Consultancy for Power BI system set up and training

Established in 1915 with Helen Keller as a founding trustee, Helen Keller International works to save the sight and lives of the most vulnerable and disadvantaged. Helen Keller Intl has its headquarters in New York City and currently offers programs in 21 countries in Africa, Asia and United States. The organization works to combat the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research.

Helen Keller Intl Vitamin A Supplementation (VAS) portfolio consists of programs in 14 countries of sub-Saharan Africa: Burkina Faso, Cameroon, Cote d’Ivoire, DRC, Guinea, Kenya, Madagascar, Mali, Mozambique, Niger, Nigeria, Tanzania, Senegal, and Sierra Leone. The portfolio is managed by a team consisting of a Program Director and technical experts based in Helen Keller Africa offices across Africa and its headquarters in New York City. Helen Keller Intl’s VAS program team supports national governments to ensure distribution of Vitamin A Supplements every 6 months to children under the age of five. In 2022, Helen Keller Intl supported the distribution of more than 60 million supplements.

Helen Keller Intl is seeking consultants to help transition its management of the VAS portfolio to Power BI and to train its teams on the programming and use of Power BI. 3 main systems will be developed for the management of Helen Keller Intl portfolio:

  • Power BI solutions for finance management: Develop a dashboard and database highlighting among others expenditures versus budgets for 14 countries and more than 100 budgets, lifespan of each financial award, expenditures per itemized categories
  • Power Bi solutions for Monitoring and evaluation: develop a dashboard highlighting the results of the VAS programs for 14 countries through links to Helen Keller Intl DHIS2 monitoring platform that collects up to 100 process and performance indicators routinely
  • Power BI solutions for coverage surveys: develop a dashboard and database to facilitate management and analysis of up to 20 cross sectional coverage surveys per year each collecting up to 100 indicators on up to 1000 households.

Deliverables

Following an extensive design phase during which the consultant will help Helen Keller teams design the most adequate indicators and databases for its Power BI analytical system, Helen Keller Intl will require the following deliverables:

  • Power BI system for finance management
  • Power BI system for Monitoring and Evaluation
  • Power BI system for management of coverage surveys
  • Power BI administrator and end user training

Deliverables and Illustrative Timeline

It is expected that this consultancy will be for a period of 40 days between February 2024 and July 2024.

  • Power BI system for finance management – 10 days in February 2024
  • Power BI system for Monitoring and Evaluation – 10 days in March 2024
  • Power BI system for management of coverage surveys – 10 days in April 2024
  • Power BI administrator and end user training – 10 days in May 2024

The number of days proposed may be subject to adjustments and only consists in an initial estimation to guide bidders in pricing. It represents the number of days for one person.

Qualifications:

The consultant(s) is expected to:

  • At least a masters degree in relevant domain.
  • Minimum of 5 years experience in producing analytical dashboards
  • Demonstrated experience in developing and managing Power BI systems
  • Excellent interpersonal and interviewing skills
  • Good analytical, communication and writing skills.
  • Demonstrates sensitivity to cultural and gender diversity and equity in his/her daily work and personal behavior
  • Ability to meet deadlines and priorities
  • Capacity to work independently and to work at flexible working hours
  • French & English speaking will be considered as a strong advantage

Anticipated Contracting Period and Award Mechanism

The anticipated period of the resulting award is expected to be a maximum of 6 months beginning no later than February 1st. Bidders must clearly identify “start-up” support costs, if any, required to commence services.
