The Opportunity
Meaningful child and youth participation is an important aspect of Plan Indonesia’s work, given Plan Indonesia’s work mandate as a leading organization in the fulfillment of girls’ rights and equality. Youth and Plan staff have faced various challenges in implementing meaningful participation, such as understanding the forms of participation, internal policies, and funding and strengthening networking and collaboration with youth organizations or communities.
In response to this need, through support from the Rockefeller Foundation, Plan Indonesia will recruit a Youth Engagement Officer (YEO) who will support the project manager in the implementation of project and youth engagement activities and liaise with child and youth partners. The key competencies required for this position will be excellent coordination and communication skills; experience in event organizing, especially campaigns and managing youth networks; adept with technology, especially social media platforms, Microsoft Office, Google Forms, and meeting platforms; good command of Bahasa; English would be a plus, in written and spoken; familiar with gender equality issues. The experience needed for this position will be a minimum of 2 (two) years of experience in working with youth networks and climate change.
The YEO will support the project manager in recruiting, engaging, maintaining, and facilitating youths to be actively involved in the project. Youth will be the main target and the driver of the success of the project in 5 COs. The YEO is a key person to coordinate with YEO from other COs and also the influencing/campaign team. S/he will be supporting the thematic issue in the Youth-led Climate Resilience program. It consists of promoting youth leadership and action in climate change.
Dimensions of the role
- This position reports to the project manager and coordinates closely with the campaign lead and YEO to influence the team.
- Plan and lead the implementation of youth-focused collective action in climate change
- Expand the YPII network among champions of youth coalitions, youth groups, and organizations to spread the key campaign messages and create stronger influence on targeted policymakers, and audiences at national and regional levels
- Coordinates with APAC Regional and Global Forums/Networks on youth engagement initiatives to become an effective community of information sharing and play a role as a focal point for any youth and campaign-related forum or events
- Manages YPII’s youth engagement network (approximately 5 people) and manages consultants when relevant.
Accountabilities for the role
Program implementation in line with the project design and planning
- Support high-quality project implementation and compliance with project design and planning. Able to provide explanation and justification to donor and COs/APAC on project quality if needed
- Support youth learnings in climate change and facilitating the actions (including administrative works)
- Support the coordination with stakeholders and partners (governments, CSOs, CC and youth networks) and COs/APAC for the provision of strategic support services
- Support the project scaling-up strategies as well as sustainability
- Support the MER team to update the monitoring mechanisms and tools for project monitoring regularly
- Working collaboratively with technical advisor/specialist at the CO level for cross-cutting themes such as gender, inclusion, participation, protection
Youth-led campaign and advocacy
- Develop and communicate regularly with youth focal points across YPII programs/projects.
- Socialize youth engagement strategy, including powering the movement and girls get equal initiatives to youth focal points across YPII and youth groups/partners
- Play a key role as a focal point for Powering the Movement and Girls Get Equal campaign across YPII
- Works with Adolescent Network, Youth Coalition for Girls, and other youth groups to strengthen the movement for child rights and equality for girls (powering the movement)
- Implement Girls Get Equal campaign events and other related campaign events
- Ensure the proper process is in place to select children/ young people and chaperones to be delegations in strategic advocacy events organized by CO, Asia Hub, and Global Hub
- Support the project manager and Influencing Director to represent YPII at the national and international forum related to youth and campaign agenda
- Expand YPII’s network to youth organizations/forums that are strategic to be campaign and advocacy partners on child and youth rights and equality for girls.
- Develop and maintain a youth-based volunteer platform that is ready to volunteer across YPII works
Management and operation function
- Support the project manager in developing the annual plan and budgeting for youth engagement and campaign activities
- Collect data and write report to the project manager for youth engagement and campaign activities
- Develop TOR, contracts, and other administrative tasks related to campaign and advocacy
Requirements for the role:
- Bachelor Degree in one of the disciplines relevant to the following areas: youth studies, international development, gender, inclusion, human rights, psychology, sociology, international law or other social science field
- Minimum of 1-2 years of work experience working on development programmes
- Excellent communication skills (verbal and writing) in English and Bahasa Indonesia
- Knowledge of the links between gender equality, children’s rights and NGO development programming practice.
- Demonstrated understanding on child and youth-led initiatives and child and youth sensitive monitoring and evaluation
- Good network with youth groups champion in Indonesia
- Excellent understanding of the practicalities of designing, implementing, and evaluating high quality programmes that promote meaningful child and youth participation
- Excellent understanding of relevant policy-making processes and institutions on child and youth participation
- Ability to design proposals, guidelines and standards, monitor and evaluate child and youth participation programming, based on sound analysis
- Strong team work
- Ability to build internal and external networks across countries
- Facilitation and training skills for children and young people
- Dealing with conflict with tact and collected manner

Location: Duty station is in Jakarta with frequent attendance to Plan Indonesia Jakarta Office. Office environment is open space with shared table and locker. Very rare travel to field. During COVID-19 pandemic, mostly working from home until further notice from the office.
Type of Role: 18 months Fixed term contract (PKWT)
