COUNTRY PROGRAM BACKGROUND:

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

International Medical Corps has been present in Cameroon since 2008 to provide assistance to thousands of CAR refugees who have crossed the bordered sheltered in Cameroon as a consequence of the political and social troubles which occurred in CAR since 2005. International Medical Corps is providing essential health and nutrition care to more than 75 000 Nigerian Refugees in the Minawao refugee Camp in the Far North Region according to last data from HCR and its parteners .

Description of the position:

The Health and Nutrition manager in Minawao Camp is responsible for the implementation of IMC’s project activities in Minawao camp and its surroundings. He/she acts as the technical coordinator of the activities at the camp level, collaborates with his/her hierarchy for the implementation according to the strategic design and establishes good relations with the local authorities of the camp for a harmonious work. He/she provides technical support in health, nutrition, MHPSS and protection (GBV) to IMC staff at the camp level, to volunteer health care providers in the camp and to community health workers in the implementation of health and nutrition projects in the camp.

He/she is responsible for the administrative coordination and management of the project at the camp level and represents IMC in various meetings, coordination workshops organized in the camp by health authorities or humanitarian agencies.

  1. Main tasks

I/ Essential Duties And Responsibilities:

  • Develop monthly and quarterly project action plans and discuss them with the IMC staff in the project before sharing with management
  • Follow up on the supply of medicines, consumables, nutrition products and medical equipment needed in the camp of Minawao for the smooth delivery of health care services to beneficiaries
  • Coordinate and supervise the activities of the various health and nutrition including Mental Health in accordance with the national protocol CMAM and the Therapeutic Guides in force in Cameroon;
  • Lead development/adoption of treatment guidelines according to IMC and international standard for the refugiees in Minawao Camp for communicable and non-communicable diseases, surgical protocols and trauma
  • Ensure the availability of essential tools, including health data management tools: individual patient files, stock files, drug consumption files, tally books, drug reception and inventory registers, etc.
  • Work with subsectors and program managers to assess infection control in supported facilities,
  • Conduct regular supervision/evaluation of the decontamination and sterilization process and procedures in the clinical services offered in the refugee camps and undertake measures to mitigate the observed gaps.
  • Develop an integrated response between health and WASH to complement activities
  • Identify and develop IEC material and treatment charts for various morbidities and clinical services and print to be distributed to the supported health facilities in line with provided guidelines
  • Develop and harmonize standards in clinics in collaboration with the local health authorities
  • Work with partners to develop staff capacities and identify needs for improving interventions for the implementation of activities such as EPI, MHPSS, nutrition and community mobilization around health themes.
  • Work with project program staff for developing proper strategies to support EPI intervention
  • Strengthen the capacity of health and nutrition program teams (MoH and IMC) on the management of SAM with and without medical complications and the implementation of the health strategy in the intervention zones of IMC in the Minawao Camp
  • Facilitate the adoption and adaptation of recommendations on the ground;
  • Other tasks assigned by the supervisor

II/ Program Monitoring and Supervision

  • Monitor the implementation of activities at the field level by the IMC staff and formulate orientations as needed to improve the services offered
  • Develop and implement mechanisms for regular supervision of services in the supported facilities, sharing key finding, giving feedback to the managers and follow up on the action points
  • Develop/review facility assessment checklist, rapid and in-depth health assessment tools at the community and health facility level, train staff in their proper use and report writing
  • Help health subsectors to document lessons learned and successful strategies
  • Lead health department in carrying out in-depth health assessments
  • Support Data Manager to analyze data to inform program of the current trends
  • Coordinate the data validation exercise with the district and the health center
  • Monitor the performance of IMC technical staff as well as that of the hospitals and health areas supported by the project
  • Ensure the functionality and implementation of the CBFRM Mecanism and Protection aigainst Sexual exploitation and Abuse (PSEA) in the areas of intervention

III/Trainings and Capacity Building

  • Work with all supervisors and health center to identify areas for training of the key national Staff and arrange trainings/identify avenues for trainings including online trainings
  • Work with sub sector technical Coordinator/Managers to ensure effectiveness of the trainings carried out by health department in its subsectors and ensure evaluation of the quality of the trainings
  • Ensure records and filling of trainings conducted

IV/ Coordination and Representation

  • Represent IMC in technical meeting with other partners on behalf of field coordinator
  • Coordinate with other partners on technical collaboration and sharing of resources
  • Review partnership proposals providing technical input on activities, geographic scope, budget and work plans
  • Oversee the technical implementation of partners and offer guidance as needed
  • Deconflict partner activities with IMC and other health sector NGO work
  • Meet with partners to review context, activities, adherence to standards
  • Alert management to real or potential risks to partner implementation

V/ Data collection and Reporting

  • Ensure that the required records and other M & E tools are available and properly used in IMC various supported facilities ;
  • Support the data collection process to assure all required data based are timely updated
  • Ensure that data is accurate and consistent with the district health system.
  • Prepare and transmit timely weekly, monthly, quarterly and other reports requested by the IMC management and the donor
  1. Education, experience and skills

Education: General medical degree with Master’s degree in public health/epidemiology

Experience:

  • At least five years of professional experience in primary and/or secondary health care, including at least three years in the Clinic (hospital).
  • Experience in a national or international NGO implementing health and nutrition programs
  • Experience in working in a multicultural environment
  • Experience in emergency response health related in Cameroon is a plus.

Skills:

  • Strong technical skills in primary and secondary health care including community health care, nutrition, WASH, MHPSS and protection in the humanitarian context in addition to mastery of Cameroon’s health care system
  • Strong writing, communication, and problem-solving skills in a high-pressure environment with priorities that sometimes exceed normal working hours.
  • Excellent organizational skills, ability to work independently and as part of a team.
  • Computer proficiency with required and thorough knowledge of MS Office software (Word, Outlook, Excel and PowerPoint).
  • Ability to multi-task and adapt easily in a resource-limited environment
  • Ability to interact with government, NGO and field partners.
  • Ability to live in rudimentary conditions and travel to the field frequently.

  • Consider security implications of all program activities, reviewing all new initiatives with others staffs and community leaders and community volunteers.
