The Opportunity

 

As Executive Office Advisor you will provide high quality, strategic and politically attuned advise to the to the CEO and Plan International senior leadership on external priority issues, position statements and external and internal communications activities

 

You will also be responsible for oversight, planning and operational support for the CEO’s engagement with external stakeholders, develops CEO speech and briefs, and manages the CEO’s internal and external communications

 

In this role you will work across global functions to source technical narratives to further the CEO’s engagement agenda to create and implement powerful content that contributes to engagement and helps communicate our vision and our culture.

With proven expertise providing strategic and analytical support to senior management and/or governance bodies you will have advanced interpersonal, influencing and negotiation skills and the capacity to build effective relationships with a wide range of stakeholders.

 

You will need to have relevant experience in executive decision-making teams within international or multilateral environments. As well as demonstrable experience of speech writing and internal/external communications.

The Opportunity

 

As part of the Monitoring Evaluation Research and Learning (MERL) Department, your primary role as the PMERL and Salesforce Functional Admin Specialist is to understand, maintain, advise on and troubleshoot the Salesforce, Vera, Taroworks and OpenFN, tools which comprise a system known as “PMERL” from an M&E  functional utilisation perspective.  Your role will be pivotal in ensuring utilisation, governance and application aligned to PM and M&E frameworks and operating standards and procedures.  You will work closely with both the Y.O.D.A. Programme and IT operational teams who support PMERL from an IT perspective as well as leading engagement with third-parties working to support the platform.

 

The following are essential for success in this role;

 

  • Qualification as a Salesforce Certified Administrator
  • Proven experience in supporting programme and project delivery (programme effectiveness) and M&E through Salesforce systems in a large and matrix organisation, ideally in an INGO/NGO
  • Knowledge of programme and project management (programme effectiveness) and ideally Monitoring & Evaluation (M&E) operations, principles, practices and processes.
  • Experience in business process design and mapping.
  • Ability to understand programme and project management (programme effectiveness) and M&E workflow and lateral processes, understand where to probe for inefficiencies and clarity and to lead these discussions with the organisation.
  • Experienced in the use of reporting tools to develop standard and ad hoc reports.
  • Excellent understanding and application of MS Excel, Visio
  • Experience in setting metrics and analytics and the ability to analyse data for operational and strategic decision-making.

role PURPOSE

The role purpose of the Health Technical Officer is to support the in and out facility Adolescent friendly SRH&H service delivery, the provision of data needed for resource mobilization, assessment of effectiveness and efficiency of Adolescent friendly SRH&H services, strengthen involvement of beneficiaries and community and promote integration of gender (mainstream gender and address its concerns in all ASRH&R activities), education, governance, livelihood components for the delivery of P4G activities as one.

This role is important to shift from a clinical approach to an effective community-based health promotion and preventive care with the involvement of beneficiaries and communities for more efficiency, effectiveness and accountability.

Responding to the need to develop an integrated package of interventions for adolescent girls, this project aims to bring adolescent girls and boys together with government and non-government stakeholders (including the elected representatives and local government functionaries, development partners, NGOs, CBOs, Community leaders and Private Sector partners) to collectively deliver girl-led planning, implementation and monitoring of a ‘Plan for Girls’ in two communes in Cameroon and four communes in Benin.

Dimensions of the Role

The incumbent serves as technical reference person for Health issues for the project and Plan field office and reports to the Project Manager. There is no direct report related to this role but rather strong collaborations with other health positions like GF field Supervisor, Nutrition and Community Health Workers. The Health Officer represents Plan in all relevant meetings and fora and works closely with Regional Delegation of Public Health.

Accountabilities

 

  1. Program strategy and design
  • Provide leadership and expertise in the baseline and subsequent assessments of status of ASRH&R activities under the P4G project with the involvement of young people, girls and young women themselves
  • Identify emerging needs and develop/update the ASRH&R section of the P4G proposal
  • Design and implement clear work/activity plans for integrating SRHR for adolescent within the project
  • Promote education of parents and the community on Sexual and Reproductive Health and Rights of adolescents;
  • Support the delivery of ASRH information and AACSE programs for out-of-school and in-school adolescents
  • Facilitate innovative approaches including utilization of digital platforms to enhance access to ASRH&R information

  • support the generation and use of evidence to justify resource allocation to ASRH&R;

  • Support and build the capacity of adolescents and youth organizations to document and analyze the needs and the service gaps for youth-friendly sexual and reproductive health, and to disseminate their findings

role PURPOSE

 

The latest Country Strategy (CS) for Cameroon has been approved for the period 2022– 2024 with an estimated budget of 48,7 million Euros. In order to realize it Ambition “to make an impact on the lives of two million girls over the five years of the country strategy”, Plan International Cameroon has since adopted a programmatic and operational approach which consists in setting objectives for a given period, mobilizing the resources, partnering, and implementing activities to reach the objectives P4G project will address the barriers to girls’ participation in the governance process, including the sensitivity of the government representatives to accept girls’ participation as well as addressing the gaps in availability of sex, age disaggregated data, and evidence backed arguments for girl-led, planning and monitoring.

