂ©es sur le terrain et de leur transmission dans les dĂ©lais aux superviseurs :

S’assurer de la bonne adhĂ©sion de la communautĂ©, y compris des leaders communautaires, de la zone d’intervention, aux interventions du programme PAF.

Qualite Technique

Renforce une adhérence aux principes de base de VBG pendant toutes les activités PAF ;

S’assure que l’engagement avec les femmes, filles et leur communautĂ© correspond aux meilleures pratiques pendant le travail avec les survivantes de VBG

Grants, Planning et Implementation

PrĂ©pare et maintient/met Ă  jour les plans de travail afin d’assurer une bonne gestion du programme ;

Renforce l’engagement rĂ©gulier avec les femmes et les filles pour assurer l’accĂšs aux services de bas ;

CrĂ©e et rĂ©alise une sĂ©rie d’activitĂ©s de groupe pour les femmes et les filles qui sont adaptĂ©es Ă  leurs Ăąges. ;

Participe Ă  l’évaluation systĂ©matique des formations, en particulier des post-tests, et s’assure que les formations et le post-test respectent les critĂšres du programme PAF

Respecte les principes directeurs [respect, confidentialité, non-discrimination, sécurité], et traite les survivantes avec du respect et de la compassion en gardant la confidentialité ;

Assure le respect de la sĂ©curitĂ©, sĂ»retĂ© et confidentialitĂ© des espaces confidentiels des zones d’intervention.

Participe Ă  l’évaluation et la dĂ©finition des besoins du programme PAF et Ă  la remontĂ©e de l’information.

Suivi

Préparer et soumettre les plans trimestriels, mensuels, hebdomadaires pour le travail dans un délai convenable, et incorporer les commentaires du superviseur comme demandé ;

Produire les rapports mensuels et les transmettre au gestionnaire du programme et/ou a la coordinatrice ;

S’assurer que tous les documents financiers seront complĂ©tĂ©s et soumis avec prĂ©cision, comme demandĂ© par les politiques de l’IRC.

General

S’engage Ă  respecter l’IRC Way (DĂ©ontologie IRC).

S’engage à s’assurer de la mise en Ɠuvre optimale de ces Politiques dans son cadre de travail.

Est disponible pour effectuer toute autre tĂąche ponctuelle jugĂ©e utile par son supĂ©rieur direct ou par l’IRC.

Produit les rapports des activités programmatiques à la fin du mois.

Participe activement aux rĂ©unions hebdomadaires de l’équipe PAF ainsi que dans les formations internes et externes, journĂ©es de rĂ©flexion d’équipe et autres rĂ©unions ou ateliers ;

Collabore Ă©troitement et de maniĂšre efficace avec les responsables des autres volets au sein du programme PAF ;

Assister aux diverses rĂ©unions Ă  l’intĂ©rieur et Ă  l’extĂ©rieur de l’IRC comme demandĂ© par le Gestionnaire PAF, ou la Coordinatrice de programme ;

RĂ©aliser d’autres tĂąches demandĂ©es par la hiĂ©rarchie du programme PAF

Assurer que toutes les activitĂ©s seront mises en place en accordance avec les politiques opĂ©rationnels de l’IRC.

