Job Description

L’International Rescue Committee (IRC) est une organisation humanitaire apolitique, non religieuse et à but non lucratif qui vient en aide aux réfugiés du monde entier. IRC met en œuvre des programmes visant à promouvoir des solutions durables pour les personnes déplacées, les réfugiés et les communautés d’accueil par le biais de projets de santé publique, d’assainissement, d’hébergement, de réhabilitation et d’éducation. IRC sert les réfugiés depuis 1933 et est présent dans 40 pays d’Europe, d’Afrique et d’Asie, ainsi que par le biais d’un programme de soutien à la réinstallation aux États-Unis. IRC est une organisation engagée en faveur de la liberté, de la dignité humaine et de l’autonomie. Cet engagement se traduit par une aide à la réinstallation bien planifiée, une aide d’urgence mondiale, la réhabilitation et la défense des réfugiés.

IRC a commencé ses opérations au Cameroun en 2016 pour répondre aux préoccupations croissantes des personnes touchées par les violences liées à Boko Haram dans l’Extrême-Nord du pays. L’assistance aux populations déplacées s’étend à tout l’Extrême-Nord, notamment à Mayo Sava, Mayo Tsanaga et Logone & Chari, en fournissant des programmes de sauvetage pour accroître l’accès à l’eau et améliorer les pratiques d’hygiène dans les communautés vulnérables déplacées et hôtes ; des programmes de transfert d’argent pour permettre aux familles vulnérables de répondre à leurs besoins de base et d’améliorer leur sécurité alimentaire ; des programmes de protection notamment pour répondre aux besoins spécifiques des femmes et des filles. IRC a des bases de terrain à Maroua et à Kousseri.

Suite à la crise croissante dans les régions du Nord-Ouest et du Sud-Ouest du Cameroun, IRC a étendu ses opérations dans la région du Sud-Ouest en août 2018 et dans le Nord-Ouest en 2019. IRC fournit une aide humanitaire vitale aux populations déplacées à l’intérieur du pays, avec des bases de terrain à Buea et Bamenda.

Avec son bureau de coordination à Yaoundé, le programme pays de IRC au Cameroun a développé son nouveau plan stratégique ” Stratégie 100 ” en 2021, à travers lequel nous visons à fournir le meilleur impact possible pour certains des garçons, filles, femmes et hommes les plus vulnérables affectés par les crises humanitaires. Dans tout ce que nous faisons, nous nous efforçons de respecter les valeurs fondamentales de IRC que sont l’intégrité, la responsabilité, le service et l’égalité.

Sous la supervision directe du Senior Grants Communication and Partnership Manager, le Grants and communication Officer est chargé de fournir un soutien à l’équipe de IRC. Ses tâches consistent notamment à soutenir le processus d’établissement de rapports à l’intention des donateurs ou à des fins internes, à tenir à jour les dossiers de subventions et les documents de suivi (en Excel) ainsi que les bases de données de IRC, à programmer et à organiser des réunions régulières sur les subventions et à assurer la gestion quotidienne des subventions.

Le Grants and communication Officer (GO) travaillera en étroite collaboration avec le Senior Grants Communication and Partnership Manager, le Grants and Program Coordinator, les Technical Coordinators et les Program Managers, ainsi que le département de suivi et d’évaluation, afin de garantir une gestion des subventions de qualité.

Le Grants and communication Officer (GO) sera basé à Maroua avec des déplacements dans les sous-bureaux et au bureau de coordination de Yaoundé. Cependant, en fonction du candidat, IRC envisagera de placer le poste dans un autre bureau de terrain de IRC Cameroun.

Qualifications

Système de gestion des subventions :

· Développer et maintenir les outils de gestion des subventions, tels que les trackers de financement, les calendriers de rapports, les modèles, et s’assurer que l’équipe est au courant des échéances.

· Soutenir l’équipe du programme et des opérations, le Grants and Program Coordinator dans la préparation et le suivi des réunions du cycle de projet, la facilitation desdites réunions sur demande et le suivi des points d’action.

· Soutenir la production des rapports des donateurs et s’assurer que les rapports sont de haute qualité et soumis dans les délais.

