Background

The Central and West Africa Regional Office (CWARO) located in Dakar, Senegal, supports and provides oversight to NRC’s country programmes in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of Congo, Mali, Niger, and Nigeria. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and growing displacements due to conflict and climate change. NRC’s programmes and advocacy support families affected by conflict in the shelter, food security and livelihoods, education, water and sanitation, camp management, protection and legal assistance sectors. NRC has over 1,300 employees working on the NRC regional response.

The purpose of the Regional Finance Controller is to ensure that the financial set up is according to NRC standards and to support programme/project implementation. Some of the roles and responsibilities include :-

What You Will Do –

  • Ensure that country set ups adhere to Financial Handbook, NRC policies, donor and auditor requirements
  • Implement NRC’s financial systems, routines, procedures and initiatives
  • Provide input on operational support in proposal development and project implementation
  • Conduct routine country field visits to monitor compliance of internal control and financial systems
  • Implementing and following up on audits and evaluations findings for the smooth running of the country Office
  • Provide technical support and advice on NRC Financial Handbook, guidelines and tools.
  • Deliver trainings, including coaching of finance staff on NRC’s finance policy, systems, tools
  • Deliver training on anti-corruption guidelines and support Country Offices (COs) on investigations when needed.
  • Provide coherent and coordinated feedback to Regional Office management in regards to the needs and challenges of finance units within the region.
  • Provide regular Finance analysis and reports
  • Organize regular meetings with COs finance managers and contribute to adapt NRC standards to the local contex

Job Description

Founded in 1933 at the request of Albert Einstein, IRC provides life-saving care and assistance that changes the lives of refugees and displaced persons affected by crisis or disaster. Working today in more than 40 countries, we restore safety, dignity and hope to millions of uprooted people struggling to survive. IRC’s mission is to help people whose lives and livelihoods have been disrupted by conflict or disaster to survive, recover and take control of their future.

IRC began operations in Cameroon in 2016 to address the growing needs of people affected by Boko Haram-related violence in the country’s Far North. Assistance to displaced populations extends across the Far North, including Mayo Sava, Mayo Tsanaga, and Logone & Chari, providing assistance programs to increase access to water and improve hygiene practices in displaced and vulnerable host communities, cash support programs to enable poor families to meet basic needs and improve food security, and protection programs, including addressing the specific needs of women and girls. The coordination office is located in YaoundĂ© with a field base in Maroua and Kousseri.

As a result of the growing crisis in the North West and South West regions of Cameroon, IRC expanded its operations to the South West region in August 2018 and the North West in December 2019. IRC provides vital humanitarian assistance to internally displaced populations, with a field base in Buea and Bamenda.

IRC Cameroon in its strategic vision 100 is committed to contributing to a significant change in the lives of people affected by the various crises in Cameroon by providing emergency assistance to meet their basic needs, improving the protective environment, while increasing their capacity to respond to future shocks.

2. Summary

The Project Manager is a senior position at IRC hired locally to ensure the implementation of EC526 activities in Bamenda. He/she is the central interface between the Senior project manager and TCs and the program’s field teams in Bamenda, administrators, traders and local partners. The primary responsibility of the Project Manager’s position is the day-to-day supervision in the implementation of program activities and the management of implementation teams including officers, assistants and community mobilizers who work with the field community and beneficiaries. The Project Manager is responsible for planning, monitoring and coordinating activities, and supervising the technical teams of the project implemented in the field. He/she must regularly visit the field to ensure quality implementation and high-level decision making, particularly during difficult stages such as sensitization of authorities and communities, selection of project beneficiaries, distribution of cash or vouchers, and dispute resolution. In terms of external coordination, the Project Manager ensures good collaborative relations with the deconcentrated technical services of the Government, represents IRC in the Technical Working Groups as well as the clusters related to the EC526 project in Bamenda.

3. Location :

Program Implementation and Quality Assurance

– Monitor the timely implementation, financial management and reporting quality of EC526 project managed in accordance with donor requirements.

