Position Overview

As a Statistician with Helen Keller Intl, you will apply your statistical and geospatial analysis expertise to support the monitoring and improvement of VAS programs. You will collect, clean, and analyze VAS data from multiple countries, identifying trends and gaps in program coverage, efficacy, and reach. In addition, you will use Geographic Information Systems (GIS) to visualize this data, highlighting geographic disparities and informing targeted interventions.

This is a unique opportunity to contribute to both immediate programmatic improvements and the global knowledge base around VAS delivery in low- and middle-income countries. You will also support the development of manuscripts for publication in peer-reviewed journals, ensuring that your work informs global health strategies.

Key Responsibilities

Data Collection & Management

  • Collaborate with the Regional Research Manager to gather routine VAS data from multiple countries.
  • Clean, organize, and transform datasets to ensure they are ready for statistical and GIS analysis.

Statistical Analysis

  • Conduct exploratory data analysis to identify trends, disparities, and relationships between key VAS indicators (e.g., coverage rates, demographics, geographic factors).
  • Apply advanced statistical techniques, including regression analysis, hypothesis testing, and time-series analysis, to assess program delivery and identify underserved populations.

Geospatial Analysis & Visualization

  • Utilize GIS tools to map VAS coverage, identify geographic disparities, and highlight spatial trends.
  • Create thematic maps and visualizations to guide program improvements.
  • Develop user-friendly dashboards (e.g., Power BI) to display real-time data and insights for internal teams and stakeholders.

Reporting & Knowledge Sharing

  • Produce detailed reports outlining actionable insights and recommendations for program improvement.
  • Collaborate with the Regional Research Manager to draft manuscripts for submission to peer-reviewed journals, contributing to global knowledge-sharing efforts.

Qualifications and Experience

Education & Professional Qualifications

  • Master’s degree (or higher) in Statistics, Biostatistics, Epidemiology, Geospatial Sciences, Public Health, or a related field.
  • Additional certification or training in GIS and spatial analysis is a plus.
  • At least 2 years of professional experience in statistical analysis, spatial data analysis, and GIS, preferably within health programs.
  • Proven experience analyzing health service data, particularly in low- and middle-income countries.
  • Experience working on public health interventions related to maternal and child health, ideally in sub-Saharan Africa is a plus.
  • Expertise in advanced statistical methods, including regression analysis, predictive modeling, and hypothesis testing.
  • Proficiency with statistical software (ie. Stata, R) and GIS platforms (ie. ArcGIS, QGIS).
  • Strong skills in data visualization and the ability to communicate complex insights to non-technical audiences.
  • Experience creating dashboards (ie. Power BI) and other visual tools for reporting.
  • Strong problem-solving abilities, with a focus on translating data into actionable recommendations.
  • Ability to work effectively in a multicultural, multidisciplinary team environment.
  • Fluency in English is required.
  • Fluency in French is an advantage.

Context:

The displacement context in Chad is complex and multifaceted, shaped by both internal and external factors. The country hosts a significant number of refugees and internally displaced persons (IDPs) primarily due to conflicts and instability in neighboring countries, including Sudan, the Central African Republic (CAR), Cameroon and Nigeria. In recent years, Chad has faced its own internal conflicts, particularly in the Lake Chad region which has experienced widespread displacement. This conflict, coupled with intercommunal violence and resource scarcity, has forced many Chadians to flee their homes. The government of Chad, along with humanitarian organizations, has been working to provide assistance and protection to displaced populations. However, challenges such as limited resources, security concerns, and access constraints hinder the delivery of aid and exacerbate the humanitarian situation. Furthermore, the ongoing COVID-19 pandemic has added another layer of complexity to the displacement context, impacting both the displaced populations and the humanitarian response efforts.

The complex displacement crisis in the Democratic Republic of Congo (DRC) is one of the world’s most severe, with nearly 7 million people internally displaced due to decades of armed conflict, ethnic violence, and insecurity, particularly in the eastern regions. According to the UNHCR, over half a million other displaced populations from Burundi, the Central African Republic, Rwanda and South Sudan reside in the country. Displaced populations live in dire conditions, lacking access to basic necessities, healthcare, and protection, with humanitarian efforts hampered by insecurity and poor. The DRC’s ongoing political and economic instability makes finding durable solutions for displaced people extremely challenging.