 

The Operations Manager of P4G Project is responsible for leading, managing and developing finance and administration team to support the delivery of quality and integrated programming in line with the organizational standards, frameworks, procedures and donors’ requirements.

The Operations Manager is managed directly by the Head of Operations & PIIAM with operational supervision of the Project Manager.

 

Dimensions of the Role

  • The Operations Manager of P4G project is playing an important role in the management of the project and is expected to understand the project guidelines and share with both internal and external stakeholders in the absence of the Project Manager.
  • The Operations Manager supervises the functional areas of finance and administration & Logistic of the PIIA particularly the P4G project. He/she supports all the team above with particular attention to project team to deliver quality and timely output based on Plan and donor requirements.
  • The Operations Manager engages on a regular basis with the Project Manager on the management of all risks associated with project delivery including budget, logistics & procurement in the Project P4G
  • The Operations Manager provides technical oversight and support all the project team in managing risks and remaining compliant in the delivery of cost-effective of project outputs.
  • The Operations Manager oversees the preparation and analysis of the Project budget/ amendment for submission to the Country office before sending to the donor.

 

Accountabilities

Team development and people management

  • Staffing: Participate in the hiring, development of all operations positions (Admin & Finance) of P4G project to support the delivery of effective, efficient and high quality and timely outputs in line with donor requirements.
  • Support organizational values among all staff under her/his supervision.
  • Team building and maintenance: establish, agree, communicate and monitor standard of performance, and behaviours for the operations support staff in the P4G project. Team TOR, objectives, and key performance indicators (KPI’s) are agreed annually, and monitored and updated quarterly
  • Individual development and performance management: manage and develop the performance of the operations support Project team to ensure delivery of quality support and services. Also, train other project staff in Operations Manual (OM) to acquire basic knowledge in procurement and financial procedures

Budgeting, reporting and support to project delivery

  • Administration & procurement: Oversee the planning and delivery of all general services and logistical requirements of P4G project in line with established procedures and donor requirements e.g. procurements, storage, transportation and distribution.
  • Budgeting: oversees the coordination of the preparation, consolidation, analysis, amendment and submission of the Project budget as per donor requirements.
  • Reporting: coordinate the reporting process to the donor including timely submission of all required financial reports and implementation of follow-up actions and recommendations.

Compliance and management of risks

  • Policies and procedures: coordinates with the Project Manager, the M & E Learning Specialist and the Technical Advisors so that systems and processes are in place to comply with Plan global policies, standards and procedures and legal requirements in the areas of finance, administration and logistics.
  • Audit and investigation: oversees the facilitation of internal and external audit missions and ensure audit follow up and action lists are addressed in a timely manner for the Project;
  • Risk Management: Contributes to identify, mitigate and manage risks linked to the project in collaboration with the Operations Manager of the Grand North.
  • Loss and Incident reporting: report timely and consistently all losses and incidents, including updates, to the Project Manager for all incident occurred in the implementation of the project.
  • Legal and regulatory: oversees the review of agreements and contracts and ensure compliance with the country laws and regulation.

Procedures, process and applications support

  • Applications and systems support: oversees the use by all Project staff of corporate systems and applications including finance systems: SAP and HRIS
  • In-country policies and procedures: oversees the development and implementation of up-to-date financial and administrative systems, policies, procedures and guidelines to support Project operations and ensure compliance of Plan’s global standards and donor requirements
  • Cash Management: ensure that the bank account opened for the project is managed in accordance with Plan policy and requirements.

Summary of responsibilities:
The Supply Chain Manager is an integral part of the Extended Country Management Team and works under the supervision of the Head of Operations. The Supply Chain Manager:

Key Responsibilities
Among the specific responsibilities:
Compliance: Ensuring that supply chain policies and procedures comply with policies, procedures and requirements of PLAN INTERNATIONAL CAMEROON and applicable funding sources. All Program Areas  and staff act in accordance with the policies and SOPs.
•    Maintain and update donor guidelines related the supply chain (procurement, assets, etc.).

