Nous travaillons dans des zones affectĂ©es par les conflits, ainsi que le long des routes de dĂ©placements, et au sein des pays dans lesquels les rĂ©fugiĂ©s s’établissent. Ayant son siĂšge Ă©tabli Ă  Copenhague, et prĂ©sent dans 40 pays, le DRC est une organisation d’aide non gouvernementale, Ă  but non-lucratif, politiquement neutre et indĂ©pendante et non-confessionnelle.

1. Contexte

Sous la direction du bureau rĂ©gional de Dakar et en lien Ă©troit avec les interventions en RĂ©publique centrafricaine (RCA) voisine, DRC a commencĂ© ses opĂ©rations au Cameroun en 2018 en rĂ©pondant aux besoins humanitaires des rĂ©fugiĂ©s de RCA et des Camerounais vulnĂ©rables dans la rĂ©gion de l’Adamaoua. Actuellement, DRC opĂšre un bureau principal Ă  Meiganga et deux bureaux secondaires Ă  Djohong (rĂ©gion de l’Adamaoua) et Ă  Garoua-Boulai (rĂ©gion de l’Est). DĂ©but 2019, DRC a Ă©galement initiĂ© des opĂ©rations dans la rĂ©gion du Sud-Ouest pour fournir une assistance rĂ©pondant aux besoins de base des populations en matiĂšre de nourriture, d’abris et de protection dans les zones rurales et difficiles Ă  atteindre. En 2023, DRC initie une intervention dans le dĂ©partement du Logone-et-Chari, Ă  l’ExtrĂȘme Nord avec la prioritĂ© de chercher des solutions aux causes profondes des conflits intercommunautaires Ă  travers une programmation sur la consolidation de la paix et la rĂ©silience. DRC travaille avec diffĂ©rents partenaires locaux au Cameroun et augmente progressivement son soutien financier aux organisations de la sociĂ©tĂ© civile camerounaise.

2. Objet

Le/la SpĂ©cialiste Plaidoyer & Communication aura la charge de la mise en Ɠuvre des stratĂ©gies de plaidoyer et de communication, d’actions de plaidoyer et de communication et de renforcement de capacitĂ©s auprĂšs des principaux partenaires, en appui Ă  la Responsable des Programmes. Il/elle contribuera directement Ă  la rĂ©duction des risques de protection des populations cibles du programme en permettant l’accroissement des connaissances et l’engagement des parties prenantes en faveur du respect de leurs droits.

3. Responsabilités

Principales responsabilités

A. PLAIDOYER

Il/elle est responsable des tùches / activités suivantes :

‱ Animation de / Participation Ă  l’élaboration de la stratĂ©gie de plaidoyer de DRC au CMR ;

‱ Veille mĂ©dia et documentaires sur les sujets prioritaires ;

‱ Organisation des rĂ©unions rĂ©guliĂšres des Groupes de Travail Plaidoyer lorsque nĂ©cessaire ;

‱ Appui Ă  la mobilisation des partenaires concernĂ©s lorsque nĂ©cessaire notamment pour la signature des notes (faire des prĂ©sentations si et quand nĂ©cessaire) ;

‱ Proposition d’actions de plaidoyer en lien avec l’agenda national et international ;

‱ Elaboration d’un plan de diffusion sur le plan national au Cameroun ;

‱ Coordination de / Participation voire prise en charge de l’élaboration des notes de plaidoyer (selon les sujets et les prioritĂ©s) ;

‱ Coordination des actions de plaidoyer, de la diffusion des notes de plaidoyer, de l’organisation des rencontres ou Ă©vĂ©nements.

