We are recruiting new deployable Child Protection in Emergencies (CPiE) specialists for our diverse global humanitarian surge team. Join us!

 

About You

 

As deployable CPiE specialist, you will travel 70% per year to emergencies globally. During a deployment you provide oversight and leadership to Plan International’s child protection response. You will be responsible for assessment, response analysis, design, coordination, implementation and monitoring and evaluation of child protection in emergency programmes as part of our broader emergency response. You will ensure that our intervention meets the minimum standards for child protection and gender-based violence in emergencies.

 

We are seeking CPiE specialists with a minimum of five years of work experience in humanitarian settings with progressively responsible roles in designing, leading and/or coordinating CPiE responses. We are specifically looking for candidates with expertise in approaches to support child survivors of sexual- and gender-based violence (SGBV), mental health and psychosocial support (MHPSS), and candidates with strong team management and capacity strengthening experience. Ideally you will be proficient in English and one of the following languages: French, Spanish or Arabic. You will be committed to ensuring safeguarding and Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) is core to our ways of working.

The Africa Adaptation Initiative (AAI) is pleased to invite you to apply to participate in an online Short Course Training on “Climate And Disaster Risk Financing (CDRF)” which will take place between 12th September 2022 and 27th October 2022.

There will be four versions of the CDRF short course where each version of the course will be focused on a particular region (Eastern Africa, Anglophone North, and West Africa, Francophone North, West and Central Africa, and Southern Africa) and or language group (English, French, and Portuguese). Participants attending the course will be assigned to a training course that reflects the region they are a citizen of, and, or whether they speak either English, French or Portuguese.

Objectives

The main objective of the training is to advance the capacity of senior government officials and decision-makers from across the African continent to understand the basic concepts and instruments of CDRF and assess, plan for, and utilize climate risk information to inform policy and strategy.

Furthermore, the training covers discussing challenges and opportunities for developing countries in terms of accessing and managing climate and disaster risk finance, as well as the current opportunities, advantages, shortcomings, and areas for improvement of risk mitigation, reduction, transfer, and financing approaches.

Priorities
  • The course is designed for senior government officials from Ministries of Finance, Planning, Climate Change/Environment, Disaster risk Management agencies, and other related ministries and institutions. Priority will be given to the following target groups:
    • Government officials from Ministries of Finance, Planning, Climate Change/Environment, Disaster Management Agencies/Ministries/Departments senior government officials.
    • Female participants are strongly encouraged to apply.
    • All applicants must be a citizen of an African state or provide evidence of long-term working experience in Africa.
    • Participants must be able to confidently understand and communicate in French, English, or Portuguese (depending on the language of tuition and translation services available per course).
Outcomes
  • Upon completion of this course, participants should be able to;
    • Understand the climate and disaster risk environment in Africa, and be able to apply this knowledge within their own countries and contexts;
    • Understand core concepts, principles, and instruments for CDRF in the African and their own contexts;
    • Conduct In-depth risk context studies in supporting informed and effective CDRF;
    • Identify types and sources of information (data) needed to assess climate/disaster risk in-depth, and utilize common assessment and analysis tools;
    • Identify and mapping of various key stakeholders, prepare a value proposition of CDRF for these stakeholders and mobilize resources for CDRF initiatives

Each Judge is required to recuse themselves from judging any Entrant with whom there is a personal or business relationship, including but not limited to as employees, directors, officers, advisors, investors, or family members.
  • Finalists and Winners will be selected based on the Judges’ assessment of the following equally-weighted criteria:
  • Tech for Good / Responsible Innovation for a Radically Better World – Is this innovative product addressing a significant global challenge to society and/or the environment, and can this startup’s product have a wide-reaching impact on same

The PTA works with MTaPS Country Program Director, the Ministry of Health, the National Medicines Regulatory Authority (NMRA) and country partners and stakeholders on the development of RSS and PV strategies based on country evidence, MSH standards and best international practices to achieve sustainable results. The PTA provides guidance to technical staff assigned to specific activities to ensure that the work is of the highest quality. The PTA works closely with other Principal Technical Advisors and Portfolio and Health Element Managers to identify opportunities to use new and existing tools, to coordinate technical work, and to ensure that global (core-funded) initiatives are based on and informed by country-level needs and priorities.