· Aider à la préparation des visites de suivi externes, des examens et des audits, ainsi que des évaluations intersites, et y participer le cas échéant.

· Établir et maintenir des fichiers électroniques et sur papier pour chaque projet financé par des subventions, à des fins de suivi et de rapport.

· Effectuer des examens de conformité de routine des programmes de subventions.

· Soutenir, à la demande du Senior Grants, Communication, and Partnership Manager, l’analyse du BvA et du plan de dépenses.

· Participer aux réunions internes de BvA pour s’assurer que la subvention est en bonne voie, et signaler tout problème à l’équipe chargée des subventions.

· Travailler en étroite collaboration avec les équipes chargées des finances et des subventions pour réviser et ajuster le budget si nécessaire.

Documentation des résultats et rapports :

· Travailler avec le personnel concerné pour tirer parti des résultats programmatiques et opérationnels de IRC à des fins de marketing, de positionnement et de collecte directe de fonds, y compris le maintien des données sur les performances passées et la capacité de l’organisation, les publications et la diffusion, et les visites des donateurs.

· Participer aux examens et évaluations trimestriels des programmes afin de garantir la documentation systématique des meilleures pratiques et des leçons apprises par le personnel des programmes, maintenir un système centralisé accessible à tout le personnel et le diffuser comme il convient.

· En collaboration avec les équipes des programmes et des opérations, mettre en place des systèmes efficaces pour assurer la transmission en temps voulu des rapports aux donateurs, aider les autres membres du personnel à comprendre les exigences des bailleurs de fonds et s’assurer que les rapports sont au bon format, et éditer des sections des rapports si nécessaire.

Communication :

En étroite collaboration et avec le Senior Grants Communication and Partnership Manager, le GO sera responsable de :

· Contribuer à la rédaction, à l’écriture et à la révision des bulletins d’information externes et internes de IRC et veiller à ce que les contributions des collègues soient partagées en temps opportun.

· Collaborer étroitement avec l’équipe chargée des subventions pour élaborer des fiches d’information et des exemples de réussite liés à nos activités.

· Contribuer à accroître la visibilité de IRC sur les médias sociaux en présentant le contenu des bulletins d’information externes de IRC.

· Avec le soutien du Senior Grants Communication and Partnership Manager, examiner du matériel de visibilité de IRC et des donateurs en veillant à leur conformité aux règles des bailleurs.

· Effectuer des visites de collecte de contenus relatifs aux histoires à succès des bénéficiaires.

· Renforcer les capacités du personnel en matière de visibilité, photographie, médias et communication.

Exigences du poste :

· Minimum licence dans un domaine pertinent et expérience applicable dans la gouvernance, l’administration et la gestion des subventions à but non lucratif, y compris le développement des affaires et la conformité.

· Au moins un an d’expérience dans un rôle de gestion des subventions, de préférence dans une ONG.

· Expérience préalable de la gestion des subventions et connaissance des règlements, procédures et exigences des donateurs du gouvernement américain (USAID/BHA, BPRM), européens (AFD, ECHO, SIDA) et de l’ONU (HCR, UNFPA, UNICEF, CHF).

· Expérience avérée de la coordination des propositions de financement et des rapports d’activité des donateurs institutionnels et privés.

· Capacité à gérer efficacement des priorités concurrentes.

· Excellentes aptitudes à la communication orale et écrite et capacité avérée à produire et éditer des documents sous la pression des délais.

· Connaissance pratique de l’élaboration et de la gestion d’un budget

· Expérience de travail dans un environnement multiculturel, de préférence en Afrique.

· Compétence avec Windows, Microsoft Office

· Capacité à travailler dans des environnements à sécurité instable

· Anglais et français courants, écrits et parlés

Cameroon has a generalized HIV epidemic with over 500,000 persons living with HIV, a national prevalence of 3.4% among women and 2.7% in men aged 15-59 years. Among women, the prevalence increases with age from 3.4% for 20-24 years, 3.7% for 25-29 years, 4.1% for 30-34 years, to 6.5% for 35-39 years . The South, Adamaoua and East Regions have the highest HIV prevalence rates: 5.8%, 5.6% and 4.1% respectively. Adolescent girls are particularly vulnerable and have a 9-times higher incidence than boys in the 15-24 years age group.

