Job Title: Team Leaders/Senior Evaluation Specialists for Evaluations of Power Africa Project Evaluations (Four positions)

Reports to: Project Director
Overview
IBTCI is preparing a proposal to provide external performance evaluation services to USAID’s Power Africa Program Office of four USAID-funded projects to improve program performance management and efficiency. The duration of the evaluation services is anticipated to be five months. These evaluations will help Power Africa meet USAID requirements, make improved informed strategic and management decisions around program implementation, and advance learning. This position is contingent upon award. The projects to be evaluated are:
- USAID East Africa Energy Program (EAEP)
- USAID Nigeria Power Sector Program (NPSP)
- USAID Power Africa Off-Grid Project (PAOP)
- USAID West Africa Energy Program (WAEP)
Responsibilities
Essential Duties/Responsibilities
IBTCI aims to hire four Senior Evaluation Specialists to serve as Team Leaders for the evaluations – one per evaluation. The evaluations will all be conducted remotely with no travel required. The consultant’s services will be intermittent within the five-month duration of the project, approximately 50% of full-time employment over the period of performance.
The four Team Leaders will guide data collection, analysis and reporting specific to each of the four USAID funded projects. The Team Leader will assume responsibility for the evaluation design, analyzing evaluation data, presentation of findings and recommendations and writing the final report. He/she will oversee the coordination of activities, arrange periodic meetings, consolidate individual input from team members, and report regularly to the Power Africa Monitoring, Evaluation and Learning Team lead.
Qualifications
Minimum Requirements
- Postgraduate degree in Development Studies//Evaluation and/or Energy studies
- At least 10 years of work experience in Energy/Development programs in developing countries.
- Extensive experience in conducting evaluations and assessments.
- Excellent oral and written communication skills are required.
- Experienced in leading Evaluation Teams and preparing high quality documents
- Fluency in oral and written English
Preferred Experience, Knowledge, Skills and Abilities
- Experience with the USAID ADS 201 operational policy on evaluation and the USAID evaluation tool kit is an added benefit.
- Proficiency in French is preferred for the WAEP Team Leader.
- Geographic experience specific to each of the four Projects, in countries/regions including the following:
- EAEP – Burundi, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Tanzania and Uganda.
- NPSP – Nigeria
- PAOP – East Africa, Central Africa, West Africa
- WAEP – Ghana, Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Côte d’Ivoire, the Democratic Republic of the Congo, Equatorial Guinea, Gabon, the Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Sao Tome & Principe, Senegal, Sierra Leone, and Togo.
- Local nationals with international experience are encouraged to apply.

Travel: Travel is not anticipated for this position.
Supervisory Responsibility: This position would oversee the Evaluation Team members including an Energy Expert, Evaluation Specialist and administrative staff under the direction of the Project Director