‱ Coordination, si et quand besoin, avec les structures pouvant diffuser le plaidoyer au niveau international (plateformes ou ONG) ;

‱ Conduite des actions de plaidoyer et de lobbying lorsque nĂ©cessaire, Ă  la demande des partenaires et/ou de DRC pour dĂ©fendre leurs intĂ©rĂȘts communs ;

‱ Maintien d’une liste des contacts clĂ©s sur les thĂ©matiques de plaidoyer identifiĂ©s tant pour l’élaboration des notes (de sorte Ă  inviter les spĂ©cialistes pour des Ă©changes avec les partenaires par exemple) que pour la diffusion des notes aux autoritĂ©s, au sein de la sociĂ©tĂ© civile, aux partenaires et bailleurs ou autres ;

B. COMMUNICATION

Le SpĂ©cialiste Plaidoyer / Communication aura la responsabilitĂ© de proposer des outils de communication de qualitĂ© et de tenir compte de l’avis/des propositions des partenaires lorsque nĂ©cessaire :

‱ Appui pour les initiatives internes destinĂ©es Ă  dĂ©velopper le sens du collectif au sein de DRC et le sentiment d’appartenance ;

‱ Proposer des trainings/refreshers avec les Ă©quipes des bases (prises de vue, branding DRC, implication des partenaires dans notre com’…) ;

‱ Appui Ă  l’organisation d’évĂšnements internes et/ou externes lors des journĂ©es mondiales cĂ©lĂ©brĂ©es par DRC CMR, avec les partenaires locaux et/ou internationaux ;

‱ Appui Ă  la crĂ©ation et Ă  l’animation d’outils ou de mĂ©dias facilitant la communication interne ;

‱ Appui au dĂ©veloppement, Ă  la mise Ă  jour et Ă  l’animation du sharepoint interne ;

‱ Appui Ă  la rĂ©daction et Ă  la diffusion d’une lettre d’information (Newsletter) trimestrielle ;

‱ Appui Ă  l’élaboration d’outils de diffusion selon les mĂ©dias disponibles – posters, BD, articles de presse, Ă©missions / spots radios, etc. – en vue de participer Ă  l’amĂ©lioration de la perception des ONG et des acteurs humanitaires au Cameroun ;

‱ Assurer une coordination avec les chargĂ©s de communication des ONG pour dĂ©finir un vocabulaire commun et des approches complĂ©mentaires ;

‱ Participation aux rĂ©unions du GTP ou du GT Communication et Plaidoyer existants ;

‱ Coordination, facilitation de l’organisation d’évĂ©nements externes en coordination Ă©ventuelle avec d’autres acteurs ;

‱ Supervision d’un(e) stagiaire communication et design graphique.

C. SENSIBILISATION / FORMATION AUX « PRINCIPES HUMANITAIRES ET REDEVABILITE »

Il/Elle assurera des formations et la promotion des principes humanitaires.

‱ DĂ©veloppement d’outils de communication pour la diffusion publique ;

‱ DĂ©veloppement d’un cursus de sensibilisation / formation aux principes destinĂ© Ă  3 types d’acteurs (personnels ONG & ONGI, les autoritĂ©s, agents des services techniques de l’Etat et leaders traditionnels / influents).

Ce descriptif de poste n’est pas restrictif et pourra ĂȘtre amenĂ© Ă  Ă©voluer en fonction des objectifs du programme et des prioritĂ©s de la mission DRC Cameroun.

4. Qualifications requises

  • Minimum 2 ans d’expĂ©rience dans la sociĂ©tĂ© civile locale et/ou internationale sur les questions relatives aux droits de l’homme, droits des rĂ©fugiĂ©s ;
  • ExpĂ©rience dĂ©montrĂ©e en reprĂ©sentation et participation Ă  des rĂ©unions avec des autoritĂ©s nationales et autres acteurs clĂ©s ;
  • ExpĂ©rience en gestion de projet, dĂ©veloppement et suivi d’activitĂ©s ;
  • Connaissance en techniques de communication ;
  • Connaissance avĂ©rĂ©e des principes humanitaires ;
  • Excellentes maitrise et capacitĂ©s rĂ©dactionnelles en français et en anglais. La maĂźtrise d’une ou plusieurs langues locales camerounaises est un plus ;
  • Connaissance du contexte lĂ©gal en vigueur au Cameroun et en RCA et des normes rĂ©gionales et internationales considĂ©rĂ©e comme un atout ;
  • Connaissances informatiques en Pack Microsoft (Office, Outlook, etc.) et en logiciels de communication (Photoshop par exemple) ;
  • Bonne comprĂ©hension et engagement vis Ă  vis des valeurs de DRC ;
  • CapacitĂ© Ă  rechercher, vĂ©rifier, rendre accessibles et diffuser des informations fiables ;
  • Adaptation, diplomatie et clartĂ© de l’expression.