Qualifications

– Être de nationalitĂ© Camerounaise ; – Avoir au moins 2 ans d’expĂ©rience professionnelle dans le domaine de l’assistance psychosociale et la gestion des cas, en particulier, dans le domaine de l’appui psychosocial aux survivantes de VBG ; – Avoir de l’expĂ©rience dans l’animation de formations, de sessions de renforcement de capacitĂ© et de coaching – Avoir de l’expĂ©rience dans l’appui technique aux partenaires communautaires (ASBLs, OCBs) ; – Avoir l’expĂ©rience de travail au sein d’une ONG internationale ou nationale reconnue pour la valeur de ses dispositifs organisationnels ; – ExpĂ©rience et/ou intĂ©rĂȘt prouvĂ© concernant la rĂ©ponse et la prĂ©vention des violences faites aux femmes et aux filles. – CompĂ©tence en communication interpersonnelle ; – TrĂšs fortes capacitĂ©s de travail, en Ă©quipe et en autonomie ; – Fortes capacitĂ©s d’expression Ă©crite et de synthĂšse ; – Aptitude Ă  prendre des dĂ©cisions et les assumer ; – Avoir une bonne capacitĂ© rĂ©dactionnelle en matiĂšre de rapports et correspondances administratives ; – Avoir une bonne maitrise de la notion d’appui holistique aux survivantes de violences sexuelles ; – CapacitĂ© Ă  participer de maniĂšre entiĂšrement neutre et transparente aux activitĂ©s du programme, en particulier en gardant la confidentialitĂ© dans le relais de l’information et le contact avec les survivantes ; – DisponibilitĂ© et motivation pour travailler plusieurs jours par semaine sur le terrain ; – Être disposĂ© Ă  effectuer des dĂ©placements dans le dĂ©partement du Mayo sava, y compris les zones les plus reculĂ©es – Être originaire de AmchidĂ© est un atout – Parler et Ă©crire couramment le français – La connaissance de l’ensemble des langues locales (de populations hĂŽtes et dĂ©placĂ©es) est indispensable.

Within our Inclusive Quality Education Hub we focus on developing programme and influencing models and guidance for country level work, tools and guidance, capacity-strengthening initiatives as well as undertaking advocacy on inclusive quality education for children and youth in all their diversity and generating research and evidence which supports Plan’s gender-transformative approach. 

  

In this role as the IQE Network Coordinator you will support the work of the IQE Hub to effectively coordinate and administer the global Education networks and activities, including supporting the Networks in organising their meeting and other activities as needed.  

 

You will be responsible for knowledge management within the IQE Hub and wider network, which includes documenting best practice, tracking and managing service requests and supporting the Hub with key administrative responsibilities including reporting, data storage/ management and workplan and budget coordination.  

 

You will enable the effective use of online platforms and digital tools for the purpose of learning, sharing, information and membership management of the networks. The role will also provide project management support and leadership on special initiatives and bespoke pieces of work related to the learning and development priorities of the IQE Hub. 

  

About You 

  

  • Demonstrable experience after having worked in or studied one or more of the following; human rights, child rights, education and/or gender studies 

  • Strong digital skills and proficiency in Microsoft Office package and knowledge of Sharepoint  

  • Excellent attention to detail, organisational and time management skills across multiple time zones are essential qualities and the ability to analyse, collate, structure and condense complex technical content into accessible, practical messages and tools is critical. 

  • Good understanding of major concepts and trends in human rights, education and/or gender equality. Experience working on development / knowledge management at the country or community level in the global south is preferred 

  • Fluent written and spoken English is essential. The ability to effectively communicate in other languages such as French or Spanish would be highly advantageous.

Background

DRC has been operating in West Africa since 1998. The DRC West Africa Regional Office (hereafter: WARO) is based in Dakar, Senegal, and covers six countries outside of Senegal. Purpose

DRC West Africa Regional Office is looking for an experienced Program Development & Quality coordinator to drive high quality program development in support of countries and multi- country strategic initiatives in the WANALAC region. The role is expected to maintain high-quality proposal development across variable country contexts; and will actively seek to support DRC in developing quality and innovative interventions, multi-country funding opportunities and consortium partnerships.

The WA Program development& Quality regional coordinator reports to the Regional Head of Program and works in close collaboration with the Regional SMT, countries SMTs, the Regional Technical Coordinators, Country Technical teams and other members of the regional and country program teams.

Responsibilities

Program Opportunities :

Supports the design and implementation of national and regional resource mobilization strategies intended to strengthen funding and partnerships to deliver the regional strategic development plan and results contract.

Supports the adequate resourcing of programmes within the West Africa region.

Monitors the funding pipeline and leads on new strategic business development and forecasting

Actively identifies, qualifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting DRC programming in the West Africa region.

Actively tracks multi-country funding opportunities and looks for new consortium partnerships with stakeholders at regional level for multi-country programming.

