ESSENTIAL JOB DUTIES/SCOPE OF WORK:

The role of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer is to support the MEAL Manager in the implementation of the MEAL work plan and contribute to achieving and improving the quality of the program/project. The MEAL Officer will provide the support by collecting and managing the program’s/project’s output and outcome data, knowledge and lessons learnt. The MEAL Officer will provide support to the program in the field through working closely with the field Manager to ensure the quality of the program/project. The role holder will also work on ensuring that Community-Based Feedback and Response Mechanisms (CBFRM) are in place.

MEAL Officer will report directly to the MEAL Manager and will also be expected to work closely with Field Manager and Field Coordinator.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

1. Project design and planning

  • Support in developing results framework and log-frame, including indicators for simple projects.
  • Support MEAL department in development of databases for all programs by using available technologies.
  • Apply basic MEAL concepts and purpose, with a specific focus on accountability to affected populations (AAP) in project.
  • Conduct community consultations and engage with communities to ensure accountability by applying different interview techniques.
  • Promote internal learning by sharing timely feedback from and to the program.

2. MEAL system

  • Implement field level MEAL activities according to the MEAL work plan and support M&E activities, such as physical verification of assets, post distribution monitoring, data quality audits, surveys/assessments, etc.
  • Organize and lead data collection activities following the data collection and reporting flow put in place for a project.
  • Ensure that MEAL activities are participatory including monitoring, evaluation and assessment.
  • Use tools for tracking project’s progress and bottlenecks and develop simple data collection tools based on monitoring indicators.
  • Conduct regular field visits and periodic data analysis and triangulate data from other MEAL exercise
  • Supervise MEAL Assistants and survey enumerators at field sites level.

3. Data quality management and Sampling

  • Conduct on-site routine data quality audits adhering to data quality audit guidelines.
  • Mitigate data pitfalls, issues, and ensure that strategies for quality data and activities are in place.
  • Report data quality issues to the MEAL Manager and provide supportive supervision on data quality at field level.
  • Apply the concept of different sampling methods, develop sampling frame and carry out sampling following guidelines of Manager in population-based or beneficiaries-based surveys.

4. Presentation, Learning and knowledge management

  • Process basic data visualization using tables and graphs to represent data and information for presentation or any other communication.
  • Communicate clearly the findings of monitoring activities and reviews against targets set by the project.
  • Compile data and indicators at the project’s level for reporting in a clear and concise manner, providing all required information.
  • Deliver basic training to teams (data collection methods, use of tools, and concepts of M&E, CBFRM).
  • Assess the knowledge change of participants to trainings

5. Community based feedback and response mechanism

  • Ensure that all data collected via adhere to key concepts and commitments regarding AAP, including CHS and donor’s requirement.
  • Ensure that all data collected via the CBFRM has been reported to the manager in a timely manner based on SOPs.
  • Support implementation and monitoring of CBFRM, accountability initiatives, and practices across the area of supervision.

6. Perform other duties as assigned.

As applicable to this position, the MEAL Officer must promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.

QUALIFICATIONS:

  • Diploma or a bachelor’s degree in Public health, Statistics, Social science or related fields.
  • Minimum of 2 years of applied experience with a humanitarian organization and or working with refugees/IDPs in humanitarian settings;
  • Understand key concepts and commitments regarding AAP;
  • Understand the fundamental principles of evaluation and have eexperience with population-based survey;
  • Have the analytical, conceptual, and strategic thinking skills regarding protection, health and nutrition programs;
  • Be able to conduct regular field visit;
  • Demonstrated ability to work with large quantities of data and convert it into understandable results;
  • Demonstrated ability to work cooperatively as a member of a team;
  • Proficiency in Microsoft Office applications, data processing and data analysis software;
  • Ability to communicate clearly to diverse audiences;
  • Good understanding of the East, Adamawa and North local context;
  • Excellent interpersonal skills and be able to speak and write French and English languages.

TRAINING / CAPACITY BUILDING:

  • Advocate and plan for professional development for yourself, and any staff supervised by you.
  • Provide input to, and deliver, where applicable, training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs.
  • Security:
  • Ensure the application of, and compliance with, security protocols and policies of you and your supervised staff.
  • Compliance & Ethics:
  • Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.
  • Conducts work with the highest level of integrity.
  • Communicates these standards to staff, if applicable, and to partners and requires them to adhere to these values.
  • Prevention of Sexual Exploitation and Abuse:

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

If this is a supervisory position, one must set an example of ethical behavior through one’s own conduct and oversight of the work of others; ensure that those who report to you have sufficient knowledge and resources to follow the standards outlined in the Code of Conduct & Ethics; monitor compliance of the people you supervise; enforce the Code of Conduct & Ethics and International Medical Corps’ policies, including the Safeguarding Policy and the Protection from Harassment, Bullying and Sexual Misconduct in the Workplace Policy, consistently and fairly; support employees who in good faith raise questions or concerns.