– Develop and monitor EC526 project work plans on a monthly and weekly basis

– Provide guidance and weekly monitoring of activities developed by the teams in the field.

– Identify and quickly recommend solutions to technical, programmatic, expenditure and procurement problems in the EC526 program.

– Ensure that all interventions are consistent with IRC’s program strategy, national policies and protection standards.

– Conduct regular monitoring field visits to assess progress and identify technical quality and/or other implementation issues, provide solutions and implement modifications as necessary.

– Organize daily/weekly debriefing and conduct regular monthly staff meetings to discuss implementation of project activities, operational context and provide support as needed.

Budget Management

– Develop and monitor the EC526 project expenditure and procurement plans and update them monthly.

– Ensure that program budget lines are spent in accordance with the spending plans.

– Ensure that purchase requisitions are made on time and in line with the spending and purchasing plans.

– Ensure that the IRC purchasing, and expense management system is up to date and cleaned on a weekly basis

Program Design

– Contribute when requested to program design and needs analysis for new coverage programs.

– Monitor changing needs in target communities and adjust program priorities as necessary.

Staff Management and Development

– Actively participate in the staff recruitment process.

– Manage the EC526 implementation team in Bamenda including the program officers and M&E officers/assistants.

– Maintain open and professional relationships with team members, promote team spirit, and provide supervision and guidance to enable staff to perform their duties effectively.

– Coach, train and mentor staff to build technical capacity, share knowledge within the team and provide professional development guidance.

Monitoring and Evaluation, Report Tracking and PCM

– Ensure that monitoring and evaluation systems are developed (including indicator tracking sheets and feedback mechanisms) and implemented in the EC526 project in collaboration with the M&E team and the PMs; and that data related to activities, outputs, and outcomes are captured accurately and efficiently, and that programs are continuously adapted to optimize quality.

– Draft M&E reports based on data collected and analyzed by M&E colleagues

– Draft IRC and donor reports according to established schedules (monthly, quarterly and annual) on activities, indicators and grant results, and as requested by the Senior project manager.

– Participate in all meetings related to the EC526 project according to the IRC Project cycle meetings internal process and send information to prepare for these meetings within the deadlines and instructions communicated by the grant colleagues.

– Follow up on action items discussed

Coordination, representation and advocacy

– Develop and maintain effective working relationships with local partners, NGOs and administrative authorities.

– Participate regularly in meetings of sector groups and sub-groups relevant to the sector.

– Transmit data related to IRC projects for the EC526 sector to the various sectoral groups and sub-groups including the 5Ws.

– Ensure coordination of activities with other partners to avoid duplication and strengthen complementarities.

Any other task assigned by the supervisor to improve IRC’s programs

Qualifications

Master’s degree in law, social work, psychology, public health, humanitarian aid or related field.

At least 2 years of experience in humanitarian project management and in NGOs.

Proven experience in developing work plans and implementing activities, collecting data, and writing activity reports;

Good understanding of gender issues, human rights, protection issues including those related to violence against women and girls and children.

Personal qualities: autonomy, scientific rigor, diplomacy, supervisory skills, dialogue and negotiation skills, good stress management skills, ability to adapt to the way NGOs operate, analytical and writing skills.

Good ability to develop business plans, data collection and analysis, and performance monitoring

Ability to multi-task

Excellent computer skills: Word, Excel, Power Point and MS Outlook.

Excellent interpersonal and teamwork skills.

Ability to work independently and as part of a team with strong time management skills, project management, and organization of staff working under his/her direction.

The United Nations High Commissioner for Refugees (UNHCR) has announced an open call for the Refugee-led Innovation Fund to reshape their participation in the delivery of humanitarian work by placing them at the centre of decisions affecting their lives, and ensuring that they lead the identification of needs and the design of innovative solutions.

The Fund provides a holistic support mechanism combining financial resources, mentoring and other expertise directly to organisations led by people who experience forced displacement. This will enable them to design new interventions which will have a lasting positive impact on their communities.

The Refugee-Led Innovation Fund proposes a fundamental shift in programme architecture. It takes a grassroot approach whereby organizations led by people who experience forced displacement are directly provided with meaningful financial resources and the support required to implement innovative approaches.