Youth in particular face numerous challenges that impact their well-being, opportunities, and future prospects. Conflict, insecurity, and economic instability have driven many young people from their homes. These youth often experience disruptions to their education, limited access to healthcare, and a lack of economic opportunities. Forced displacement exacerbates existing vulnerabilities among young people, exposing them to risks such as exploitation, recruitment by armed groups, and gender-based violence. Many displaced youth also struggle with psychological trauma and social isolation, further hindering their ability to thrive and contribute positively to their communities.

Overall, addressing the displacement crises in Chad and DRC require comprehensive approaches that address the root causes of conflicts, promote stability, and ensure the protection and assistance of displaced persons and host communities. In addition understanding of the humanitarian and development nexus in these contexts is critical to identify solutions that can start to move from aid provision into self-reliance strategies for affected populations.

Scope of the Assignment:

WUSC is undertaking a joint landscape analysis of the economic and educational opportunities available to displaced youth in Chad and the DRC. The purpose of this study is to examine the landscape of the secondary school education system, transitional pathways to dignified and fulling work and the policy changes necessary for the self-reliance of forcibly displaced young people in both contexts. In addition, the study is expected to identify the stakeholders within these key areas with particular emphasis on local and refugee-led organizations.

The objectives includes identifying opportunities for intervention for refugees and displaced persons (RDP). Through a secondary sources review and key persons interviews and analysis, the research will map the access that RDPs have to quality secondary education and economic opportunities by providing an analysis and accompanying recommendations on how to strengthen ecosystems and increase access by these populations in the country, with a particular geographic focus on ‘pockets of hope’.

The consultant will be responsible for the following activities:

  • Systematic review of relevant literature, reports and retrieve primary data on secondary education, livelihood activities for RDPs and host communities in Chad and the DRC;
  • Key informant interviews with UNHCR, government officials, education experts, NGOs, refugee organizations, teaching professionals, community leaders, private sector entities and other relevant stakeholders where relevant;
  • Focus group discussions with RDPs;
  • Analysis of primary and secondary leading to a draft report of findings
  • A workshop with stakeholders to present findings;
  • The development of an initial and final report and executive summary with recommendations that may become a public resource for interested stakeholders.

Objectives:

The following is required of the consultant(s):

  • To assess the current state of secondary school education and work opportunities for RDPs in Chad and DRC;
  • To identify the key challenges and opportunities for improving access to and quality of secondary education and work opportunities for RDPs in the target countries, especially the specific and contextual constraints faced by young women;
  • To analyze the existing data, education and economic policies, and frameworks related to secondary education and access to work for RDPs in Chad and DRC;
  • To identify potential interventions and strategies for improving secondary education and work outcomes for RDPs;
  • To identify business or employment opportunities in promising value chains and sectors that are or can be accessible to RDP youth;
  • To identify local, international, and refugee-led organizations working in these contexts, as well as potential interventions and strategies for working directly with local organizations and RLOs; and
  • To provide recommendations for key stakeholders, including funders, governments, NGOs, and other relevant actors, on how to improve the secondary education landscape and work opportunities for RDPs in the target countries.

It is expected that the consultant(s) will utilise an intersectional lens for this assignment, ensuring that all analysis and recommendations will not only identify the particular barriers that young women and young people with disabilities face in accessing educational and economic opportunities, but will also examine how future opportunities and interventions should be designed meet their needs.

Deliverables:

The consultant will be expected to deliver the following:

  • Inception report outlining the methodology, research questions, and work plan including dissemination plan of returning findings to the communities;
  • Draft report outlining the key findings and recommendations;
  • Final report incorporating feedback from WUSC, addressing any comments or concerns;
  • Presentation at a workshop of the report to stakeholders, including a summary of key findings and recommendations in each country for validation of the findings to ideate and co-create ways forward;
  • The final deliverable will include a report with an executive summary, methodological discussions, infographics, recommendations, conclusion, bibliography; and
  • Translate findings and deliverable products into English and French.

