Program Director, HIAS Chad

POSITION SUMMARY
Chad hosts refugees from Sudan, Nigeria, Niger, Cameroon, and the Central African Republic who fled violence, climate change, and political instability. Chad has a complex displacement situation, with protracted refugee crises and periodic emergencies, internally displaced persons, and returnees.
The Program Director manages and oversees the design and implementation of HIAS Chad’s programs (mental health & psychosocial support (MHPSS); gender-based violence (GBV) prevention, risk reduction, and response; child protection; community-based protection; and economic inclusion). This role reports to the Country Director and works closely with HQ stakeholders across multiple departments as well as external partners. The Program Director will also support the identification of new funding opportunities.
This position will be based in N’Djamena. This position is considered a non-accompanied duty station and, at times, will travel to insecure operating environments. ?
ESSENTIAL FUNCTIONS:
- Lead the design and implementation of programs, ensuring the achievement of priority initiatives and activities.
- Manage donor contract requirements, meeting all major deadlines and milestones.
- Monitor the progress of projects through the implementation of programmatic, budget, and operational plans.
- Resolve problems/challenges during implementation.
- Prepare timely and accurate programmatic and financial reports for donors.
- With the monitoring and evaluation (M&E) department, track progress against project indicators to measure project performance.
- Contribute to the development and implementation of HIAS Chad’s standard operating procedures (SoPs) for programs.
- Supervise area managers, program managers and coordinators. Actively provide feedback and train/mentor staff to ensure high levels of motivation and capacity to support successful program implementation.
- Oversee field office operations and carry out periodic monitoring visits.
- Liaise with donors and partners for coordination and monitoring of activities.
- Substantively contribute to new business development to create secure high-quality, competitive proposals for funding.
- Participate in and represent HIAS at relevant coordination meetings (e.g., clusters, working groups).
- Ensure that high-quality services to beneficiaries are offered in a professional and ethical manner.
- Review and advise on programming models in consultation with the Country Director to enhance HIAS’ services to refugees and populations of concern.
- Manage internal coordination processes to facilitate the necessary resources to develop and implement HIAS programs.
- Support HIAS’ Code of Conduct and policies on safeguarding, accountability to affected populations (AAP), and the prevention of sexual exploitation and abuse.
- Perform other duties as assigned by the Country Director.
QUALIFICATIONS & REQUIREMENTS:
- Degree in a relevant technical area; Graduate Degree is an advantage
- Minimum of 9-11 years of working experience, preferably with an international NGO in West and Central Africa.
- Minimum of five years in program management.
- Experience with humanitarian/development donors such as the UN and USAID.
- Solid understanding of budgeting and financial management.
- Excellent organizational and problem-solving skills required.
- Committed to HIAS’ Code of Conduct and policies on Safeguarding, AAP, and the Prevention of Sexual Exploitation and Abuse.
- High ethical standards.
- Ability to work effectively with multilingual, multicultural teams.
- Excellent interpersonal, written and oral communication skills.
- Experience working with vulnerable populations, especially refugees or asylum seekers, children, or survivors of GBV.
- Fluency in English and French (oral and written) required. Additional language skills in Arabic a plus.
- Knowledge of Microsoft Office (Outlook, Teams, PowerPoint, Excel, Word, etc.)