5. Réglementations générales

  • L’employĂ© doit suivre les instructions de DRC en matiĂšre de sĂ©curitĂ©, de confidentialitĂ© et de directives Ă©thiques, y compris le code de conduite et le cadre de responsabilitĂ© humanitaire
  • L’employĂ© ne doit exercer aucune autre activitĂ© rĂ©munĂ©rĂ©e pendant la durĂ©e du contrat DRC sans autorisation prĂ©alable
  • L’employĂ© ne doit pas s’engager dans une activitĂ© qui pourrait nuire Ă  DRC ou Ă  la mise en Ɠuvre de tout projet pendant la durĂ©e du contrat DRC
  • L’employĂ© ne doit pas accorder d’interviews aux mĂ©dias ni publier de photos liĂ©es aux programmes de DRC ou partager d’autres documents sans en recevoir l’autorisation prĂ©alable
  • L’employĂ© doit restituer tout l’Ă©quipement prĂȘtĂ© par DRC pour effectuer le travail aprĂšs la fin de la pĂ©riode du contrat ou sur demande de DRC.

2. Objet

Sous la supervision directe de l’Area Manager (AM) et en lien technique avec le Coordinateur AccĂšs/SĂ©curitĂ© basĂ© Ă  YaoundĂ©, le ChargĂ© d’AccĂšs/sĂ©curitĂ© fournit une assistance administrative et un soutien technique et veiller Ă  ce que les projets soient mis en Ɠuvre de maniĂšre sĂ»re et efficace. Le rĂŽle fournit un soutien et/ou des conseils techniques aux opĂ©rations dans la rĂ©gion de l’ExtrĂȘme nord en ce qui concerne l’accĂšs, la sĂ»retĂ© et la sĂ©curitĂ© conformĂ©ment aux procĂ©dures de DRC et aux lois et rĂšglements en vigueurs au Cameroun.

3. Tùches et responsabilités

Communication et information

  • Soutenir et faciliter la communication et la coordination avec les parties prenantes concernĂ©es sur toutes les questions relatives Ă  la sĂ©curitĂ© et Ă  l’accĂšs du personnel de la DRC dans la zone gĂ©ographique de responsabilitĂ©.
  • Recueillir, vĂ©rifier, analyser et communiquer les renseignements qui ont ou peuvent avoir une incidence sur les activitĂ©s de la DRC.
  • PrĂ©parer et soumettre des rapports d’incident de sĂ©curitĂ© (SIR).
  • Fournir Ă  la DRC des informations de sĂ©curitĂ© opportunes et crĂ©dibles et une analyse contextuelle des informations de sĂ©curitĂ© locales par le biais d’alertes et de rapports quotidiens ; des rapports d’incident hebdomadaires ; rapports analytiques bihebdomadaires et autres rapports thĂ©matiques.
  • Examiner les documents de politique connexes, mener des enquĂȘtes sur la sĂ©curitĂ© du site
  • Aider Ă  la planification de l’Ă©vacuation.
  • Surveiller les mouvements du personnel, signaler les irrĂ©gularitĂ©s de mouvement et lancer une intervention d’urgence si nĂ©cessaire
  • S’assurer que les chauffeurs de la DRC suivent les procĂ©dures opĂ©rationnelles normalisĂ©es en matiĂšre de mouvement et se conforment aux normes de la DRC
  • Diffuser des alertes de sĂ©curitĂ© au personnel et gĂ©rer un arbre de communication de sĂ©curitĂ© pour tout le personnel
  • Informer les visiteurs et les nouveaux membres du personnel sur les procĂ©dures de sĂ©curitĂ©

Gestion des risques pour la sécurité

  • Contribuer aux Ă©valuations des risques pour la sĂ©curitĂ© (SRA).
  • Assurer la conformitĂ© aux MOSS, signaler les lacunes au chef de secteur et au coordonnateur de la sĂ©curitĂ©.
  • S’assurer que des contrĂŽles d’accĂšs appropriĂ©s sont en place pour toutes les installations de la DRC.
  • Contribuer Ă  l’approvisionnement et Ă  la distribution d’Ă©quipements de sĂ©curitĂ© et de protection.
  • Effectuer des Ă©valuations rĂ©guliĂšres du site et donner des conseils sur les mesures d’attĂ©nuation.
  • Soutenir le coordinateur de la sĂ©curitĂ© dans la mise Ă  jour du systĂšme de niveau de sĂ©curitĂ© (SLS).
  • Maintenir un rĂ©seau de contacts et reprĂ©senter la DRC lors des rĂ©unions sur la sĂ©curitĂ©.
  • Toute autre tĂąche liĂ©e Ă  la nature du travail selon les directives du superviseur.