Required skills and experience

The consultant for this project would need to have the following qualifications and experience:

  • Education and experience: The consultant(s) should have a minimum of 10 years of experience in conducting research and evaluation studies related to education and livelihoods, preferably in conflict or displacement contexts. Demonstrated experience in conducting market assessments is highly desired, as well as a preference for proposals that hire local researchers.
  • Regional: The consultant/firm is expected to have a strong understanding of the contextual challenges in Chad and DRC with a specific focus on displaced populations
  • Methodological skills: The consultant should have advanced skills in both qualitative and quantitative research methods, including the ability to design and implement mixed-methods research studies.
  • Analytical skills: The consultant should have strong analytical skills, with the ability to synthesize and analyze complex data sets and present findings in a clear and concise manner.
  • Communication skills: The consultant should have excellent oral and written communication skills, with the ability to present findings and recommendations to diverse audiences, including government officials, private sector, education experts, youth, NGOs, RDPs, and other relevant stakeholders.
  • Language proficiency: The consultant/firm should be fluent in English and French and ideally have knowledge of relevant local languages.
  • Availability: The consultant should be available to work full-time on the project for the duration of the consultancy, including travel to the target regions as needed.
  • Ethics: The consultant should adhere to ethical research practices, including necessary permissions for research conducted in countries, obtaining informed consent, ensuring confidentiality, and a risk mitigation plan for participants and researchers. .

Budget

The budget for the consultancy will be determined based on the proposed methodology and work plan, and will cover all expenses related to data collection, analysis, report writing, and stakeholder engagement. The consultant will be responsible for submitting a detailed budget proposal for approval.

Timeline
The contract will be for 5 months with an anticipated start date by late November 2024, beginning with the date of contract signing.

Briefing and reporting arrangements

A development meeting will be arranged to brief the consultant on the project’s contextual background, as well as WUSC’s strategic objectives to support the development of an inception report and other requested deliverables.

The consultant will report to the WUSC DREEM Project Director, who will provide guidance and support throughout the project.

1. Contexte

Sous la direction du bureau régional de Dakar et en lien étroit avec les interventions en République centrafricaine (RCA) voisine, DRC a commencé ses opérations au Cameroun en 2018 en répondant aux besoins humanitaires des réfugiés de RCA et des Camerounais vulnérables dans la région de l’Adamaoua. Actuellement, DRC opère un bureau principal à Meiganga et deux bureaux secondaires à Djohong (région de l’Adamaoua) et à Garoua-Boulai (région de l’Est). Début 2019, DRC a également initié des opérations dans la région du Sud-Ouest pour fournir une assistance répondant aux besoins de base des populations en matière de nourriture, d’abris et de protection dans les zones rurales et difficiles à atteindre. DRC a actuellement un bureau à Buea et un bureau à Kumba dans la région Sud-Ouest. En 2023, DRC initie une intervention dans le département du Logone-et-Chari, à l’Extrême Nord avec pour priorité de chercher des solutions aux causes profondes des conflits intercommunautaires à travers une programmation sur la consolidation de la paix et la résilience. DRC travaille avec différents partenaires locaux au Cameroun et augmente progressivement son soutien financier aux organisations de la société civile camerounaise. En 2024, DRC envisage d’étendre ses interventions dans le Département de Mayo Tsanaga en coordination avec les autres acteurs humanitaires pour une réponse en moyens de subsistance au profit des réfugiés les plus vulnérables du camp de Minawao. Dans l’Extrême Nord, DRC compte ouvrir une base à Maroua, qui supervisera la base actuelle de Kousséri.

Le projet envisagé par DRC sur le camp de Minawao s’adresse aux réfugiés du camp, actuellement assistés par le PAM à travers des distributions alimentaires mensuelles. Il vise à autonomiser ces réfugiés vis-à-vis de l’assistance humanitaire, à travers la mise en œuvre de l’approche de graduation. Pour la mise en œuvre de cette approche spécifique, DRC recrute un/e Spécialiste MEAL.

