Project Objective:
The United States Agency for International Developmentâs (USAIDâs) Gender Equality and Womenâs Empowerment Hub (GenDev), is one of five Hubs within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). GenDev advances gender equality and womenâs empowerment as fundamental for the realization of human rights, and key to effective and sustainable development outcomes. The Hub collaborates with Operating Units (OUs) across the Agency supporting USAIDâs programming globally, in all sectors. It promotes evidence-based gender equality and womenâs empowerment programming throughout the Agency through its technical outreach and thought leadership, training, technical assistance, and communication outreach. GenDev works to support missions in meeting policy and law requirements as it relates to conducting and using the results from gender analyses to inform strategy and project development and design. USAID/Cameroon is embarking on the development of a strategic framework (SF) to guide future investments and programming.
The USAID/Cameroon gender and inclusive development analysis will prioritize sectors aligned with current USAID Cameroon programming to inform the development of their upcoming strategic framework. Sectors include, Health and Democracy, Rights, and Governance (DRG) focusing on consultations with local Cameroonian entities and opportunities in the development and humanitarian nexus. The gender and inclusive development analysis will focus on identifying: 1) Nationwide gender gaps and root causes of gender inequalities relevant to the above sectors and targeted marginalized groups identified and 2) Opportunities to reduce gender gaps and address root causes of gender inequality to achieve sector objectives and promote gender equality and inclusive development.
Position Description:
Social Impact is seeking a Local Gender Subject Matter Expert (SME) to support the implementation of USAID/Cameroonâs gender and inclusive development analysis. Primary tasks include: leading the data collection in-country, organizing meetings with Cameroonian stakeholders and government officials, transcribing interview notes, and supporting data analysis and report writing.
The anticipated period of performance is April 27th to July 1st, 2024

Responsibilities:
- Support compilation of gender and inclusive development literature (especially those in hard copy only- i.e., government policies).
- Lead communication with local stakeholders in interviews, site visits, and other projects
- Developing data collection schedule (in coordination with USAID).
- Translating data collection instruments (as necessary).
- Support in-country leading the data collection, including organizing meetings with Cameroonian stakeholders and government stakeholders.
- Support data transcription and analysis.
- Support the facilitation of a validation workshop.
- Support draft findings and recommendations from the analysis.
- Review final report and help incorporate USAID feedback.
The day-to-day management direction and oversight for this position will be provided by designated members of USAID/Cameroon staff.
As a contractor, this position will not perform âinherently governmental functions,â including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the US Government.
Qualifications:
- Masterâs degree in an appropriate area of specialization, plus at least 8 years of relevant professional experience, or a Ph.D. in a relevant area of study and 3 years of experience.
- Possess extensive, enterprise-wide knowledge and experience with gender analysis, and gender integration in programming and/or in one or more sectors including Agriculture and Food Security; Climate and Natural Resource Management; Conflict & Insecurity; Democracy; Human Rights, & Governance; Economic Growth; Global Health; and Water, Sanitation, & Hygiene.
- Strong verbal and written communication skills required.
- Fluency in French and working English required.
- Ability to translate from French to English.
- Ability to prepare and deliver quality documents, presentations, and briefings to executive management.
- Strong work ethic with a solid customer service focus.
- Strong attention to detail.
- Ability to work well independently and as part of a team.
- Ability to multitask in a fast-paced, deadline-driven, and high visibility environment.
- Familiarity with Microsoft and Google Suite of products.
- Compliance with all Federal or Agency COVID requirements to access Agency facilities, such as vaccination/public health requirements.
- U.S. Government/USAID experience or knowledge of how USAID works preferred.
- Experience working with partner government representatives, international organizations, civil society organizations, donors, or implementing development partners preferred.
- Knowledge of Cameroonâs sector specific topics are an added advantage, to include health, democracy, rights, and governance, and humanitarian assistance preferred.
- Experience working in a broader international development context and the crisis affected areas of Cameroon is a plus.