AccĂšs humanitaire.

  • Soutenir le coordinateur de l’accĂšs et de la sĂ©curitĂ© dans l’Ă©laboration, l’examen et la mise en Ɠuvre des plans de gestion de l’accĂšs humanitaire et de la sĂ©curitĂ©.
  • Participer au signalement et Ă  l’analyse des incidents de sĂ©curitĂ© afin de dĂ©terminer l’impact de l’accĂšs sur les activitĂ©s de la DRC.
  • Fournir des analyses d’accĂšs par zone Ă  l’appui de la mise en Ɠuvre opĂ©rationnelle ou de l’Ă©laboration de programmes.
  • Soutenir le coordinateur de l’accĂšs et de la sĂ©curitĂ© dans le mentorat du personnel de terrain sur l’accĂšs et les principes humanitaires pertinents Ă  la mise en Ɠuvre du programme.
  • Surveiller et Ă©valuer de maniĂšre continue et proactive la situation politique, Ă©conomique, sociale, sĂ©curitaire et humanitaire pour les dĂ©veloppements affectant l’accĂšs humanitaire et/ou la sĂ©curitĂ© afin d’Ă©clairer la rĂ©ponse de la DRC.
  • Fournir des conseils techniques en matiĂšre d’accĂšs Ă  la sĂ©curitĂ© au gestionnaire de secteur/chef des Ă©quipes de base et de terrain sur la mise en Ɠuvre des activitĂ©s de programme et l’examen des stratĂ©gies d’acceptation sur mesure, selon les directives du coordonnateur de l’accĂšs et de la sĂ©curitĂ©.
  • Maintenir un niveau Ă©levĂ© de prĂ©paration Ă  l’accĂšs vis-Ă -vis des fluctuations contextuelles prĂ©vues sur le plan opĂ©rationnel et programmatique.

Renforcement

  • Soutenir le coordinateur de l’accĂšs et de la sĂ©curitĂ© dans la formation Ă  la sĂ©curitĂ© pour le personnel Ă  tous les niveaux.
  • Se rendre rĂ©guliĂšrement dans les bureaux de zone et d’autres endroits pour dispenser une formation au personnel de la DRC sur les divers aspects du SRMS et des procĂ©dures opĂ©rationnelles normalisĂ©es associĂ©es.
  • Contribuer au maintien d’une « culture de sĂ©curitĂ© » en intĂ©grant la politique de sĂ©curitĂ© mondiale de la DRC et le SRMS Ă  tous les niveaux des opĂ©rations de la DRC.
  • Aider et encadrer les Ă©quipes de sĂ©curitĂ© de zone dans leur rĂŽle de gardiens de l’intĂ©gritĂ© du SRMS.

Les responsabilitĂ©s Ă©numĂ©rĂ©es dans le JD ne sont pas exhaustives et peuvent ĂȘtre rĂ©ajustĂ©es en fonction des besoins opĂ©rationnels, mais resteront conformes Ă  l’objectif gĂ©nĂ©ral du rĂŽle.

1. Background

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to improve both protection and economic recovery. subsequently, in late 2018, DRC started its activities in the South-West region of Cameroon in late 201 to respond to the needs of forcibly displaced people in the context of the Anglophone crisis, starting humanitarian activities in January 2019. DRC operates in the divisions of Meme, Fako, Kupe-Manenguba and Ndian with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter, and NFI, while improving the protection environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a protection, positive peace, governance, and economic resilience response to the multidimensional and interconnected crises affecting the region.

