Organizational Context and Scope
The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. IOM provides a range of assistance and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs.
Under the United States Refugee Admissions Program (USRAP), Resettlement Support Centres (RSCs) provide critical support and processing assistance for resettlement to the US. As part of an MOU between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages several RSCs which prepare applications for adjudication by and provide support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitate security and medical screenings, provide information about arriving individuals to resettlement agencies in the US and offer Cultural Orientation (CO) training to individuals departing for the US.
Under the overall supervision of the Global Program Coordinator and direct supervision of the Senior Program Advisor, the successful candidate will be based in Washington DC, USA and will have the following duties and responsibilities:
Responsibilities:
- Working closely with the Senior Program Advisor (USRAP), RSC Management and relevant PRM counterparts and establish, build and manage the USRAP Processing Deployment Arrangement (PDA). Ensure PDA is appropriately staffed with a diverse range of necessary skills and technical knowledge, that it operates efficiently and effectively, and that it is dynamic and responsive to the changing needs of the USRAP globally.
- Manage and supervise all PDA-related activities in Washington, DC, including hiring, training, and managing PDA staff members and supervisors who engage in short-term deployments to Resettlement Support Centres (RSCs).
- With the support of the PDA Project Officers, in close coordination with RSC Management, and utilizing the technical expertise of the Training Coordination Unit, develop trainings for PDA staff that span the full range of RSC processing activities, methodologically meet the needs of different learners, and can be accessed on a range of platforms.
- Ensure PDA training is conducted on a regular basis and include activities that provide PDA staff members the opportunity to enact what is learned in the training prior to being deployed to RSCs.
- Liaise and provide advice to RSC Management globally on deployment requests, seek PRM approval for deployments and coordinate deployment schedules, adjusting schedules as needed to respond to changes in processing plans and staffing levels at various RSCs.
- With the support of the PDA Project Officers, establish formal feedback mechanisms for staff deployments. Utilizing these mechanisms, oversee the Project Officers as they request and review feedback on PDA staff members from RSCs during and following their deployments and provide regular performance feedback to PDA staff members Track and analyse the outputs and outcomes of PDA staff members with the support of the PDA Project Officers. Share this data with the Senior Program Advisor (USRAP) and provide advice in which the PDA Team can improve outputs and outcomes and enhance training to provide more adept and efficient support to RSCs.
- In close coordination with PRM and IOM Country Offices, lead the establishment of new RSC processing sites. Provide Project Management-level support in relation to coordinating logistics, transportation, processing locations, access, security, staffing, engagement with partners, and plans for future expansion.
- When required, provide Project Management-level advice and support to RSCs remotely from Washington, D.C. and while on short-term assignment (STA) to various locations abroad. While on STA, adhere to all security and travel protocols and procedures while maintaining a collegial team environment and productive working relationships with colleagues and implementing partners.
- Keep abreast of processing changes and updates to relevant systems and Standard Operating Procedures (SOPs) and ensure training material is modified accordingly as needed. As needed, create SOPs for the PDA and IOM operated Resettlement Support Centres that will guide future management and staff on best practices related to PDA composition, deployments, training, and remote support.
- Write proposals in response to donor Notice for Funding Opportunities (NOFOs) and prepare Concept Notes related to implementation of RSCs, in coordination with RSC hubs and the USRAP Global Coordinator, USRAP Senior Programme Advisor, HR-Business Partner and Project Monitoring Unit. Coordinate the annual review of RSC budgets and proposal submissions using data and indicators from monitoring reports.
- Represent IOM operated RSCs in global forums, communities of practice and domestic resettlement agency forums. Maintain and ensure the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert a Project Officer or Manager of an RSC or the Project Coordinator (PDA) of any non-compliance to SOPs or codes of conduct.
- The Senior Project Coordinator (PDA) must be ready, willing and able to frequently travel to and work in temporary field operations for periods of 60 days or more and to pass all security and medical clearances required to work in locations across the globe.

EDUCATION
- Master’s degree in social science, International Relations, Regional Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience

EXPERIENCE
- Experience in USRAP, particularly in RSC processing activities, such as employment verification, case creation, pre-screening, USCIS adjudications support, scheduling, field support and out-processing, is essential.
- Knowledge of USRAP program implementation and familiarity with IOM’s administrative, financial and business rules and practices is desirable.
- Experience planning, coordinating, overseeing and monitoring RSC circuit rides is a strong advantage; and,
- Experience as an RSC Project Manager, Deputy Project Manager, Senior Project Coordinator or Project Coordinator is a strong advantage.
SKILLS
- Strong written and verbal communication skills and ability to effectively communicate with and lead a team;
- Demonstrated proficiency with START; and,
- Excellent computer skills and a high level of proficiency in spreadsheet and database applications.
LANGUAGES
REQUIRED
External applicants for all positions are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
DESIRABLE
Working knowledge of Spanish, French, Dari, Pashto, Arabic, or Ukranian is an advantage.
