Background

Cameroon is compounded by three complex and current humanitarian crises in addition to the secondary impacts of pandemics and outbreaks such as cholera that have further exacerbated the needs in-country, as well as the most recent inflation rate, caused by the rise in food priced and transport costs..

As of December 23, there are 1,1 million internally displaced persons and 486,000 refugees and asylum seekers in the country.

NRC has been operating in Cameroon since April 2017, and currently has five field offices: Maroua and Kousseri in the Far North, Buea in the South-West, Bamenda in the North-West and Batouri in the East. With a workforce of around 150 staffs, NRC Cameroon aim to provide assistance to people affected by these 3 crises.

NRC implements programs in WASH, shelter, Information Counselling and Legal Assistance (ICLA), Livelihood and Food Security (LFS), and Education.

What we are looking for

The purpose of the HR & Administration Manager is to oversee, manage, develop and strengthen all HR and Administration functions in order to provide robust, efficient and effective Human Resources and Administration support to the NRC Country Programme in Cameroon. A special focus will be made on HR Strategy development and effective Recruitment, Staff learning and development, training and capacity building to ensure HR system is according to NRC standards

What you will do

Specific responsibilities:

Human Resources

  • Implementation of the Global Standards and initiatives at the Country and Area Office level (NRC People Management Systems, Diversity, Equity and Inclusion, Talent Management, Learning and development initiative, Duty of care, PSEA…);
  • Ensure HR function is strategic, responsible for in-country HR strategic priorities, take the lead on follow-up on implementation;
  • Plan and feed into country-wide strategies and plans, working closely with senior management and programmes to ensure HR proactively meets the needs of the programme;
  • Responsible for ensuring Area Offices are complying with NRC HR standards and procedures;
  • Pro-actively working to support Area Managers, HR Coordinator, L&D Coordinator, HR Officers & HR assistants in running an effective HR function in the Area Offices;
  • Staff Care: Ensure a best-practice staff care programme for all staff is regularly reviewed, ensuring adequate staff care systems are in place and implemented across the country;
  • National staff development and capacity building ;
  • Support and guidance to the senior staff/hiring managers on recruitment and HR procedures;
  • Strengthen the recruitment processes ensuring adherence to the minimum standards;
  • Strengthen training and inductions / onboarding and off-boarding;
  • Improve the quality of Performance management conducted by line managers across the Cameroon Country office (embedding a culture of performance);
  • Support managers in ensuring that all job descriptions are in accordance with the NRC standards and ensure that all standard Job Description templates are updated;
  • Payroll: Ensures accuracy of payroll before transmission to the Finance team/Manager;
  • Handling personnel cases according to guidelines and policies;
  • The focal point for working with the staff representatives.

Administration

  • Office and accommodation management: (offices, residences and guesthouse);
  • Country Office documentation: electronic archiving via the filing tree of NRC’s official documents, national administration requirement (registration, legal services and documentation);
  • Induction and welcome packages for staff/visitors ;
  • Work permit, immigration and visa (for staff, guest and consultancies) processing ;
  • Staffing responsibilities or service contractors for: cleaners, receptionist, maintenance;
  • Liaise with logistics to ensure up to date framework agreements: legal firm, psychologist, medical provider, Labor doctor, hotels, among others;
  • Oversee all administrative relations and processes with government ministries.

What you will bring

1. Professional competencies

  • Minimum three years of experience from working as a senior HR Manager in a humanitarian/recovery context
  • Minimum First Level University Degree in Human Resources
  • Experience from working in complex and volatile contexts will be an added advantage
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal

Context/specific skills, knowledge and experience:

  • Knowledge of the context and local languages of Cameroon (advantageous)
  • Experience with strategic HR management and HR systems development / quality management
  • Experience with medium-scale recruitment and on-boarding processes
  • Experience in a large and dynamic country programme
  • Strong interpersonal skills, a team player coupled with capacity building skills and experience
  • Experience on Learning and staff development.