2. Purpose

Danish Refugee Council is currently looking for a Finance Manager in Yaounde. Under the supervision of the Head of Support Services (HoSS), the Finance Manager will ensure that all financial functions in the country programs, including accounting, payments and banking payroll, budgeting, financial reporting (internal and external to donors and government authorities), capacity building of finance team, budgetary management training for support and program teams and grant financial management and compliance are done effectively and on time. The finance manager will manage a team of three staff members (One finance officer, One Finance Assistant and One Finance Intern) and Supervise technical the finance teams leaders in the fields.

3. Duties and Responsibilities

The main responsibilities and tasks of the Finance Management are the following:

  • Financial Accounting, Management and Reporting
    • In close cooperation with Managers in geographical areas, reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines, and donor requirements.
    • Ensure that proper financial procedures are adhered to and maintained at the Country Office, in collaboration with Budget Holders and in compliance with DRC rules and regulations.
    • In collaboration with the Head of Support Services, work with and support Budget Holders in budget preparations, realignments, monitoring and follow ups.
    • In collaboration with the Head of Support Services, Ensuring the Quality of the Master Budget
    • Ensure day-to-day accounting functions, including regular cash verification, cash/bank reconciliation, monthly cashbooks closing, advances’ reconciliation, timely submission of accounts to HQ finance desk.
    • Ensure payments to suppliers and recurrent expenditures from the Country Office are made in a timely manner and authorization done as per IDRA and CT authorization.
    • Gather information from the relevant Area Offices to consolidate budgets for project proposals according to projects’ needs and donor constraints; Propose sufficient program and support budgets including mission’s investment plans in close collaboration with the Head of Support Services.
    • Ensure a controlled and smooth cash flow management process for Country Program and ensuring all Area Offices have sufficient cashflow for operations.
    • Oversee the management of bank accounts in country office, as well as oversee Cash management and safe(s).
    • Maintenance of the Country Master Budget on a monthly basis and highlighting any foreseen gaps to the Head of Support Services for gap management. Also responsible for dissemination of the same to the respective Area Offices.
  • Capacity Development
    • Works closely with the Head of Support Services to implement, improve and maintain financial management policies, systems, structures, and procedures within the Country Office
    • Update the Job descriptions of finance department staff when required.
    • Provide technical support to the Area offices-based finance staff as well as providing leadership to the finance staff in the Country Office.
    • Proactively identify and act upon capacity Building needs of Finance staff based in the Country Office, providing training and other capacity-building where necessary to ensure that finance staff capacity is continuously developing.
    • Conduct on-the-job training for Budget Holders, guiding them through Budgeting, donor compliance and compliance to DRC handbook.
    • Plan field monitoring visits by the Country Office Finance staff to Area and Field office for field teams’ support
  • Technical Line Management Responsibilities
    • Ensure an ongoing, accurate both physical & digital data filing system for all Finance vouchers in the Country Office and relevant documentation in the program finance offices.
    • Ensure master in the DRC Dynamics (ERP) System and responsible for training other finance staff in the Country Office as well as in the Area offices.
    • Manage special projects, assigned by the Head of Support Services.
    • On request, perform any other additional duties assigned by the supervisor(s) in order to allow the organization to function optimally.

4. Required Qualifications

    • Post graduate University degree in Economics, Finance/Accounting or Business Administration. – Minimum 5 years of international practical experience in financial management – At least 3 years of experience working with INGOs. – Minimum 3 years of experience in team management. – Proven experience in managing large budgets. – Competence in providing technical guidance and training. – Ability to prepare basic training modules on Dynamics, accounting, and finance management. – Excellent Computer Skills (MS Office, Internet) and advanced proficiency in Excel are required. – Proficiency (written and spoken) in the English and French language. – Excellent communication, interpersonal, and influencing skills with a well-developed ability to motivate and persuade at high levels. – Proven significant financial management experience.

The Opportunity

 

The Deployable Child Protection in Emergencies (CPiE) – Sexual Violence specialist is part of the global Child Protection in Humanitarian Action (CPHA) unit and is deployable for up to 75% of time. As such, the CPiE-Sexual Violence specialist will have both global responsibilities and in-country responsibilities during deployments.

