Health Systems Strengthening Specialist – USAID Cameroon Systems to End the Malaria Burden through Meaningful Engagement-II (Proposal)
Over the past 40 years, MCD Global Health (MCD) has worked to strengthen health systems through integrated, sustainable, and locally driven interventions across several public health sectors. MCD collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: malaria prevention and control; water, sanitation, and hygiene; maternal, neonatal and child health; health system strengthening (HSS) HIV/AIDS; Zika; and other communicable diseases.
MCD is currently seeking candidates to serve as the Health Systems Strengthening (HSS) Specialist for the anticipated, five-year USAID-funded Systems to End the Malaria Burden through Meaningful Engagement-II (SEMBE II) Project in Cameroon. The Project seeks to strengthen the capacity of the Cameroonian government and local stakeholders to lead and promote local solutions in the fight against malaria.
The HSS Specialist will be responsible for implementation of HSS activities designed to strengthen the capacity of key malaria stakeholders.
This is a key position on the project team and is contingent upon award to MCD.
Essential Job Functions:
- Lead HSS activities focused on capacity building of non-government local actors and technical assistance initiatives to strengthen planning, coordination, implementation of malaria activities at the regional, district, and community level;
- Ensure effective and timely implementation of HSS activities in the work plan and quality deliverables;
- Support annual project work planning and budgeting processes in addition to regular project reporting to the donor;
- Ensure coordination and collaboration with relevant stakeholders and aligned programs including USAID and the Ministry of Health, as it relates to HSS activities;
Qualifications, Skills and Experience Required:
- A minimum of bachelor’s degree or higher in public health, international public policy, health economics, or related field;
- At least five (5) years of senior-level experience developing and promoting collaboration with national authorities; and providing technical and operational support on health systems issues;
- Demonstrated experience interacting and maintaining relationships with high‐level stakeholders and host country government officials;
- Demonstrated experience leading Health Systems Strengthening activities focused on capacity building of non-government local actors and technical assistance initiatives to strengthen planning, coordination, implementation of malaria activities;
- Experience working with USAID/PMI and knowledge of USAID rules and regulations are preferred;
- Strong management and problem solving skills;
- Proficient in the use of the standard Microsoft Office package with particular experience using Words, Excel, PowerPoint and Internet Explorer;
- Full professional proficiency in English and French;
- Prior experience working in Cameroon is strongly preferred. Candidates must be Cameroonian nationals.
Compensation will be based on USAID FSN scales.