Since 2020, UNICEF supports 55 health districts in 6 Regions (Adamaoua, East, Far-North, North, West and South). In the 55 health districts, in 2020, 341,517 (88%) out of 386,036 pregnant women accessed antenatal care and 303,375 (89%) pregnant women were tested for HIV. Overall, 7,345 pregnant women were identified HIV positive leading to an HIV positive rate of 2.42%, and 6,469 (88%) HIV positive pregnant women were put on ART medication. Among expected HIV exposed babies, only 4,158 (57%) received prophylactic ART at birth to prevent mother-to-child HIV transmission, 3,009 (41%) were tested for HIV at 6-8 weeks and 118 (3.92%) were infected with HIV. Regarding HIV care and treatment for children and adolescents living with HIV, 6,128 out of 18,807 HIV positive expected children and adolescents were identified and put on ART medication leading to an ART coverage of only 32.6%.

One of the main challenges of the HIV/AIDS response is the weak capacity of Laboratories, Diagnostics and Supply chain management systems. In 2021, 40 high-Tech diagnostic devices (Point-Of-Care) were acquired by UNICEF and installed in 40 district hospitals for processing the HIV Early infant diagnosis and viral load testing. Moreover, HIV commodities for testing are needed to be continuously available in order to reduce stock-outs. Therefore, there is a need for capacity strengthening of key stakeholders at all levels, close monitoring, supervision and mentoring of health care providers as well as laboratory staff for the optimal functioning of the laboratory system at the district and regional levels and of the supply chain management system. This will contribute to develop an effective HIV testing and viral load monitoring system at the district level which will increase enrolment of infected children and adolescents into care and treatment

How can you make a difference?

The objective is to provide technical support Regional and District levels in planning, managing, implementing, monitoring, and reporting of progress of maternal, neonatal, child, and adolescent health (MNCAH) programs including HIV/AIDS. Specifically, the consultant will be responsible of:

  1. Technical guidance to regional implementing partners for workplan development, implementation, and monitoring of key MNCH interventions
  • Support health system strengthening especially the Laboratory, diagnostics, Drugs and medical supplies component at the regional and district levels
  • Ensuring regional and district operational plans include innovative interventions for improving MNCAH health activities
  • Provide support to key implementing partners to deliver effective combination HIV prevention to youths and adolescents in schools and out-of-schools
  • Provide support to improve demand and access to quality PMTCT services for pregnant/breastfeeding women, their children and male partners
  • Strengthen decentralization to primary health care facilities and task shifting to nurses and community actors of the HIV/AIDS care and treatment for people children and adolescents
  • Support the optimal use of POC for early infant diagnosis (EID) and viral load monitoring (VL), and linkage to effective treatment and clinical decision making
  • Support monitoring of supplies and commodities for health and HIV
  • Preparing timely and quality project report in line with grant commitments
  • Support the development of quarterly financial request of regional and district implementing partners for MNCAH interventions
  • Supervise key implementing partners in delivering high impact MNCAH interventions
  • Create and maintain national partnerships and networks with key technical stakeholders to support HIV program, policy, advocacy and diagnostic needsat the regional and district levels
  • Follow up the Quality assurance activities (monitoring of DCT, programmatic visits).
  • Technical Leadership and partnership building capacity development on screening, diagnostics and surveillance
  • Convene necessary trainings and provide technical inputs to support and develop guidance and knowledge sharing on combination HIV prevention, PMTCT and pediatric HIV care and treatment
  • Support implementation of HIV surveillance activities and laboratory network strengthening
  • Provide guidance on quality assurance for laboratories at regional and district levels
  • Support HIV screening activities for HIV, Syphilis and other diseases
  1. Communications and Knowledge Management
  • Support the timely reporting and use of data for decision-making by regional and district implementing partners
  • Support evidence generation and the analysis of HIV programming, health system strengthening, and related health systems, through documentation, annual reporting, and assessment of promising practices
  • Support Coordination and the effective dissemination of promising practices
  • Introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the effective eMTCT and universal access to ART for HIV+ children and adolescents.