 

At a global level, the Deployable CPiE-Sexual Violence Specialist will be responsible for the global roll-out of Plan International’s humanitarian sexual and gender-based violence (SGBV) programming framework and other key resources across global, regional, country and national offices. The Specialist will represent Plan International in relevant global fora related to child protection and gender-based violence (GBV).

 

The Deployable CPiE-Sexual Violence Specialist will deploy to priority emergencies (Orange 2 and Red level) to lead the CPiE response programmes and ensure that approaches to address SGBV against children and adolescents are embedded in Plan International’s humanitarian response.The Deployable CPiE-Sexual Violence Specialist is expected to lead resource mobilisation for CPiE including GBV funding, and provide hands-on technical support to child protection and other sector teams as well as implementing partners in the country they will be deployed to.

 

The Deployable CPiE-Sexual Violence Specialist is responsible for ensuring quality SGBV emergency programmes, including prevention and comprehensive response services for child survivors of SGBV, with simultaneous consideration of medium- to longer-term scenarios. The Specialist will need to take a very active role in technical coordination, support and advocacy with the country-specific child protection and GBV coordination groups and other stakeholders and technical agencies relevant to the sector.

To respond to the growing unmet needs in emergencies and to strengthen the speed, quality, relevance and appropriateness of our emergency response and readiness work, we are investing in our  humanitarian deployable capacity.

 

The Deployable Mental Health and Psychosocial Support (MHPSS) Programme Specialist is a member of Plan International’s Global Education in Humanitarian action unit. While on deployment, the specialist provides technical support to Plan International’s Country Offices (COs). This normally involves responding to medium and large-scale emergencies to develop, implement, monitor and evaluate humanitarian MHPSS programmes. This includes providing technical leadership and support on programme strategy, strengthening the capacity of staff and partners on MHPSS, and ensuring the overall technical quality of Plan’s MHPSS programming in line with humanitarian standards. Plan International’s MHPSS programming focuses on group activities for child and adolescent well-being, focused psychosocial care and support, including for parents and caregivers, and strengthening access to specialised mental health services. Plan International implements MHPSS programmes directly as well as with implementing partners and service providers.

 

This role will have a specific focus on MHPSS programming, with key interventions firmly embedded within or linked to humanitarian response programmes for child protection in emergencies (CPiE), education in emergencies (EiE), food security and nutrition (FSN) and other life-saving assistance. When not on deployment, the specialist contributes to Plan’s global humanitarian workplans for CPiE and EiE as agreed with both global units. The Opportunity

To respond to the growing unmet needs in emergencies and to strengthen the speed, quality, relevance and appropriateness of our emergency response and readiness work, we have recently created four new global humanitarian capability units, including the new Hunger Response and Resilience Unit, under which the food security and livelihoods portfolio is located.

 

The WASH Specialist will be part of the Global Rapid Response Unit in the Global Humanitarian Team. The post holder will work with technical teams within the other four units, other teams, departments, Country Offices, National Offices within the organisation to ensure that all Plan International’s work contributes to strengthening live saving interventions through WASH in addition to Food security, nutrition, livelihood, child protection, education in emergencies in an integrated manner.

 

The WASH Specialist will be required to be deployed to Plan International Country Offices for 75% of the time for a period of up to three months continuously, sometimes into hostile/crisis settings at short notice to provide  technical assistance to country offices.

 

This position demands technical knowledge, training experience, and work experience in a wide range of humanitarian contexts. 

 

As WASH Specialist you will ensure technical soundness of the WASH interventions in the Hunger and other humanitarian Crisis response covered by the Plan International.

 

WASH interventions will cover both standalone water, sanitation and hygiene programming and, critically, also the integration of WASH within other elements of Plan’s life-saving intervention including Food Crisis response such as food distribution, school feeding, nutrition, in addition to education and child protection  and care in health facilities as a fundamental pre-requisite for maximising the effectiveness of these interventions.

 

In collaboration with Country Offices, regional management and National Organisations you will advise and support high performing country teams  to improve their WASH intervention approaches, strategy and practice, ensuring specific WASH/GEDSI (Gender Equality, Disability and Social Inclusion) outcomes are included, and explore WASH and integrated programming related funding opportunities, ensuring accountability for meeting targets, and maintaining alignment with the Plan International global strategy.