•    Finalize procurement plans for all grants.

Training and Awareness:

Personnel management:

Purpose:      Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

The Business Development Specialist is part of the Business Development Unit and has the role of coordinating the Grants acquisition and expending the funding portfolio from various sources to support Plan International program in Cameroon

The function exists to supports Plan’s strategy and mission to grow strategically with qualitative programs and to become an organization of choice of donors and other partners.  
 
Further the role of BD specialist is particularly a fundraising focused role rather than compliance, looking to enhance Plans organization to be fit for purpose for the growth target we have.

Knowledge

    Bachelor’s Degree in sociology, social sciences, economic or related field.
    Preferably with experience in proposal development, fundraising, alliances and partnerships
    Familiarity with financial and administrative requirements of a variety of large grant donors

PURPUSE OF THE ROLE:
Plan International is strongly committed to Cameroon where the organisation has been running emergency and development programmes since 1996 for the benefit of disadvantaged, vulnerable and/or disaster-affected populations and communities, with a particular focus on the promotion of girls’ rights and child protection. Our fields of intervention include education, protection, WaSH (water, hygiene and sanitation), reproductive health and economic empowerment.
Since February 2017, Plan International Cameroon has been implementing the project “Autonomisation des plus Vulnérables par l’Éducation Inclusive et la Réinsertion dans les Arrondissements de Yaoundé 2 et Yaoundé 7 (AVENIR)”. This project, which is co-financed by Plan International France and the French Development Agency, aims to improve the supply and quality of education with a view to effective economic integration of the targets. It has two components (inclusive education and economic inclusion) and its implementation is the subject of collaboration with civil society organisations, sectoral administrations, the private sector, community organisations and decentralised territorial authorities…

JOB DESCRIPTION:
The Project Manager is responsible for providing an overall vision, leadership and guidance of the project, internally with the project staff and externally with donors, governments agencies and other stakeholders. She/he will be responsible for overall project planning, implementation and management which includes amongst others: effectively steering project staff and team; efficient management of financial resources; review and approval of project budgets and monitoring expenditures; supervision of field operations; supervision of monitoring & evaluation; and ensuring quality control and timeliness of all deliverables as required. S/he will ensure full compliance with the donor contract and regulations and will oversee the project reporting process to the donor. S/he will also steer management and performance of local partners and technical back stoppers.

MAIN RESPONSABILITIES:
Under the supervision of the PIM, the Project Manager will have to perform the below main activities:
•    Guide the project implementation, including developing work plans, budgets and competency table with responsibilities and mandates;
•    Build, strengthen and manage partnerships with sectoral administrations, local implementation partners, councils, private sector partners, institutions and other stakeholders…;
•    Contribute to manage donor relations and the donor contract;
•    Overall management of all human, physical and financial resources related to the project;
•    Monitor performance of the project management team to ensure all milestones set in the annual work plan are met, develop mitigation plans to reduce risks and take corrective actions to remedy any deviation from the work plans;
•    Account and report to Plan International and the donor on project performance;
•    Guide knowledge development, documentation, communication and branding in close collaboration with the donor;
•    Identify and follow-up funding and partnership possibilities in collaboration with country management and business development team.
•    Execute overall project management;

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:
Qualifications and Experience:
•    University degree (Master) in social sciences, economics, socioeconomics, education sciences or all other relevant field linked to education sector or economic inclusion promotion  
•    Minimum of 04 years of relevant work experience in managing and implementing humanitarian and/or development projects in the field of livelihoods, education, youth empowerment, urban development, safety nets, participatory development and/or economic recovery;
•    Experience in the management of a multisector project will be an asset
•    Previous relevant experience with an International NGO, especially with Plan International or with a national NGO will be an asset.
•    Knowledges in gender and participatory approach will be an asset
•    Previous experience with projects funded by the French Development Agency will be an asset
Skills and Knowledge:
•    Strong strategic decision-making and communication skills including reporting and presentation;
•    Demonstrated ability of coaching, capacity building, teamwork, management, coordination and planning.

Grant Opportunities: Conservation Leadership Programme announces Future Conservationist Award 2023

The competition for the 2023 Conservation Leadership Programme (CLP) Future Conservationist Awards is now open to offer a grant of up to $15,000 to teams of early-career conservationists working on high-priority projects in eligible countries worldwide.

CLP offers support to early-career conservationists living and working in low- and middle-income countries in Africa, Asia, the Pacific, Latin America and the Caribbean, Eastern and South-eastern Europe and the Middle East.