2. Objet

Sous la supervision directe de l’Area Manager, le Spécialiste MEAL est :

• Responsable de soutenir le développement d’un cadre et de protocoles MEAL pour chaque secteur technique conformément à la stratégie du pays, assurer des systèmes et procédures harmonisés et standardisés dans les différents domaines d’intervention.

• Responsable de fournir des conseils techniques MEAL et un leadership à tous les niveaux du programme de la zone, tels que la direction des efforts pour documenter les progrès, l’efficacité et l’impact pour les exigences de rapport des donateurs, et pour une utilisation dans la conception de nouveaux projets.

• Responsable de la mise en place, le respect et le suivi du plan MEAL afin de mesurer la graduation des ménages participants tout au long de l’action.

3. Responsabilités

Gestion de la qualité :

• Responsable du développement des cadres logiques, des plans MEAL dans la poursuite de stratégies et d’activités de programme à fort impact et rentables.

• Responsable de la mise en place et du suivi d’un système MEAL adéquat à l’approche de graduation, ainsi que de la mesure des critères de graduation tout au long du projet.

• Garantir la prise en compte des feedbacks collectés à travers les PDM, les évaluations, le FCRM… afin d’adapter les activités du projet.

• Participer aux réunions de lancement, aux réunions de revue et aux réunions de clôture du projet afin de mettre en évidence les composantes transversales du projet visant à répliquer les bonnes pratiques et à renforcer les synergies entre projets ou programmes.

• Développer et maintenir un cadre logique global pour tous les programmes.

• Gérer les évaluations intersectorielles conjointes, les évaluations, les études initiales et finales, etc.

Rapports et informations :

Suivi, évaluation, responsabilité et apprentissage du programme :

• Élaborer et mettre à jour en permanence la stratégie de responsabilisation et diriger la mise en œuvre de mécanismes de rétroaction et de plainte à l’échelle du programme.

• Élaborer des plans de suivi pour tous les projets de DRC dans la zone.

• Participer au suivi direct des activités du programme telles que les distributions, les remboursements de bons, la conduite de PDM, etc. conformément aux plans de S&E

• Assurer le développement de systèmes, d’outils et de modèles de suivi et de rapport appropriés qui améliorent le suivi des résultats et de la qualité du programme, génèrent des preuves de qualité sur les résultats du programme et promeuvent et garantissent l’utilisation des données pour les processus de prise de décision.

• Rédiger des rapports de suivi post-distribution et d’autres rapports MEAL

• Développer et améliorer les systèmes qui renforcent la capacité de DRC à analyser, améliorer et représenter l’impact interne et externe et surtout pour les communautés elles-mêmes.

• Concevoir et gérer les évaluations conformément à la politique d’évaluation de DRC, de l’élaboration des TdR jusqu’au soutien à la direction pour l’approbation du rapport final et sa diffusion.

• Présenter régulièrement les principaux résultats à l’équipe de direction pour un développement ultérieur.

Renforcement des capacités :

• Assurer le renforcement de capacités du partenaire APROSPEN dans le suivi MEAL de la graduation, y inclus formations, coaching et accompagnement de proximité.

• Fournir des conseils opportuns et de haute qualité aux gestionnaires de programme et au personnel, selon les besoins.

• Renforcer les capacités, former et soutenir les secteurs et le personnel de terrain pour améliorer le suivi sur le terrain ou tout autre besoin MEAL.

• Assurer un soutien technique au chargé MEAL de l’Adamaoua- Est.

Il est attendu du/de la Spécialiste MEAL qu’il/elle s’acquitte de toute autre tâche exigée par le responsable de zone et le Coordinateur MEAL basé à Yaoundé, correspondant à son poste.

Expérience et compétences requises

  • Minimum 4 ans d’expérience technique en S&E et en gestion de l’information.
  • Expérience en renforcement de capacités d’un partemaire national
  • Expérience avérée dans le travail efficace avec une variété d’exigences de donateurs, y compris PRM et union Européenne.
  • Connaissance de l’approche de graduation ; expérience dans cette approche est un plus.
  • Aptitude avérée à créer et à utiliser des méthodes et des analyses qualitatives et quantitatives de S&E dans la planification organisationnelle.
  • Maîtrise professionnelle complète du français et capacité de travailler en anglais

What we are looking for

This is an exciting opportunity to lead and support NRC’s media work in the region, produce communication products, and work with global and country colleagues to ensure alignment with global strategies, plans and messaging and supporting country office advocacy and fundraising objectives.

