ORGANIZATIONAL CONTEXT

WFP Cameroon is part of the Country Offices in the Regional Bureau for Central and West Africa (RBD) facing multiple humanitarian crises that simultaneously aggravate existing socio-economic vulnerabilities in the country. The fragile security situation in the Northern part of the Country, a protracted refugee operation in the East and crises in the Northwest and Southwest regions has left millions of people vulnerable to food insecurity. WFP provides a key emergency response component of the Humanitarian Response Plan through regular food and sustainable development assistance to part of the food insecure and vulnerable people in the country. With the launch of the second-generation strategic plan, it is imperative to obtain the optimum capacity of staff, partners and beneficiaries given the precarious humanitarian situation and importance of delivering efficient and quick support. This role further described below, will contribute to the World Food Programme’s mission in Cameroon to Saving Lives, Changing Lives.

PURPOSE OF THE ASSIGNMENT:

The objective is to strengthen the technical capacity of WFP and its partners in the monitoring of Country Strategic Plan and report on progress made, then support evidence generation that demonstrate how WFP is achieving results in lives and living conditions of vulnerable targeted people. Within the new United Nations Sustainable Development Cooperation Framework (UNSDCF 2022 – 2026), the World Food Programme in Cameroon is also playing a key role. This includes Leadership of the Monitoring and Evaluation Interagency working Group, and the Result Group N.4 on Environment, climate change and disaster management.

This will ensure that Country and Field Offices have greater capacity to support Cooperating Partners (CP) in the monitoring and analytical reporting of WFP interventions on the Field and to increase Country Office support on the Monitoring and Evaluation of the UNSDCF, including reporting in to UNINFO.

KEY ACCOUNTABILITIES/ RESPONSIBILITIES:

Under the overall supervision of the Head of RAM and the direct supervision of the M&E Officer, the incumbent will be responsible for the following duties:

1. Support the Unit to establish a process to periodically validate TPM’s data, and follow up TPM’s activities, reports and performance, including systematically triangulate CP and TPM information and data to original and external sources of information.

2. Follow up the M&E indicators at output and outcome levels into the databases, and support Field Offices process monitoring including Third Party Monitoring (TPM)

3. Support identification and assessment of operational weaknesses of CPs and engage in capacity strengthening to reinforce their technical capabilities in the field,

4. Check the completeness and quality of data sheets (CPDR, Quantitative reports, etc.) and reports to ensure all statistical aspects are properly considered;

5. Support data reconciliation and monthly distribution data completeness by Field Offices to allow C.O make use of time output data for reporting

6. Support Field Offices in improving the quality of data collection, results tracking, and reporting, including support for internal data quality improvement processes.

7. Actively take part to key programme and planning activities to advice and keep the RAM Unit abreast of ongoing work and ensure alignment with corporate monitoring requirements, SOPs and other C.O internal strategies

8. Compile the cooperating Partner (CP) statistical reports, analyze, share the monthly compiled statistics report on time, and prepare presentations and dashboards for programme reviews and feedback.

9. Participate in M&E exercises, such as post-distribution monitoring, to assess progress and support nutrition operational, implementation, research, surveys, and assessments including review of protocols and tools.

10. Provide input into reporting activities and contribute to the preparation of accurate and timely reporting on activities that enables informed decision-making and consistency of information presented to stakeholders.

11. Give technical assistance for regular Field monitoring, SOPs, tools and capacity building to CP and TPM on WFP operational practices, quality data collection, reporting, and accountability to the affected population.

12. Support M&E Officer in the coordination, monitoring and reporting of the UNSDCF Joint Work Plans within the framework of WFP Leadership in the M&E inter agency working group

13. Represent WFP during technical meetings with partners when required.

14. Support with the development of reporting templates, data visualizations and dashboards.

15. Other duties as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

  • Advanced University degree Economics, statistics, Social Science or related field, or First University degree with additional years of relevant work experience and/or training/courses. Additional skills in information management and/or monitoring and evaluation desired.

    Experience:

  • At least 5 years of progressively responsible professional experience in the development or humanitarian sector, with a minimum of 3 years of relevant experience in the field of Monitoring & Evaluation and reporting or related field.

    Technical Knowledge & Skills:

  • Developing M&E system including preparation of data collection tools; and conduction of analysis;

    • Strong technical, analytical, research, both quantitative and qualitative, and programmatic skills in food safety and nutrition.

    • Development and maintenance of monitoring databases

    • Capacity development for staff; analysis of both qualitative and quantitative data;

    • Performance reporting of operations; developing training materials and training facilitation methods;

    Languages:

  • Fluency (level C) in English or French language (written and oral).

    • Intermediate knowledge (level B) of a second official UN language: English/French. (Other WFP working language) would be an asset.
