Senior Monitoring, Evaluation and Research Assistant (MPRRSSA Programme)

IOM’s Regional Office for the East and Horn of Africa supports and monitors the following countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Tanzania and Uganda. Through a team of specialists, the Regional Office supports the development, implementation, monitoring, reporting and evaluation of projects and initiatives undertaken by country offices and regional programmes. Irregular migration along the Mediterranean route is increasingly dangerous for migrants. Human trafficking and other exploitative practices along the route are heavily affecting migrants during their journey.
To meet these challenges IOM, with support from the European Union (EU), has developed targeted activities in 16 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ethiopia, Ghana, Guinea, Libya, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, Somalia, Sudan and The Gambia) to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through IOM’s Integrated Approach to Reintegration. The MPRR-SSA (Migrant Protection, Return and Reintegration in Sub-Saharan Africa) programme will achieve this through different types of interventions, including: protection and assistance to vulnerable and stranded migrants, provision of direct assistance through search and rescue support, identification, referral and direct assistance to vulnerable migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin.
The aim of the MPRR programme is also to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants that were developed and/or strengthened in the region, with a view to improving the governance of migration in Sub-Saharan Africa.
Context:
Under the overall supervision of the Senior Regional Policy and Programme Coordinator and direct supervision of the Regional M&E and Risk Officer (RO Nairobi) and in coordination with MPRR-SSA Monitoring, Evaluation, Accountability and Learning Officer (RO Dakar), the Senior Monitoring, Evaluation and Research Assistant will support the implementation of monitoring, evaluation and research activities of the MPRR-SSA programme, working closely with the missions implementing them.
Core Functions / Responsibilities:
Support the management of the MPRR-SSA programme, by:

Performing data analysis and preparing monitoring reports that comply with key programme indicators and with donor requirements.
Support the implementation of M&E activities in country offices, by:

Reviewing country-level M&E plans and track progress with their implementation.

Conducting data verification exercises and provide technical guidance to country teams to perform correctly data collection, including making the necessary corrections in relevant data sources such as MiMOSA or KoBo exports.

Coordinating programme reporting processes ensuring that data and narratives are submitted and processed in a timely manner.

Contributing to survey design, administration, and analysis processes, including questionnaire coding in the KoBo platform, enumerator oversight, data cleaning, data merging and statistical analysis.

Contributing to the planning, organization and delivery of trainings, workshops and other events related to M&E and research activities.

Contributing to the development of M&E guidance and SOP relevant to M&E and research activities as needed.
Support the implementation of research activities, by:
- Contributing to research assignments, including following up on deliverables and the preparation of data and analytical inputs for service providers/consultants.
- Contributing to the development and dissemination of research initiatives, including the drafting of concept notes, research plans, research reports, presentation, and briefs.
- Providing external entities, including independent evaluators, with accurate data and narrative inputs ensuring the correct representation of programme activities and results.

Required Qualifications and Experience
Education
- University degree in social sciences, migration studies, Econometrics, Statistics, or a related field from an accredited academic institution.
Experience
- At least five years of relevant professional experience.
- Experience in managing multi-country monitoring processes.
- Proven track record of participation to applied research initiatives and having authored reports.
- Having published an article on a peer-reviewed journal is an advantage.
Skills
- Very good writing skills and
- Ability to consolidate information from multiple sources and clearly present analytical results.
- Strong written and oral communication, organizational and interpersonal relationship skills, with ability to formulate instructions and guidance in a concise and clear manner.
- Excellent command of MS Excel.
- Knowledge of the ODK platforms, specifically KoBo.
- Experience with survey design, data collection and analysis.
- Knowledge of statistical software and ability to perform descriptive/inferential data analysis.
- Knowledge of data visualization and business intelligence software (PowerBi, Tableau, etc.)
- Knowledge of the relational databases, especially SQL, is an advantage.
Languages
For all applicants, fluency in English is required (oral and written).
Desirable
Working knowledge of French.