Eligibility Criteria

Applications will be accepted from teams initiating projects that meet the eligibility criteria outlined below. To be eligible for a CLP Future Conservationist Award, the team and project must meet the following eligibility criteria.

  • Team:
    • CLP Awards are for team-based conservation projects – each team must have at least three people.
    • 50% or more of the team members must be nationals of the country where the project is taking place.
    • Nationals of a country subject to sanctions or trade restrictions imposed by the USA, UK or EU are NOT eligible to participate on a project team.
    • The team leader must be a national of the country where the project is taking place. Co-leadership with a non-national will be considered, subject to clear justification.
    • All team members must be early-career conservationists with no more than five years of work experience in the conservation sector. ‘Work experience’ does not include research for a university degree. Individuals who have more than five years of work experience in the conservation sector are not eligible for CLP support and should not apply.
    • No team member can be a part- or full-time paid employee or contractor with a CLP partner organization, including Birdlife International, Fauna & Flora International and the Wildlife Conservation Society, at any time from project development through to implementation.
    • Any team member volunteering at a CLP partner organization at the time of application and/or project implementation MUST be declared in the application. They also need to explain how the CLP proposal differs from the partner organization’s work.
    • Applicants can participate in only one CLP project at a time and in no more than three Future Conservationist Award projects in total, serving as team leader for no more than one Future Conservationist project.
  • Project:
    • CLP offers support to early-career conservationists living and working in low and middle income economies in Africa, Asia, the Pacific, Latin America and the Caribbean, Eastern and South-eastern Europe and the Middle East. The project must take place in one of the eligible countries
    • The project duration must be no less than three months and no more than one year in length.
    • The total funding request from CLP must not exceed US$15,000 and CLP funding must cover at least 50% of the total project budget.
    • The project must focus on globally important species for biodiversity conservation that are at risk. They consider a species to be ‘at risk’ if it is designated as globally threatened (CR, EN, VU) or data deficient (DD) by the IUCN Red List OR if there is information suggesting that urgent conservation action is needed.
    • For those projects focusing on multiple species and/or taxonomic groups, at least one species in each taxonomic group being studied must be at risk.
    • The project must be for new work rather than the continuation of an ongoing, established project.
    • Applicants must demonstrate that the proposed project goes beyond academic research being carried out for any team member’s degree.
    • Projects that involve laboratory analyses must justify why this work is critical and urgent for conservation.
    • The proposal must be written by the applicants themselves.

Selected organizations may receive up to $5M in funding, along with access to Google’s technical expertise and products, to accelerate progress toward a more sustainable and resilient future.

They want to support the work of nonprofits, experts, and organizations around the world that will accelerate advances in climate information and action.  are looking for solutions that help the global community illuminate previously opaque climate challenges and enable collective climate actions.

Eligibility Criteria
  • The Google.org Impact Challenge (GIC) is an open call to nonprofits, social enterprises, universities and research institutions around the world to submit their ideas for projects that accelerate progress in climate information and action. Selected organizations will receive $5M USD in funding, along with access to Google’s technical expertise and products.
  • The Challenge is open to any not-for-profit charity, other not-for-profit organization, public or private academic or research institution, or for-profit social enterprise company with a project that has an explicit charitable purpose. Your organization must have a registered office in your country of residence. Organizations located in Crimea, Cuba, Iran, North Korea, Russia, the so-called Donetsk People’s Republic (DNR) and Luhansk People’s Republic (LNR), or Syria and projects in those countries are not eligible to apply. Unfortunately, individuals without organizational affiliation are ineligible.
Application Criteria
  • Ambition: They are looking for transformational solutions that have potential for global impact. While your idea does not need to immediately reach millions of people globally, you should articulate how it could ultimately do so. They encourage collaboration between multiple organizations, as coalitions may be helpful for achieving the scale of solutions they’re hoping to support.
  • Impact: Projects should drive tangible, real world impact for both the climate and people. The proposal should explain how it will tackle climate change and/or the extent to which it will support others to do so too. Successful applications will be grounded in data and research.
  • Innovative use of technology: Ideas should apply technology by creating or enabling new solutions and approaches. Applications can also propose innovative applications of existing technology – solutions that apply AI and machine learning are encouraged!
  • Feasibility: Successful proposals will have well-developed and realistic execution plans supported with the resources and expertise needed for implementation. Taking on big, scalable ideas with technology at their core is difficult, and they look for teams that are equipped to implement the proposed project.