Following the launch of the Ocean Decade Africa Roadmap, a new Call for Nominations opens for members of the African and Adjacent Island States Ocean Decade Taskforce. Be part of a multi-stakeholder body to oversee and promote the implementation of the Africa Roadmap across the region.

The Ocean Decade Africa Roadmap, unveiled at the African Conference on Priority Setting and Partnership Development for the UN Decade of Ocean Science for Sustainable Development (10-12 May 2022), provides an aspirational vision and solid plan for diverse stakeholders to convene around a common set of priorities to implement the Ocean Decade at the African continental level and in adjacent island states.

Building on this momentum, a new Taskforce is being established to engage diverse African partners in the Ocean Decade.

Focus Areas

Their skills and expertise should cover at least one of the following areas:

  • Intergovernmental processes and coordination;
  • The ocean aspects of sustainable development;
  • Ocean science (natural / social dimensions);
  • Science-policy / decision / end-user interface and engagement;
  • Ocean Economy / finance/ partnerships;
  • Innovation / technology/ infrastructure development;
  • Capacity development, training and transfer or marine technology, education, communications and outreach; and/or
  • Resource mobilisation and development of large-scale multi/inter-disciplinary international programmes / projects.
Criteria
  • The mandate of the African and Adjacent Island States Ocean Decade Taskforce is to oversee and promote the implementation of the Africa Roadmap as well as the enabling environment necessary for its success. This will help ensure that ownership of the Ocean Decade Africa Roadmap is systematically reconfirmed and strengthened among African nations, research institutes, NGOs, industry and philanthropic partners, and regional and indigenous organizations.
  • The Taskforce will:
    • Provide strategic vision, direction, and coordination of specific actions
    • Provide advice on measures and initiatives required to create the appropriate enabling environment for translating the Africa Roadmap into co-designed Ocean Decade Actions at multiple levels from resource mobilisation, development of new partnerships, coordination, to research and policy initiatives
    • Facilitate and provide support to the development of co-designed programmes, projects and initiatives for submission in response to Calls for Decade Actions
    • Continue socialization/communication on the Ocean Decade in Africa and Africa Roadmap with existing networks, institutions, exerts and stakeholders
    • Identify multisector/multistakeholder engagement and outreach activities to engage further regional stakeholders outside the Taskforce and raise awareness of the Ocean Decade. This will include specific mechanisms to engage priority groups, including indigenous and local knowledge holders, Early Career Ocean Professionals, ports authorities and maritime services, business and industry or philanthropy
    • Provide guidance and support on the mobilisation of financial and in-kind resources to support Roadmap implementation
    • Establish specific/thematic working groups as deemed necessary
  • The Taskforce will comprise up to 15 expert members drawn from government, private sector, philanthropy, civil society and the scientific community, plus five members representing regional organizations (UN agencies, regional intergovernmental organization and NGOs).
  • Expert members will be selected for a two-year term with due consideration to expertise, geographic, generational and gender balance, and will serve on a voluntary, non-remunerated basis in their personal capacities.

Applications are now open for MENASP Network’s Social policy and Conflict Prevention (MENASP-CP) Research Fund sits within the Network’s Strengthening social welfare and security in the MENA region Research Programme, which aims to advance scholarship and practice in security, social equality and social protection in the MENA region.

This call aims to examine the relationship between social policy and conflict prevention (both broadly defined) by emphasizing the perspectives of citizens and residents in conflict-affected MENA countries.