What you will do

The following is a brief description of the role:

  • Lead media and communications crisis management support for the regional office, including contingency planning and training in cooperation with the global Public Communications Section.
  • Take part in the standby duty scheme where relevant and build media contacts in the West and Central Africa region, as well as in Francophone countries.
  • Lead on style and guidelines for NRC communication in French***,***including internal communication and training
  • Act as a spokesperson for NRC on the crises in the region and represent NRC in relevant fora internally and externally.
  • Ensure that NRC Visuals is regularly updated so that stakeholders across the organisation can communicate about countries in the region.
  • Responsible for NRC CWA X account.
  • In exceptional cases, provide support to other regions on media and communications, for example in relation to emergencies or where there is a need for gap filling.

What you will bring

1. Professional competencies

  • Bachelor’s degree in related field, such as journalism or communication. Or bachelor’s degree in other relevant fields such as international relations, development, human rights, combined with proven media experience.
  • Five years’ work experience as a media and/or communications adviser or journalist – preferably related to development, humanitarian crises and/or foreign affairs.
  • Strong media instinct and the ability to produce and edit proactive and reactive media products such as press releases in a fast-paced environment.
  • Demonstrated ability to find new creative media angles and work cross-functionally with staff and teams not familiar with media and communications work.
  • Extensive experience and skills within content production and digital communication: photography, videography, drafting of human-interest stories and production of social media content.
  • A practical understanding of advocacy tools, tactics and approaches with the ability to quickly identify possible media and communications products and engagements that will support identified advocacy objectives.
  • Ability to develop strong relationships internally with the country and global teams and externally with media and communications counterparts in other humanitarian organisations.
  • Experience working with data and evidence from NGO programming and develop advocacy, communications and media products for a diverse range of audiences.
  • Graphic design skills highly desirable.
  • Fluency in written and verbal communication skills in English and French required.

Background on the program

Job purpose

● To ensure the integrity of accounting information by recording, verifying, consolidating, and booking transactions and proper serialization and safe filing of documents.

● The position has access to organization’s confidential information that need to be protected by adhering to organization’s value by keeping information confidential.

● The Officer, Finance, will act as a resource and/or coordinate resources between Field and country-based programs, and perform other duties as defined by the Country finance lead/leadership.

Duties and responsibilities

A. Team Management – 10% of role

● Will regularly communicate with program and regional leads to identify capacity needs and oversee Finance function.

● Responsible for developing/refining and regularly reporting on Key Performance Indicators and Metrics to management concerning the teams’ operations and capacity/gaps.

● Represent Finance team in various program meetings.

B. Accounting: 80% of role

  • Manage the office petty cash
  • Initiate payment in the system after reviewing payment documents
  • Input data into the Accounting System and Bills from service providers.
  • Verify the service providers’ invoices and make recommendations before payment.
  • Ensure timely settlement of utility Bills for field and satellite offices.
  • Coordinate successful Field office meetings/ workshops/training.

  • Ensure that internal controls are adhered to in the day today office operations.

C. Budgeting, disbursements and accountability: 10% of role

  • Continuous and effective budget tracking.
  • Ensuring proper budget utilization, proper cost allocations, communication and consultation with program and Grants team, full accountability of funds and accurate charging to donor as per their budgets;
  • Prepare periodic budget forecast;
  • Prepare cash request for specific period

Work Hours and Considerations

● Primary work hours and location must include business hours (9:00am-5:00pm), Monday to Friday, in Evidence Action’s office.

● Off-hour work may be required as necessary for overseeing/completing planned activities, participating in international conference calls across time-zones, or responding to emergency situations.

● Some travel. The Officer, Finance will visit offices across Cameroun, and other countries within Africa

when necessary for the purpose of training, project management, and meetings of program and country

staff.