Bid development:

Prepares all necessary groundwork for national, multi-country or multi-regional proposal development and bid management ;

Ensures quality of proposals of country, multi-country or multi-regional strategic bids in strong collaboration with regional and country program teams to ensure high quality competitive proposals in order to successfully secure institutional donor funds at scale

Required Qualifications

Mandatory:

University degree or equivalent in Business Administration, Law, Economics, or International Development or other relevant experience. An Advanced degree is preferred.

At least 3 years’ experience and success in leading proposals development for bilateral and multilateral donors for an international agency;

Demonstrable experience working in engaging with bilateral and multilateral donors for an international agency;

Demonstrated ability to devise and implement resource mobilisation strategies;

1 – Background

DRC has been providing relief and development services in West Africa since 1998 and in Latin America and the Caribbean since 2011. Using a human rights framework, the DRC WANALAC operation focuses on people who are affected by displacement, including refugees, internally displaced, migrants, and host communities in Algeria, Burkina Faso, Cameroon, Central African Republic, Colombia, Libya, Mali, Mexico, Niger, Nigeria, Tunisia, Venezuela. Led by the Regional Executive Director, the DRC WANALAC oversees, supports, and provides strategic directions for DRC’s Country Offices within the above-mentioned regions. The WANALAC Regional office also supports multi-country projects and non-operational initiatives, focusing on protection analysis and displacement trends, civil society engagement, as well as advocacy and policy initiatives related to displacement. DRC portfolio in the WANALAC region covers all DRC core sectors (Protection, Economic Recovery, Humanitarian Disarmament and Peacebuilding, Shelter and CCCM) through the entire response framework (Emergency response, Durable Solutions and Root causes).

A department of multi-country grants and operations has been established since February 2021 with multi country and cross border projects and regionally held grants. The Regional Projects Manager’s portfolio is composed of multi-country and muti-year programmes (including in consortia) that operationalize triple nexus in strategic partnerships with local/international actors and integrate multiple sectors (economic recovery, protection, peacebuilding).

2 – Purpose

The Regional Projects Manager is overall responsible for ensuring the timely and compliant delivery of DRC’s programme activities in the field for multi-country and cross-border projects as outlined in programme documents and sector strategies, and in line with the programme technical guidelines.

A key member of DRC West Africa’s Department of Multi-country Operations, the Regional Projects Manager works collaboratively with technical experts of the regional office to ensure sufficient technical guidance and support is available to implement regional projects effectively (Humanitarian Disarmament and Peacebuilding, Economic Recovery, Protection). The Regional Projects Manager also works collaboratively with the Support Services team to ensure that processes to enable smooth delivery of operations in the field are being consistently applied and improved (e.g. HR, Admin, IT, Finance, Supply Chain, etc.).

3 – Responsibilities

1) Management

  • Supervise, monitor and evaluate multi-country projects implementation by Area Managers and Head of Bases.
  • Manage the regional projects team (currently a multi-country operations specialist and an international regional grants management trainee) and the Project Manager of SHIFT project in Niger (based in Niamey in the partner’s premises).
  • Develop multi-country project management through the implementation of internal services contracts between countries and Regional Office.
  • Support concerned Area Managers in countries in planning operations and activities; contribute to their training plan and capacity building and develop toolboxes to improve operations planning and monitoring.
  • Ensure close cooperation with technical and support teams in the regional office and in countries

2) Partnerships

  • Supervise and develop strategic partnerships involved in the regional projects.
  • Support Area Managers in managing partnerships at the local level.
  • Develop tools for partnership management in the region.

3) Accountability

  • Champion a positive approach to gender and diversity mainstreaming in DRC’s regional projects.
  • Support the roll out of accountability processes in Regional Projects.

4) Representation

  • Represent DRC West Africa in relevant forums at Country level as requested by the Country Director, when regional activities are concerned.
  • Assist the Regional Head of Multi-country Operations and Regional Operation Director in representing DRC in meeting with regional projects financial partners and donors.

When manageable, the Regional Project Manager may be asked to carry out other duties requested by the Regional Head of Multi-Country Operation.