Funding Information
  • Research project grants (between £10,000 – £50,000) are available for projects for up to 12 months.
  • UK research organizations are funded at 80% FEC; ODA-based MENA-led organization applications are eligible for 100% of the costs.
Eligibility Criteria
  • There is only one funding scheme, but some funding is ring-fenced for applicants who are based in a MENA country included on the ODA list. Interdisciplinary, comparative (including with non-MENA countries), and early-career-led proposals are welcome.
  • Applicants are invited to think creatively, push the boundaries of knowledge and practice and above all, focus as closely as possible on the wide-ranging relationships between social policies (including social protection) and conflict prevention in the MENA region. This may involve historical or contemporary perspectives and requires direct engagement with peace and conflict studies literatures.

L’IRC vient en aide, prévoit des mesures de réadaptation et apporte un appui en matière de reconstruction au lendemain d’un conflit aux victimes d’oppressions et de conflits violents. Présente dans plus de 40 pays, la mission d’IRC est d’aider les personnes dont les vies et les moyens de subsistance sont ébranlées par les conflits et les catastrophes à survivre, se relever et prendre en main leur avenir.

Face à une crise humanitaire croissante, l’IRC a lancé des programmes d’urgences dans la région de l’Extrême-Nord du Cameroun. Les programmes comprennent la santé environnementale, la sécurité alimentaire la protection et autonomisation des femmes, Protection et Etat de Droit, WASH, Relèvement et Développement économique. Dans son plan d’action stratégique 2020, l’IRC Cameroun s’est engagé à continuer de fournir des services humanitaires essentiels, en mettant l’accent sur la sécurité des communautés et en veillant à ce que les populations touchées puissent satisfaire leurs besoins fondamentaux, tout en renforçant la résilience des bénéficiaires, en particulier les femmes et les filles, et en répondant aux besoins des jeunes. Dans le souci de réduire les problèmes de protection dans le Logone et Chari IRC depuis un an déjà s’attelle à Améliorer des services de protection pour prévenir et répondre à la violence, l’exploitation, les abus et la négligence perpétrés contre les enfants au travers de son projet BPRM.

Sous la supervision de l’Officier Protection de l’enfant et du coordinateur MHPSS, il ou elle appuie, il ou elle participe à la mise en oeuvre du programme de santé mentale selon l’approche Mh-Gap-GI adaptée au Cameroun, en fournissant des soins de qualité aux bénéficiaires en renforçant leurs connaissances et compétences sur les notions de base de la santé mentale et des premiers secours psychologiques auprès des prestataires de soins des structures sanitaires où il ou elle intervient ; et en menant des actions communautaires de prévention, de sensibilisation et de protection des bénéficiaires touchés par les troubles mentaux.

Zone d’intervention

Les Assistants MHPSS seront basés à Kousseri et Fotokol dans le département du Logone & Chari avec les déplacements fréquents sur toute la zone de couverture du Programme selon les besoins.

Responsabilité

L’Assistant(e) MHPSS assurera les responsabilités suivantes :

A. Mise en oeuvre des activités

• Assurer l’intégration du soutien psychosocial et de la santé mentale dans les soins de santé généraux.

• Procéder à une évaluation psychosociale complète du bénéficiaire de la santé mentale, en mettant en évidence ses besoins et ses ressources, et en l’orientant vers les services de soins ou de soutien nécessaires.

• Mettre en place et suivre un cadre d’accompagnement thérapeutique prenant en compte l’ensemble des caractéristiques de la vulnérabilité du bénéficiaire, tout en étant attentif aux besoins de sécurité, de protection, d’éducation, de logement, de santé.

• Sous la supervision étroite du psychologue clinicien, et selon les conditions définies par ce dernier, il réalisera les évaluations et les soins cliniques des patients liés à la Protection.

• Cartographier les ressources humaines de la communauté (divers comités, leaders, groupes et associations), et s’appuyer sur toutes les ressources socioculturelles favorisant la résilience et la réintégration du bénéficiaire, pour développer des activités récréatives, professionnelles et sociales adaptées à l’âge au sexe et à la tradition positive.

