STANDARD MINIMUM QUALIFICATIONS
Education: Masterâs degree in Engineering or equal approved, or Bachelorâs degree with relevant additional years of experience.
Experience:
- At least 5 years of proven Engineering experience in construction/rehabilitation of building and infrastructure type projects.
- Experience of working in difficult security environments.
- Experience working in the humanitarian sector is desirable.
- Experience in Health and Safety and Quality Control is desirable.
Knowledge & Skills:
- Demonstrated experience in Construction Projects planning.
- Office computer software programs including but not limited to Microsoft Office Packages and CAD software, preferably AutoCAD.
- Knowledge of construction contracts management processes.
- Knowledge of typical FIDIC Contracts packages is desirable.
Languages: Must be fluent in oral and written English or French.
ORGANIZATIONAL CONTEXT
WFP Cameroon is currently engaged in a large-scale response to ongoing humanitarian crises. Concerned about the increasing needs, WFP provides food assistance to displaced and vulnerable communities in an extremely challenging environment where humanitarian operations are hampered by conflict and the risk of attacks on humanitarian workers. In this context, WFP Cameroon aims to rehabilitate and extend its facilities at Country Office (CO) and Field Offices (FO) level.
JOB PURPOSE
Under the general supervision of the WFP Cameroon CO and in coordination with Management Services Division (MSD) in Headquarters the Civil Engineer (the Engineer) will be responsible for engineering services during all phases of construction/engineering projects, in particular supporting the WFP Cameroon project team and architect with:
- Fundraising Activities
- Refurbishment and Extension of the Yaoundé CO
- Refurbishment, extension, and new construction of facilities at FOs
- Quality Control for planned construction works.
KEY ACCOUNTABILITIES (not all-inclusive)
- Support the project team in fundraising activities for the construction and refurbishment projects.
- Support the Yaoundé CO project team and architect with engineering and project management services for the renovation and extension of the Yaoundé Country Office.
- Support the Yaoundé CO project team and architect with engineering and project management services for the renovation, extension, and new construction of WFP facilities in FOs throughout the country, incl. offices, warehouses, guesthouses, etc.
- Support the Yaoundé CO project team and the Site Manager with the supervision, quality control, and certification of the planned refurbishment works of the Yaoundé CO Main Building.
- Provide technical guidance and support to ensure the application and compliance of WFP corporate policies and procedures related to facility management, procurement, construction activities and engineering services, and any other as deemed applicable for the projectâs implementation, to ensure that outputs meet the established quality standards.
- Conduct engineering site assessments of WFP facilities and develop remedial plans to ensure suitability to operational purposes, safety, and efficiency of structures and equipment in line with WFP policies, criteria, and standards.
- Assist in the implementation of accessibility and disability inclusion standards in compliance with the United Nations Disability Inclusion Strategy (UNDIS) and in accordance with the WFP Procedures and Standards for the Inclusive Accessibility of the Built environment.
- Support the Yaoundé CO project team with the development of technical specifications, technical scopes of work, tender documents, project bills of quantities (BoQs), cost estimates, schedules, construction contract documentation and management, and develop work specifications for the implementation of the works, reflecting site specific constraints, local conditions, or characteristics.