Approaches

To achieve its objective, the Fund has adopted the following approach:

  • Support forcibly displaced people to identify challenges and opportunities, and develop solutions that can have lasting impact within their communities.
  • Provide a holistic support mechanism tailored to their requests, including financial support, mentorship and technical expertise across the innovation lifecycle.
  • Connect disjointed, localised innovation by facilitating peer support, learning and sharing
  • Build evidence that proves the power of initiatives developed by forcibly displaced people, and use this to overcome barriers that prevent them from accessing resources.
What the Fund offers?

Selected organisations can expect the following support:

  • Financial support to test and grow ideas: Organisations can apply for up to USD $50,000 in funding to test and implement their ideas.
  • Programme and project management support: Grantees will receive assistance from UNHCR country teams to troubleshoot challenges and facilitate local connections. This will further enhance the successful implementation and sustainability of projects.
  • Technical support, expertise and coaching: Specialist advice based on needs ranging from technology to legal support and Innovation.
  • Peer-to-Peer support: Teams will be encouraged to meet, share experiences, learn from each other and explore partnerships.
  • Other support based on each project need: this could include organisational support, help with project sustainability and scale, training on specific topics, business model advice and media and communications support.
  • An emphasis on learning: The Fund will help grantees measure outcomes, assess the effect of their initiatives and gather information to support growth. Applicants will be encouraged to document, share and make use of relevant learning. Discussion and reflection with communities will enable to incorporate and respond to feedback.

Eligibility Criteria

They will accept applications from start-ups that have developed other technologies at higher TRLs as long as the innovation they are applying with is TRL 2 to TRL 6.
  • Start-ups can be based anywhere as the programme is delivered virtually, but all participants must work to a GMT time zone. In-person attendance in Aberdeen UK is expected for 3 weeks (first week, last week and a week in the middle).
  • The TechX Clean Energy Accelerator is a 15-week full time intensive programme. At a minimum one founder will need to be available full-time during the 15 weeks to take part in the programme. A maximum of two employees (including one founder) may participate in the programme.
  • Start-ups may not participate in other accelerators during the TechX Clean Energy Accelerator programme.
  • Start-ups will only be considered if they are developing clean energy technologies that fit one or more of their technology focus areas, set out below.

Grant Opportunities: The Alongside Wildlife Foundation Seed Grants Program

The Alongside Wildlife Foundation has announced the grant program to support the kinds of important wildlife projects that are typically overlooked by most major organizations.

This is a seed grant program, meaning they prioritize projects that have not yet started or are within their first year. Projects should focus on terrestrial and shoreline-associated animals (including invertebrates). They do not generally fund marine work. They do not fund projects that propose lethal solutions to human/wildlife conflict. They do not fund wildlife rehabilitation work.

They will continue to support wildlife conservation efforts based in the USA with their growing Land Fund and special initiatives

Note: They are not a large foundation financially backed by wealthy individuals, organizations, or endowments and they receive many more inquiries than they could possibly fund. They are fully supported by their growing grassroots network of small recurring donors; if you value the work they do (including this grants program) and wish they could do more then they hope you will consider joining this network.

Focus

The projects they support focus on natural history, science communication, or living alongside wildlife.

  • Natural History: despite increasing calls to recognize and appreciate natural history, this type of research is rarely prioritized; they fund projects that generate basic but vital information about the species alongside us.
  • Science Communication: scientists and science communicators are facing pressure to reach out and engage with new audiences and their grant program is designed to support this work; they focus on projects that facilitate and encourage science communication projects that aim to reduce human/wildlife conflict. Projects must include novel and creative collaborations between scientists and artists.
  • Living alongside Wildlife: As their landscapes become increasingly human-dominated, it is essential to generate and implement co-existence strategies that allow for wildlife to persist alongside us. They fund projects that evaluate or implement science-based strategies to reduce human/wildlife conflict.

They will accept proposals for up to $2,000 USD.

