GIZ has been supporting the Pan African Chamber of Commerce and Industry (PACCI) in the implementation of activities under the adhoc mechanism of the EU TAF Starting from July 2024. Accordingly, GIZ intends to hire a company for two months to provide service capable of developing and delivering chamber model innovations across 6 AfCFTA Member States. 6 The Pan African Chamber of Commerce and Industry (PACCI), in line with the African Continental Free Trade Area (AfCFTA) objectives, aims to spearhead the introduction of innovative chamber models across national chambers of commerce. This initiative seeks to bolster the chambers’ ability to effectively support their members in capitalizing on AfCFTA’s opportunities, with a keen focus on sustainable practices, gender inclusivity, and the incorporation of gender equality seal dimensions. The Pan African Chamber of Commerce and Industry (PACCI) invites qualified organizations to submit proposals for the implementation of the Chamber Model Innovation (CMI) in six designated countries: Kenya, Rwanda, Tanzania, Mauritius, Cameroon, and Ghana. This initiative aims to transform PACCI’s network of Chambers of Commerce into catalysts of business growth, enhance the value proposition of PACCI as an organization and its members to their customers, and align with the implementation of the African Continental Free Trade Area (AfCFTA).

Tasks to be performed by the contractor

Objective The objective is to engage a consultancy service capable of developing and delivering chamber model innovations across 6 AfCFTA Member States. This entails a holistic approach to enhancing chamber capacities, emphasizing inclusivity and sustainability in trade facilitation and member support.

1.Introduce chamber model innovations to assist chambers of commerce in supporting AfCFTA implementation.

2. Develop a joint toolkit and actionable work plan for local resource persons engaged in the project.

3. Widen the knowledge and skills of local resource persons on basic business, trading, and investment skills, production, and product management.

4. Implement the training program with women and youth groups at the local level, fostering gender inclusivity and supporting women’s and youth’s participation in trade.

5. Facilitate the adoption of sustainable practices within chambers, emphasizing longterm success and positive impacts on AfCFTA-related initiatives.

Scope of Work/Specific Deliverables

1. Comprehensive Assessment:

• Conduct a thorough analysis of the current challenges faced by chambers of commerce and business associations in 6 AfCFTA Member States regarding AfCFTA implementation.

• Conduct gender-sensitive assessments to identify gaps and opportunities for enhancing gender inclusivity within chamber operations and member services.

2. Design and Proposal of Chamber Model Innovation:

• Develop a chamber model innovation that addresses member needs, reduces costs, integrates data analytics, enhances employer attractiveness, and improves training outcomes.

• Create a joint toolkit and actionable work plan for local resource persons engaged in the project.

3. Collaborative Implementation:

• Work closely with chambers in the chosen Member States to implement the proposed model, providing guidance, design, and support throughout the transition.

• Facilitate the adoption of sustainable practices within chambers, emphasizing longterm success and positive impacts on AfCFTA-related initiatives.

• Conduct specialized workshops focusing on advanced skills such as data analytics, fostering a culture of continuous learning and adaptability.

4. One Day Workshop for PACCI Leadership Team

• Conduct an immersive 1-day workshop to provide the PACCI leadership team with a thorough understanding of CMI.

• Facilitate co-creation experiences for participants.

5. 6-Week CMI Capacity Building Training

• Collect vital data for status assessment and gauge the chambers’ aptitude for change.

• Propose modifications to the duration and timing of the workshop if necessary.

• Establish dedicated AfCFTA focal coordinators within chambers and associations.

• Design and implement a 6-week comprehensive CMI training program for nominated candidates from PACCI member Chambers.

• Cover six CMI modules, including Customers/Members in Focus, Service Ideation, Prioritization, Business Canvas, Prototyping, and Rapid Service Experimentation.

• Provide flexible training formats, ranging from fully online to blended experiences.

• Facilitate mentorship and consultation sessions for participants during service testing and experimentation.

6. Monitoring and Evaluation:

• Develop KPIs to measure the success of the implemented Chamber Model.

• Evaluate and adjust the model based on feedback and evolving chamber needs.

7. Reporting:

• Prepare an interim report for PACCI’s review by the begging of September 2024.

• Submit a final report to PACCI by the end of September 2024, summarizing the project’s outcomes, lessons learned, and recommendations for future initiatives.
