The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We work in crises across more than 31 countries, providing emergencies and long-term assistance to millions of people every year. We stand up for people forced to flee, advocating their rights. NORCAP, our global provider of expertise, helps improve international and local ability to prevent, prepare for, respond to and recover from crises. NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

NRC is looking for a motivated, committed and qualified Finance Coordinator who will actively contribute to the achievement of NRC activities in Cameroon.
Qualifications
1. Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
- Experience from working as a Finance Coordinator in a humanitarian/recovery context.
- Previous experience from working in complex and volatile contexts.
- Documented results related to the positionâs responsibilities.
- Knowledge about own leadership skills/profile.
- Holder of an advanced degree in accounting or finance, an international recognized accounting /finance designation like the ACCA, CPA, CIA, CIMA would be a plus.
- At least five yearsâ progressive experience in INGO or audit firms.
- Experience working with donors like NMFA/NORAD, GFFO, ECHO, USAID, UNHCR, SIDA will be a strong advantage.
- Should be very bilingual, speaking and writing English and French.

Responsibilities
Generic responsibilities
- Implement NRCâs systems and procedures at country office& area offices level.
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
- Prepare and submit report reports and analysis.
- Ensure proper filing of all support documents on office 365.
- Support line managers in procedures and require support team trainings.
- Facilitate monthly Budget versus Actual (BvA) reports with budget holder and follow up on action points.
- Maintain Master budget update.
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
- Provide up-to-date analysis and required reports of the financial situation of projects and programs to the Finance Manager, Grants Manager, Area Managers, PDMs, Project Coordinators and the head office (HO) in Oslo.
- Ensure that financial control mechanisms are in place in the country operation, and that corruption and financial risks are minimized.
- Prepare monthly financial reports, reconcile accounts with HO and RO if Applicable.
- Assist Finance Manager in preparation of field Z costs and ensure that these costs are correctly charged.
- Be proactive in communication with donors to ensure that new donor requirements are taken on board.
- promote exchange of information and cooperation with relevant departments in the office as well as with PDMs and coordinators.
- Support the team when needed.
- Ensure that the accounting, monitoring, and reporting are according to procedures.
- Support project staff in financial matters.
- Maintain budget control and monitor cash flow for the area.
- Ensure development and implementation of administrative systems and procedures.
- Check and verify NRC Cameroon payrolls before payments are made.