Duties and responsibilities
The Driver will provide critical support to the Cameroun Country Office team by facilitating safe and
reliable transport for staff, partners, and deliveries within Yaoundé and occasionally other parts of
Cameroun. This position will play an essential role in ensuring vehicle maintenance, compliance with safety regulations, and smooth logistical operations. The Driver will also support operational efficiency
by managing the vehicle logbook, delivering parcels, and assisting in vehicle documentation and repair.

Key Responsibilities:
Transportation of Staff and Items:
 Provide safe and efficient transportation of Evidence Action staff, partners, and official visitors within Yaoundé and other regions as required.
 Deliver health commodities, parcels, and documents across the country as needed.
 Ensure all passengers comply with safety measures and that only authorized persons (Evidence Action staff and partners) are on board.

Vehicle Maintenance & Repairs:
 Perform regular vehicle inspections, checking vital components such as oil, water, battery,
brakes, tires, etc., and ensure the vehicle is in good working condition.
 Plan for vehicle servicing, maintenance, and repairs in collaboration with the Associate
Manager, and ensure vehicles are kept in top operational condition.
 Conduct routine checks of vehicle documentation, including insurance, registration, and any
relevant licenses, ensuring they are always valid and up to date.

Incident Reporting & Documentation:
 Report any vehicle-related incidents, accidents, or breakdowns immediately to supervisors.
 Maintain and update a vehicle logbook, accurately recording all trips, refueling, and repairs.
Submit these records on a weekly and monthly basis to the Associate, Operations.
 Collect and record receipts for any vehicle-related expenses (e.g., fuel, repairs).

Logistics & Delivery:
 Safely deliver and pick up items, ensuring the correct documentation and signatures are
obtained for all transported items.
 Ensure parcels and documentation are delivered timely and securely to the intended recipients.

Regulatory Compliance & Safety:
 Ensure that vehicles comply with Cameroun’s traffic rules, safety standards, and Evidence Action
policies.
 Enforce passenger safety rules, including wearing seatbelts and following other safety protocols
during trips.

Record Keeping:
 Record fuel consumption and track vehicle performance.
 Ensure that all logs and paperwork (logbooks, receipts, and travel documentation) are kept
accurate and up to date.

Collaborative Support:
 Work closely with the Associate, Operations, to coordinate vehicle usage, plan for long trips, and
ensure timely completion of necessary vehicle documentation.
 Provide general support to office staff for any logistical needs related to transport or delivery.

Ad Hoc Responsibilities:

 Perform additional duties assigned by the Associate, Operations, or management to support the
smooth functioning of operations within Evidence Action.

Qualifications
Required Qualifications:
▪ Minimum of a Secondary School Certificate (Baccalauréat or equivalent).
▪ A minimum of 2 years of experience preferably in International Non-Governmental
Organizations or corporate companies.
▪ Good communication skills in both French and English.
▪ Mastery of Camerounian traffic laws and experience of roads within Cameroun
▪ Valid driving license with no history of traffic violations.
▪ Proficiency in speaking English Knowledge of the preparation of routes, general mapping,
able to make quickly route inquiries and analysis, the identification of places of refuge and
emergency resources, “points of high traffic”, “danger zones”;
▪ Able to work in stressful situations / physical and mental strength
▪ Must be flexible and have well developed interpersonal skills.
▪ Basic computer skills desired (Basic MS Office, Internet, email)
▪ Good written and verbal communication skills
▪ Experience in driving Four-Wheel vehicles (4WD) on all-weather roads

Required Competencies and Attributes.
▪ Strong knowledge of Camerounian roads and road safety.
▪ High level of integrity and stewardship.
▪ Embraces teamwork, aspires, and supports the ideals of working in a teamwork
environment as a team champion.
▪ Flexible mindset and willingness to relocate on a short notice to other `field-based
assignments in other regions.
▪ Good communication skills. Ability to communicate well within the organization, with
Ministry of Health staff, other NGOs, and communities.
▪ Good computer and tablet skills.
▪ Valid driving license with driving skills especially with 4-wheel vehicles.
▪ Proactive and ambitious to support innovation and change in a dynamic working
environment.
▪ Positive attitude to work and to develop in a fast-paced work environment.
▪ Punctual to work and keeping time
Desired Qualifications:
 International Development experience (Experience working for a non-profit)