• A travers des groupes de discussion et des séances de travail, il veille à psychoéduquer les patients et les leaders communautaires, et à faciliter leur partage d’expérience sur la santé mentale et ses facteurs contributifs, et son importance pour le sujet, sa famille et la communauté.

• Être attentif aux besoins de santé mentale et de soutien psychosocial dans la communauté et soutenir les initiatives communautaires favorisant le soutien familial et communautaire.

• Veiller à réduire la stigmatisation et la discrimination des bénéficiaires dans la communauté, par une sensibilisation visant à améliorer la perception de la santé mentale et à initier un changement de comportement positif dans la communauté, envers les bénéficiaires et la santé mentale.

• Elabore et justifie le contenu des thèmes de sensibilisation communautaire, et propose les outils associés.

• Réalisation de références internes (en provenance d’autres programmes IRC) et externes (vers d’autres partenaires et intervenants sur les sites d’intervention).

• Remplir de manière appropriée les fiches d’évaluation et de suivi psychosocial des bénéficiaires, recenser dans un rapport hebdomadaire les différentes activités déployées sur le terrain et archiver les données dans le registre prévu à cet effet.

B. Reportage et Coordination

• Soumettre au superviseur, dans les délais, les rapports internes ;

• Produit des rapports et contribue aux rapports mensuels et d’avancement du projet

• Participe aux réunions de coordination hebdomadaires interne ainsi qu’aux réunions de coordination inter-organisations si nécessaire

• Travaille en coordination avec les autres acteurs et services existant dans les zones d’intervention pour apporter une meilleure réponse aux besoins des enfants et de leurs familles

• Gestion du système de documentation et des données et application des outils de suivi

• Contribue au développement d’activés pour les futurs projets et subventions

C. General

• S’engage à respecter l’IRC Way (Déontologie IRC).

• S’engage à s’assurer de la mise en oeuvre optimale de ces Politiques dans son cadre de travail.

• Est disponible pour effectuer toute autre tâche ponctuelle jugée utile par son supérieur direct ou par l’IRC.

• Assurer que toutes les activités seront mises en place en accordance avec les politiques opérationnels de l’IRC.

• Evalue de façon proactive et régulière la sureté et la sécurité des équipes sur le terrain et rapporter tout incident ou inquiétude à l’Officier de Protection.

• Est disponible pour effectuer toute autre tâche ponctuelle jugée utile par son supérieur direct ou par l’IRC.

Qualifications

• Diplôme technique ou diplôme en travail social, psychologie, science sociale ou diplôme connexe désiré

• Au moins 1 an d’expérience dans la mise en oeuvre de programmes de protection de l’enfance, de soutien psychosocial ou de gestion de cas

• Expérience de travail dans des contextes humanitaires ou de développement souhaitable

• Compréhension avérée du travail avec les enfants et les enfants vulnérables

• Maîtrise du français indispensable, connaissance pratique d’autres langues locales est un atout

• Expérience antérieure en préparation et intervention d’urgence préférée

Org. Setting and Reporting This position is located in the Regional Office of Central Africa of the Office of the High Commissioner for Human Rights (OHCHR) in Yaoundé, Cameroon. The incumbent reports to the Regional Representative in Cameroon and is under the functional supervision of the High Commissioner for Human Rights.

Responsibilities Within delegated authority, the Human Rights Officer will be responsible for the following duties:

•Plans and coordinates activities related to thematic and country mandates on human rights, including from a gender perspective. •Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country. •Collects and analyses human rights data and indicators in Cameroon and the region of assignment, including gender-specific data and indicators. •Provides support to sub-commissions, commissions and other bodies; follows-up on implementation of decisions rendered by policy-making bodies. •Ensures human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme. •Defines work plan for area assigned in accordance with established terms of reference. •Assists country military and police to develop and implement a training program in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives. •Supervises field verification work through periodic visits; follows up on different cases and situations verified by the regional offices. •Represents UN human rights programme at working level meetings. •Directs capacity-building efforts on human rights in region/country of assignment. •Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies. •May provide guidance to new/junior staff. •Performs other related duties as required.