The deliverables are:

  • The Situation analysis of MNCAH and PMTCT, pediatric and adolescent HIV care and treatment in the two supported Regions is available for each priority health district
  • The Stakeholder analysis is available
  • Key activities for T4 Trimester are budgeted and submitted to UNICEF
  • Reports of supervision, coordination and field support activities
  • The regionals PMTCT, pediatric and adolescent HIV care, and treatment 2022 annual report is available
  • The 2023 Regional PMTCT, pediatric and adolescent HIV care, and treatment workplan
  • Interventions of T1 and budgeted and submitted to UNICEF
  • Report of T1 activities of all stakeholders
  • Reports of supervision, coordination and field support activities
  • Report of T1 activities of all stakeholders
  • Final report available including lessons learnt

To qualify as an advocate for every child you will have…

  • Advanced university degree (Masters) in one of the following or related: Public Health. Family Health
  • Knowledge of PMTCT, HIV care, and treatment for children
  • At least 5 years of relevant experience working in the areas of global health, HIV and /or development, laboratory diagnostics, project management or related areas, and child survival & health care. Experience managing projects and reporting to donors and a demonstrable track record in country-level support are essential.
  • Experience in HIV/AIDS program in a UN system agency is an asset
  • Fluent in French and English.

UNICEF has been working in Cameroon since 1975 in order to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas in an effort to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and out of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, communities. How can you make a difference?

Under the supervision of the Education Specialist and based on UNICEF’s Strategic Plan, the Core Commitments for Children (CCCs) in Humanitarian Action, and the INEE Minimum Standards for Education in Emergencies, the Education Officer will carry out the following functions:

Support to program development planning

  • Contribute to the preparation and updating of a monthly situation analysis and trends on the formal education system in North West and southwest regions.
  • Collect and analyze data concerning enrollment, attendance, and perception of safety (Protective Learning Environment Study) in formal education, including recording IDP presence in operational schools.
  • Collect information on the risks affecting students, and teachers attending operational schools in North West and southwest regions, including through the analysis of risk analysis conducted by school communities (umbrella approach).
  • Collect information on the situation of IDP and other out-of-school children
  • Advise the Education Specialist on humanitarian programming, and on the support to formal education.
  • Contribute to the development of plans of action to reach the in-school and other most vulnerable populations with Education in Emergencies services.
  • Contribute to the development and establishment of sectorial programme goals, objectives and strategies, and results-based planning

Programme management, monitoring and delivery of results

  • Initiate, monitor and report on partnerships, (PCAs, HPDs and SSFA), develop and update quarterly disbursement plans of funds for implementing partners in conformity with HACT procedures; conduct programmatic visits and support spot checks.
  • Initiate and manage continuous data collection via u-report and edu-track from beneficiaries of the UNICEF action in EIE and Education, to ensure appropriate monitoring of the UNICEF action.
  • Monitor the Connect my school initiative in Melong (Littoral)

Technical and operational support to program implementation

  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to the Education Specialist for resolution.
  • Report on critical issues, bottlenecks, and potential problems for timely action to achieve results.
  • Contribute to the implementation of Non-Formal learning opportunities in favor of the IDPs and OOSC in the South West and North West regions (Radio Education Programming, mobile reading and Education in Emergency non formal package).
  • Provide technical assistance on school-based risk mitigation with relevant partners.
  • In collaboration with Health, Child Protection and WASH actors, provide technical inputs to enhance the health and protective learning environment
  • In collaboration with the Education Specialist NOC in Yaounde provide red flags concerning the connect my school initiative in Melong

Networking and partnership building

  • In close collaboration with Child Protection (CP) and UN agencies, contribute to the identification of victims of attacks and participate in the delivery of assistance to victims (victim centered EiE response, provision of WASH kits and referral to CP/Health services).
  • Contribute through the identification of key emerging humanitarian issues, needs and risks to feed UNICEF implementation strategy in the NW/SW context and for the Littoral and West regions.
  • Interact with donors and partners to expand their interest in UNICEF action.

Innovation, knowledge management and capacity building

  • Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: education, psychology, sociology, communication, or another relevant technical field.
  • Minimum 2 years of professional experience in programme planning, management, and/or research in education is required.

    Experience working in emergency settings is highly recommended.

    Relevant experience in a UN system agency or organization is considered as an asset.
