JOB PURPOSE
To collect, analyse and report on information to maximise efficiency of the logistics operations and activities.
ORGANIZATIONAL CONTEXT
WFP Cameroon is part of the Country Offices in the Regional Bureau for Central and West Africa (RBD) facing multiple humanitarian crises that simultaneously aggravate existing socio-economic vulnerabilities in the country. The fragile security situation in the Northern part of the Country, a protracted refugee operation in the East and crises in the Northwest and Southwest regions has left millions of people vulnerable to food insecurity. WFP provides a key emergency response component of the Humanitarian Response Plan through regular food and sustainable development assistance to part of the food insecure and vulnerable people in the country. With the launch of the second-generation strategic plan, it is imperative to obtain the optimum capacity of staff, partners and beneficiaries given the precarious humanitarian situation and importance of delivering efficient and quick support. This role further described below, will contribute to the World Food Programme’s mission in Cameroon to Saving Lives, Changing Lives.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Oversee funds management activities and ensure adequate funds commitment and utilization procedures are fully implemented in Douala corridor.
2. Ensure continuity of operations in the corridor and mitigate risk through adequate budget planning and timely request of needed funds to beneficiaries’ countries (Cameroon, Chad and RCA).
3. Establish an appropriate funds management approach in the corridor and ensure that any regular services are engaged without corresponding funds being committed through a Purchase Order in the system.
4. Review monthly the corridor budget consumption, provide analytical reports to the supervisor on actual expenses vs. funds committed and provide justification on any outstanding balances.
5. Ensure overall transactions captured in the system are accurate and liabilities and assets are accounted for at any given point in time.
6. Ensure IPSAS compliance through monthly monitoring of open logistics Pos, on time creation of Logistics SES, Invoice processing and payment.
7. In collaboration with the other units in the office, identify operational bottlenecks that are impacting funds management & invoicing and propose solutions.
8. Coordinate with finance unit and to ensure Invoice Tracking System (ITS) is fully used and all invoices in the system are paid within 30 days.
- Share disputed invoices or non-compliant invoices with the supervisor and if agreed, prepare justification and return these invoices to the service provider with clear rejection reasons.
10. Maintained appropriated invoice filing system along with all the signed copy of the waybills or any proof of services rendered
11. Collect and analyze data through research and networking with colleagues to recommend actions to the supervisor to improve performance of funds management.
12. Organize regular meetings with different vendors or stakeholders to discuss challenges and issues to be addressed.

QUALIFICATIONS AND KEY REQUIREMENTS
Education:
- Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
- At least one (1) year or more of postgraduate professional experience in a relevant field of work, preferably in Logistics Management.
Language:
- Fluency (level C) in English or French language (written and oral).
- Intermediate knowledge (level B) of a second official UN language: English/French. (Other WFP working language) would be an asset.

• Experience coordinating service providers’ contract execution. • Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea). • Experience in evaluating offers and writing proposals. • Experience in report writing.