4 – Required qualifications

1) Mandatory

  • Relevant university degree (Master or Postgraduate) in international relations and/or development, political science or similar field
  • Min. 5 years’ experience overseas in complex humanitarian emergencies and development, preferably with refugees and/or IDPs
  • Substantial project management experience in NGO, including in consortia and leading strategic programming and planning, implementation, monitoring and learning
  • Substantial experience in managing and developing partnerships with local and international organisations
  • Experience in managing HR, administration, finance, grants and donor relations
  • Ability to transversal management with multidisciplinary teams, large workload and multiple tasks in a fast-paced environment with tight deadlines
  • Good understanding of displacement issues and related international standards/frameworks
  • Team player with excellent communication and strong participatory leadership skills
  • Excellent written and spoken French and English
  • Excellent Computer Skills (MS Office, Internet)

2) Desirable

  • Previous experience in a Central / Western African country

6 – General Regulations

The employee shall follow :

  • DRC regulations on safety, health, COVID-19 norms and hygiene
  • The Code of Conduct and all ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Rules for the use of the DRC guesthouse, which is a working accommodation

In addition :

  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request

Grant Opportunities: Williams Institute’s Global LGBTI Small Grants Program

The Williams Institute’s Global LGBTI Small Grants Program is now open for applications to encourage new empirical research focused on LGBTI populations in the Global South (Latin America, Caribbean, Sub-Saharan Africa, the Middle East/North Africa, Asia, and Pacific Islands) as well as amplify voices of researchers from those regions.

The program also aims to strengthen research capacity among participants by supporting networking and knowledge exchange (including a colloquium to present research findings) and providing mentorship, where needed, from Williams Institute scholars.

Goals

The program promotes two goals:

  • Generate sound empirical research on issues impacting LGBTI populations in the Global South (Latin America, Caribbean, Sub-Saharan Africa, Middle East/North Africa, Asia, Pacific Islands) that impacts law and policy.
  • Strengthen the capacity of researchers from the Global South to further conduct rigorous, impactful research on issues impacting LGBTI populations through networking, knowledge exchange, and mentorship (as needed).
Project Topic Areas 

Research projects are not limited to any particular topic or area of public policy, but they must be empirical in nature. Sample projects include:

  • National survey of stress, health, and wellbeing of LGBTI people in Trinidad and Tobago
  • Study on the impact of legal gender recognition and other non-discrimination protections on discrimination and violence against transgender people in Argentina
  • Study of violence by law enforcement and other state/non-state security agents against LGBTI people in Morocco.
  • Analyzing existing datasets by national statistical agencies with measures of sexual orientation or gender identity
  • Other topics are welcome and may include (but are not limited to):
    • New methodologies in collecting data on sexual orientation, gender identity, or sex characteristics (or people with intersex conditions), including development of research instruments in local languages
    • Demographics and socio-economic characteristics of LGBTI people
    • Discrimination, including multiple forms of discrimination, against LGBTI people
    • Violence against LGBTI people
    • Economic and educational outcomes among LGBTI people
    • The effects of COVID-19 on LGBTI people
    • Access to services, programs, and government benefits among LGBTI people, including barriers to access
    • The effects of laws and policies on LGBTI people, including supportive (e.g., non-discrimination laws) and unsupportive (e.g., bans on access to gender affirming care) policies
    • Public opinion toward or among LGBTI people
    • Unique experiences and needs of trans+ people, people with intersex conditions, LGBTI youth, and LGBTI elders
    • Religiosity, religious exemptions, and LGBTI people
    • The experiences of LGBTI parents
Funding Information

They plan to fund projects with a budget up to $4,999.

Eligibility Criteria
  • Applicants must reside or work in the following regions: Latin America, Caribbean, SubSaharan Africa, Middle East/North Africa, Asia, Pacific Islands.
  • Senior and junior faculty from a variety of disciplines, including social sciences (e.g., economics, sociology, demography, social psychology), public health, empirical legal studies, and public policy, are encouraged to apply.
  • Advanced graduate students (PhD, JSD) interested in pursuing research focused on LGBTI people, as well as experienced researchers unaffiliated with academic institutions or who work with civil society organizations, are also eligible to apply.
