UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change led to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. How can you make a difference?

It ensures the administrative and financial implementation of all costing, control, and support measures in the management of the CDS subsidy for Covid-19 vaccination activities. Mainly, it will provide technical support to the EPI in particular both at the central level and in the regions to strengthen risk control and management, the regular availability of funding from implementing actors, and the correct and timely justification of disbursed financial resources. And finally, the reinforcement has previously defined frequencies of the triangulation of the reported data of the level of budget implementation, with those reported on the liquidation of the advances made associated with the rate/level of implementation of the CDS work plan.

In accordance with established procedures and practices, the incumbent performs his/her duties under minimal supervision, manages his/her daily work independently, and informs his/her supervisor of unusual problems or situations. Overall guidance is provided by the supervisor on general objectives and instructions relating to resource allocation and/or the needs and priorities of units/programmes in the country.

Key tasks and responsibilities::

  • Supporting HACT implementation
  • Ensure the availability of financial resources among implementing actors
  • Monitor the financial implementation of the grant in collaboration with UNICEF Finance and Operations
  • Ensure correct justification of all disbursed financial resources
  • Support the preparation of the various financial reports of the grant
  • Ensure the management of the cash flow of the project;
  • Support the preparation of budgets;
  • Verify the conformity of disbursements made for activities foreseen in the Programme Implementation Plan, as officially approved;
  • Please respect UNICEF rules and procedures regarding the allocation and availability of funds and their justification;
  • Monitor payments made under the program;
  • Control the settlement of advances, stamp the supporting documents in return, certify expenses, and give discharge to beneficiaries;
  • Ensure by its physical presence on-site and at a frequency to be defined, that the activities reported on are real and conducted in accordance with the terms of reference;
  • Control the control and cash flow of funds;
  • Report quarterly on the control of the completeness, accuracy, plausibility, and transparency of liquidated advances;
  • Audit the programme’s periodic financial statements in collaboration with UNICEF financial experts and the HIV Health Section.
  • Check documents for periodic (FACE+ICE) partner appeals
  • Ensure the availability of financial and accounting management tools to recipients at all levels
  • Strengthen the financial and accounting management capacities of partners at all levels
  • Prepare and implement quality assurance plans in collaboration with other colleagues in the office/Health & HIV Section

EDUCATION

Completion of secondary education is required, preferably supplemented by technical or university courses related to accounting, management, or finance.

WORK EXPERIENCE

A minimum of seven years of experience in Project Monitoring and accounting practices. Experience in an agency or organization of the United Nations system is considered an asset.

LANGUAGES

Excellent writing and communication skills in French required. A good knowledge of English (spoken and written) is considered an asset.

DESIRED SKILLS

  • Demonstrate in-depth knowledge of the principles, practices, methods and techniques of HIV-Health programs
  • Good knowledge of the procedures of international financial partners, particularly those of UNICEF (HACT);
  • Good knowledge of EPI administrative and financial management procedures.
  • Be able to design and develop simplified management tools and a capacity-building program in accounting management
  • Good command of basic computer software (Word, Excel)
  • Proven knowledge of computerized systems and proven experience in the use of spreadsheets and computerized accounting systems
  • To be able to work under pressure in an environment where people of different nationalities, cultures, and backgrounds rub shoulders.
