Sr. Program Officer, RISE
Overview
Jhpiego seeks a Senior Program Officer to provide coordinated and comprehensive program management support across global HIV and COVID-19 response efforts, under a global USAID-funded project. The Senior Program Officer (SPO) will support planning, implementing and reporting for expanding global HIV and COVID-19 emergency response efforts, including work planning; technical and program support to teams and working groups; report writing; financial oversight and sub-award management; operations and administration.
Reaching Impact, Saturation, and Epidemic Control (RISE) is a $216 million, 5-year global project funded by the U.S. Agency for International Development (USAID) and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). Through RISE, Jhpiego implements HIV prevention research and programmatic efforts; and over the past year, RISE has leveraged these HIV platforms to respond to the COVID-19 crisis in priority countries. Programming continues to expand and currently includes comprehensive core-funded activities as well as country-specific efforts in: Afghanistan, Burundi, Cameroon, Côte d’Ivoire , Ecuador, Ethiopia, Ghana, Haiti, India, Kenya, Lesotho, Mozambique, Namibia, Nigeria, Rwanda, and Tanzania.
The SPO will join a core team of collaborative program, financial and technical staff, to support development, implementation and monitoring of a specified portfolio of project activities at the central and country levels for RISE HIV and COVID-19 response activities, including HIV prevention and treatment, as well as COVID-19 critical care case management, vaccination, O2 infrastructure, field support and related activities. The SPO will liaise with technical, country backstop, finance, operations, communications, and other units within Jhpiego to ensure coordination and integration of project activities. The SPO will also support coordination with RISE implementation and consortium partners, Johns Hopkins University Center for Global Emergency Care, as well as with USAID as needed.
This is a hybrid role that is based out of our Washington, DC or Baltimore, MD office. Jhpiego’s hybrid schedule requires employees to work in the office 2 days per week.
Responsibilities
Work Planning and Reporting
- Contribute to core and country-specific workplan development and review process
- Monitor progress on key deliverables and activities outlined in the workplan across teams through participation in quarterly portfolio reviews, review of quarterly reports, team meetings, etc.
- Coordinate closely with global and in-country project and study team members to monitor progress on design, execution, monitoring, and reporting on implementation research studies
- Contribute to project documents such as Annual/Quarterly reports, evidence briefs, training curricula, clinical guidance, provider job aids, and other knowledge management products
- Troubleshoot and help problem solve with US-based and country-based team members
Program Support to Country Teams
- Provide direct management and implementation support to specific identified country teams, including development of project deliverables
- Coordinate closely with program officers and coordinators who support countries where RISE PEPFAR and COVID-19 activities are implemented
- Support planning and execution of meetings and activities
- Fulfill ad hoc (and often urgent) programmatic and financial requests
- Represent the RISE project in country-wide and portfolio-wide coordination meetings
Partner Coordination
- Support participation on behalf of RISE in programmatic and partner coordination meetings
- Liaise with external stakeholders as needed including consortium and implementing partners, USAID, and other country and global stakeholders as needed
Financial Oversight and Sub-award Management
- Proactively identify and share risks with project leadership and program management
- Support the budget development, coordination, and review process with the RISE core team management (including Project Director, HIV and COVID-19 Senior Program Managers and Finance Director), country backstops, and program finance team
- Work with Jhpiego project leadership, country management and finance teams on key financial management documents, such as funding projections, budgets, etc.
- In coordination with the country backstop team, support financial reporting and documentation, and regular review processes including monthly, quarterly, and annual financial reporting
- Support development of subaward budgets as needed, and provide programmatic input for clearance of partner invoices along with ongoing financial management of partner expenses, in coordination with the country backstop team, program finance, and CMCD
Operations and Administration
- Ensure compliance with Jhpiego and JHU operational policies and regulations
- Ensure compliance with USAID policies and regulations
- In coordination with project leadership, provide management support for routine and ad-hoc meetings, including agenda planning and development, and follow-up on key action items, etc.
Communications and Knowledge Management
- In coordination with the RISE Communications Advisor, RISE core and country teams, Jhpiego and partner communications and program teams, and technical contributors, support development and implementation of KM approaches
- Support management of project KM including contributions to developing and maintaining a project intranet site, dissemination of project deliverables
- Support external communications efforts including development or review of success stories, articles, blog posts, or other external communications products.
Required Qualifications
- MPH or equivalent advanced degree
- At least 7 years’ related experience managing donor funded projects or research studies, or other work relevant to the position (e.g., developing or implementing programs, working in health/development sector, overseas experience, working with donor or multilateral agencies, business development, or grants management)
- Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro, or will be within 60 days of hire
- Experience implementing USAID and/or COVID-19 programming strongly preferred
- Experience supervising and mentoring staff
- Strong organizational skills and attention to detail
- Strong problem-solving and decision-making skills
- Ability to work proactively, organize and manage own work and assist others to do the same
- Prepared and submitted on time high quality reports for donors/funders
- Managed partners as part of a consortium
- Successfully developed, analyzed, and reviewed budgets
- Successfully developed work plans in collaboration with multiple partners
- Understanding of global health, development program and financial management principles
- A commitment to responsiveness and to supporting a positive team culture
- Excellent written/oral English language skills; French and/or Portuguese language skills a plus
- Ability to travel as needed, up to ~20%
