For every child, Commitment
Cameroon is hosting over 353,000 refugees from Central African Republic (CAR), 94 per cent of which live in the country’s eastern regions of East and Adamawa. To these refugees should ‘e added internally displaced person (IDPs) from other regions in humanitarian crisis such as Far-North, SouthWest and NorthM/est.
In this situation, access to livelihoods, food, WASH services and education rem-ins limited for them and host communities. Additionally, refugees and host community members are experiencing in various degrees increasing food insecurity, malnutrition, loss of livelihoods, exposure to human rights violations, family separation, protection risks, and general strain on resources and Infrastructure. As the number of refugees continues to exert significant pressure on natural resources and basic social services in the host areas, this often leads to conflicts between the refugees and host populations over the use of scarce resources, including land. Hence increasing humanitarian needs of both the host and the refugee populations; while the host communities is already suffering from high food insecurity, malnutrition, and poverty rates.
The Social and Behavior Change Officer will be based in Bertoua and covering both East and Adamawa regions. S/he will report to the Chief of Field Office Bertoua for close supervision, and the SBC Specialist for technical guidance. The SBC Officer will be responsible for the design, management, monitoring and evaluation of evidence-based, inclusive and innovative SBC strategies in support of the country programme.
How can you make a difference?
The Social and Behavior Change Officer will report to the Chief of Field Office Bertoua for close supervision, and the SBC Specialist for technical guidance and shall be responsible for following key strategic functions, accountabilities and related duties/ tasks.
1. Support the generation and utilization of research, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
2. Support the design, plan and implement SBC activities that are backed by social and behavioural evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
3. Support the operationalization of SBC by advocating for SBC, mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building.

The following minimum requirements:
- Education: A university degree (bachelor’s or higher) in a social and behavioral science, including sociology, anthropology, communication studies/communication for development, psychology and/or related field is required.

Work Experience: A minimum of one year of professional experience in one or more of the following areas is required: social development programme planning, communication for development or social and behaviour change, public advocacy or another related area.
Relevant experience in a UN system agency or organization is considered an asset.

Language Requirements: Fluency in French and English is required, Knowledge of a local language is an asset (Fulfulde and/or Pidgin English)