Eligibility Criteria
  • Qualifying projects should be internationally based (outside of the USA). They will continue to support wildlife conservation efforts based in the USA with their growing Land Fund and special initiatives.

  • If you represent an international or small organization with a limited online presence, The Alongside Wildlife Foundation appreciates independent letters written on your behalf when evaluating your proposal as well as supplementary information that allows us to learn more about your project or institution.
  • If you are a graduate student, please include a letter of support from your advisor. Letters can either be submitted by you immediately after you submit your application or submitted before the application deadline by your advisor. If you choose to have your advisor submit a letter, please send them the link to the letter submission portal, which you have access to after submitting your proposal.

Grant Opportunities: SCALE Creative Adaptation Award – fundsforNGOs

Are you a changemaker? Has your program made a locally-led innovation in agriculture, NRM, or livelihoods? Tell SCALE about your creative adaptation for a chance to document your learning and spread the word!

SCALE is seeking examples from partner organizations at the local level about creative program innovations and adaptations they have spearheaded that address challenges in the sectors of agriculture, natural resource management (NRM), and/or off- and non-farm livelihoods.

The winners of the 2022 Creative Adaptation Award will be selected by a Donor Panel and public voting in August. Winning approaches will be featured in a Spotlight Webinar in mid-September. Winning adaptations will also be highlighted on the FSN page and newsletter to raise awareness about innovations that are being developed and the changemakers responsible for them.

Eligible Activities
  • Examples may include, but are not limited to:
    • Introduction of new approaches and technologies that enable local partnerships
    • Adoption of digital technologies, apps, or social media that support local solutions to global issues
    • Creating space for greater ownership of processes by partner organizations
    • New approaches to creating local jobs
    • New business strategies to support locally-led supply chains
    • Innovative and inclusive strategies for data gathering and monitoring
Eligibility Criteria

Submissions are welcome from partners implementing USAID Bureau for Humanitarian Assistance (BHA)-funded emergency and development activities, as well as those working on other donor-funded programs that have relevance to the food security implementing community.

Deadlines and Timeline

Phase 1: Send them your Pitch and Video!  | July 15 – 29, 2022

Use the short form available here to pitch your adaptation or innovation to the SCALE team. Programs are welcome to submit more than one innovation.

Candidates will submit a video of no more than 3 minutes (MP4 format) telling us about your adaptation or innovation. We want to hear how you are making a difference in communities and looking at challenges in a whole new way. Bring your pitch to life for us!

Submission guidance

The submitted video must be a maximum of 3 minutes in duration. Submissions exceeding 3 minutes may be disqualified;

  • Videos must be uploaded as one single file of high quality in a standard YouTube format (16:9 aspect ratio);
  • Videos should be in MP4 format and the file size of each video should not exceed 1GB
  • Videos may not contain any copyrighted music, images, or brand names without proper approval
  • SCALE will provide subtitling for videos submitted in French, Spanish, Arabic, or Kiswahili

Tips

  • Consider filming the video in a location related to the adaptation or innovation you are telling us about
  • Make sure speakers are visible (for example in the middle of the screen)
  • Film your video in landscape mode (horizontally)
  • Avoid jargon if you can; audience members can have very different levels of experience and knowledge

Judging criteria 

The judges will look for engaging and inspiring video submissions. Your video entry will be judged on:

  • Relevance of your entry to agriculture, natural resource management (NRM), and/or livelihoods approaches
  • Technical quality of the innovation/adaptation
  • Creativity and inspiration
  • Potential for replication and impact
  • Applicants must be a partner organization at the local level to qualify

Phase 2: Voting begins! | August 2 – 19, 2022

Voting will open in early August. There are 2 anticipated categories of award:

  • Donor’s Choice Award (selected by a select group of donor representatives)
  • People’s Choice Award (selected through an open voting platform)

Phase 3: Winners are revealed! | September 5, 2022

SCALE Creative Adaptation Award winners will be featured in a Spotlight Webinar in mid-September and highlighted on the FSN page and newsletter to raise awareness about innovations that are being developed and the changemakers responsible for them.
